AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF
ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK
OF REPUBLIC INTELLIGENT TRANSPORTATION SERVICES, INC. AND
AUTHORIZE RECORDING BY THE CLERK ADMINISTRATOR
RECOMMENDATION:
Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion
accepting the work of Republic Intelligent Transportation Services, Inc. and authorize recording
by the Clerk Administrator.
BACKGROUND:
During the construction phase of the Library, staff became aware of a visible lack of continuity
between the lighting installed in the Civic Center parking lot, the old lights adjacent to the Civic
Center lawn, and the parking lot at the Adult Recreation Center. The lights in question were
outdated in terms of both energy consumption and architectural style. This presented an
opportunity to bring the Civic Center outdoor lighting, which is visible from Main Street and the
new Library, into alignment.
This project provided for new energy efficient LED lighting in front of the Civic Center adjacent
to the semicircular walkway. These outdoor fixtures match the lights in the new Library parking
lot. It also replaced the same type of fixtures utilized in the parking lot for the Adult Recreation
Center, visible across the street from the Civic Center campus.

DISCUSSION:
Staff reviewed two bid results for this project, from Smith and Sons Electrical Contractors, Inc.
at a cost of $106,874 and Republic Intelligent Transportation Services, Inc. at a cost of $91,500.
Staff found Republic Intelligent Transportation Services, Inc. to be the lowest responsible bidder
for this project.
At its regular meeting held November 7, 2011, the Town Council authorized a contract be
awarded to Republic Intelligent Transportation Services, Inc.
The contracted work has been satisfactorily completed by Republic Intelligent Transportation
Services, Inc. and is being recommended for acceptance by the Parks and Public Works
Department.
Ten percent of the faithful performance bond will remain in effect for a period of two years to
guarantee any needed repair and /or replacement caused by defective materials and workmanship.
The execution and recordation of the Certificate of Acceptance is now required to finalize the
Town's acceptance of the project.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of
Acceptance and Notice of Completion accepting the work of Republic ITS. and authorize
recording by the Clerk Administrator.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
The construction project was completed within the authorized budget amount, as demonstrated in
the fiscal table below.
