SUBJECT: CONSIDER THE RECOMMENDATIONS OF THE POLICY COMMITTEE
AND PLANNING COMMISSION APPROVING THE UPDATED REVISED
PLANNING COMMISSION POLICIES AND PROCEDURES
RECOMMENDATION:
Discuss and recommend approval of the revised Planning Commission Policies and Procedures.
BACKGROUND:
Since 1983, the Town Council has adopted Planning Commission Policies and Procedures
(hereafter Procedures). The Procedures address topics including the agenda format,
Commissioner conduct at Planning Commission meetings, absences, evidence outside of formal
hearings, findings, voting, and other issues. Periodically, the Town Council adopts revisions to
the Procedures with the last update on December 6, 2010 (Attachment 1).
DISCUSSION:
In 2014, the Town Council Policy Committee reviewed the Planning Commission Policies and
Procedures and worked on a comprehensive update of the document (Attachment 2). The
proposed Procedures are reorganized to align with the Council Code of Conduct Policy, reduce
redundancy, and to correct outdated information.
On January 28, 2015, the Planning Commission considered the revised Planning Commission
Policies and Procedures that were approved by the Policy Committee. The Planning Commission
made minor changes and edits to the document along with determining that there should be no ex
parte communications allowed by Planning Commissioners (Attachments 3 and 4).
The Planning Commission also expressed a preference for reduced speaking time for an
appellant (five instead of ten minutes) and reduced rebuttal (three instead of five minutes). The

the Town Council and the Planning Commission,
