If you wish to speak to an item on the agenda, please complete a “speaker’s card” located on the back of the chamber benches and return it to the Clerk Administrator. If you wish to speak to an item NOT on the agenda, you may do so during the “verbal communications” period. The time allocated to speakers may change to better facilitate the Town Council meeting The purpose of the Town Council meeting is to conduct the business of the community in an effective and efficient manner. This is done by following meeting guidelines set forth in State law and in the Town Code. Conduct which is considered disruptive during Town Council meetings include, but is not limited to: • Addressing the Town Council without first being recognized; • Interrupting speakers, Town Council, and Town staff; • Continuing to speak after the allotted time has expired; • Failing to relinquish the podium when directed to do so; and • Repetitiously addressing the same subject For the benefit of the community, the Town of Los Gatos asks that you follow the Town’s meeting guidelines while attending Town Council meetings and treat everyone with respect and dignity. Modification to the March 3, 2015 Council/Parking Authority Meeting Minutes 2.Adopt a Resolution making determinations and approving the reorganization of territory designated as Blossom Hill Road No. 24, approximately 1.11 acres located at 15900 Blossom Hill Road. File #AN14-005 3.Staff recommends that the Town Council adopt a Resolution declaring hazardous vegetation (brush) a public nuisance and providing for abatement and setting June 2, 2015 as a public hearing to hear protests on this annual program Writings related to an item on the Town Council meeting agenda distributed to members of the Council within 72 hours of the meeting are available for public inspection at the front desk of the Los Gatos Town Library, located at 110 E. Main Street, and are also available for review on the official Town of Los Gatos website. Authorize the Town Manager to execute a First Amendment to Agreement with Cartegraph Systems, Inc. for software costs and professional services in an amount not to exceed $5,763 b. Authorize a budget transfer from Town Digital Aerial Photograph/Topographic Map Project 411-821-2006 in the amount of $5,763 to Cartegraph System Upgrades Project 411-841-6401 5.Authorize the Town Manager to execute an Agreement for Services with St. Francis Electric, Inc. to provide annual traffic signal and street light maintenance and repair services, and Underground Service Alert (USA) marking services in an amount not to exceed $120,000 6.Landscape & Lighting Assessment Districts 1 & 2 Staff recommends that the Town Council: a. Adopt a Resolution approving the Engineer’s Report for Fiscal Year 2015/16 b. Adopt a Resolution of intention to order the levy and collection of assessments for Landscape and Lighting No. 1-Blackwell Drive Benefit Zone c. Adopt a Resolution of intention to order the levy and collection of assessments for Landscape and Lighting District No. 1-Kennedy Meadows Benefit Zone d. Adopt a 45-day Urgency Ordinance declaring the existence of a condition of drought and providing for mandatory reductions in and specified prohibitions of water use b. Direct staff to implement water conservation measures and activities as described in the staff report c. Approve a $65,000 General Fund budget adjustment adding a water conservation line- item to be incorporated into the Town’s FY 2014/15 Expenditure budget. Approve unexpended balance to be carried forward for water conservation/drought response into FY 2015/16 9.Architecture and Site Application S-14-072. Project Location: 15343 Santella Court. Authorize the Interim Town Manager to execute a Memorandum of Agreement with L- 3 Communications Mobile-Vision, Inc. for the purchase of a Mobile Audio Video System (MAV) in an amount not to exceed $125,000 b. Authorize a revenue and expenditure budget adjustment in the amount of $31,066 to the Equipment Replacement Fund (5402-81105) for the Police Foundation funding and MIS funding c.
