RECOMMENDATION Adopt a resolution reinstating members of the former General Plan Update Advisory Committee, and combining those members with the General Plan Committee, to create an advisory committee for the update and completion of the North 40 Specific Plan. BACKGROUND On February 7, 2011, the Town Council discussed the composition of an advisory committee for the update of the North 40 Specific Plan. Council directed staff to retain with a resolution reinstating former members of the former General Plan Update Advisory Committee (GPAC) to serve with members of the General Plan Committee as an advisory body. DISCUSSION Community members of the GPAC who have not been appointed to another Town Committee or Commission have been invited to participate in the update and completion of the North 40 Specific Plan. These individuals will be combined with the nine- member General Plan Committee to create an advisory body for the specific plan process. Six of seven invited former GPAC members have agreed to serve on the advisory committee. The following community members have agreed to serve: Jim Foley, Perry Hariri, Libby _Lane, Tun Lundell, Deborah Weinstein, and Gordon Yamate. FISCAL IMPACT None p PREPARED BY : �Wendie R. Higuera St., Ste. 102, San Luis Obispo, CA 93401 Don Capobres, Grosvenor, I California St., Ste. 2500, San Francisco, CA 94111 WRR:SD:ct N:\DEV\TC REPORTS\2011 W40SP- OvmightComm.doe RESOLUTION NO. 2011- RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS ESTABLISHING A NORTH 40 SPECIFIC PLAN ADVISORY COMMITTEE AS AN ADVISORY BODY TO THE PLANNING COMMISSION AND TOWN COUNCIL WHEREAS, the North 40 Specific Plan was drafted in 1999 but was not adopted pending adoption of the General Plan and further discussion on the goals and objectives for the plan; and WHEREAS, the majority landowner is now interested in developing a significant portion of the North 40 area; and WHEREAS, the Town has entered into a contract with RRM Design Group for consulting services for the update and completion of the North 40 Specific Plan; and WHEREAS, on February 7, 2011, the Town Council of the Town of Los Gatos authorized the Town Manager to execute a contract for consulting services for the update and completion of the specific plan; and WHEREAS, Council determined that the former General Plan Update Advisory Committee, which is comprised of the General Plan Committee and up to six community members, should serve as an advisory committee to Town staff on the development of the specific plan; and WHEREAS, available community members from the former General Plan Update Advisory Committee and members of the General Plan Committee will be combined to form an advisory committee; and RESOLVED, the Town Council of the Town of Los Gatos establishes the North 40 Specific Plan Advisory Committee, which shall be advisory to the Planning Commission and Town Council and shall operate in the manner hereinafter prescribed: Appointment The North 40 Specific Plan Advisory Committee shall consist of nine members of the General Plan Committee as established by Council resolution and up to six community members from the former General Plan Update Advisory Committee. Former GPAC members who are currently serving on another Town Committee or Commission are not eligible. The North 40 Specific Plan Advisory Committee shall sunset once the specific plan is adopted or two and a half years from this date, unless extended by the Town Council. ATTAGWIEN1 1 2. Committee Role The Committee shall serve as an advisory body that provides community input on product tasks associated with the update and completion of the North 40 Specific Plan. The role of the N40 Advisory Committee is to: • Work with staff and the consultant to review and refine the Specific Plan at key milestones • Participate in community workshops • Disseminate reports to Commissions and Council • Review the Draft Specific Plan and make recommendations to the Planning Commission and Town Council 3. Meetings The Chair of the General Plan Committee shall serve as Chair of the N40 Specific Plan Update Advisory Committee. Staff and Consultant will determine the meeting schedule. Advisory Committee members are expected to attend three to four milestone meetings, and are encouraged to attend and participate in community workshops. It is understood that on occasion an Advisory Committee member may not be able to attend a meeting. In that event it is recommended that the member contact staff for an overview of what occurred. The Advisory Committee, working with staff and the specific plan consultant, will work to develop a consensus on issues where possible. Formal votes on issues will not be taken. 4. Conflict of Interest Upon appointment to the Advisory Committee, members are required to file Conflict of Interest forms with the Town Clerk for Disclosure Categories 2, 3, and 4 as listed in Town Code Sec. 2.30.615. Powers of Town Council and Planning Commission Nothing in this resolution shall be construed as restricting or curtailing any of the powers of the Town Council or Planning Commission, or as a delegation to the North 40 Specific Plan Advisory Committee of any of the authority or discretionary powers vest and imposed by law in such bodies.
