CONDUCT A PUBLIC HEARING FOR AN INTRODUCTION AND FIRST READING OF ORDINANCE 2250 (SUMMARIZED) TO AUTHORIZE THE IMPLEMENTATION OF A COMMUNITY CHOICE AGGREGATION (CCA) PROGRAM. B. ADOPT A RESOLUTION TO APPROVE THE JOINT POWERS AUTHORITY (JPA) AGREEMENT (ATTACHMENT 2) ESTABLISHING AND AUTHORIZING PARTICIPATION IN THE SILICON VALLEY CLEAN ENERGY AUTHORITY. C. AUTHORIZE THE TOWN MANAGER TO REMIT UP TO $150,000 TO THE SILICON VALLEY CLEAN ENERGY AUTHORITY TO SUPPORT THE INITIAL COSTS OF THE AUTHORITY. D. APPROVE THE APPROPRIATION OF $150,000 FROM FISCAL YEAR 2014/15 YEAR END SAVINGS TO SUPPORT FUNDING THE INITIAL COSTS OF THE JPA. E. APPOINT A COUNCIL MEMBER AS THE TOWN REPRESENTATIVE TO THE JPA AND AN ALTERNATE REPRESENTATIVE. Carbon Free Mountain View is a local advocacy group that supports Community Choice Energy throughout Santa Clara County. Multiple studies have shown CCE to be by far the most cost-effective action a city can take to reduce greenhouse gas emissions from residents and businesses. The feasibility and technical studies conducted by the Silicon Valley Community Choice Energy Partnership indicate that the benefits of CCE are huge and the risks to participating jurisdictions are low. World leaders committed to reducing greenhouse gas emissions at the national level in Paris last month. Now you have the opportunity to demonstrate Los Gatos' commitment to addressing the climate crisis locally. We urge you to follow the lead of Cupertino, Sunnyvale, Morgan Hill, Mountain View, Saratoga and Los Altos Hills, all of which have voted unanimously to join the program. Please vote yes to join the Silicon Valley Clean Energy Authority and establish a Community Choice Energy program.
