Requesting approval of a general plan amendment from Agricultural to Hillside Residential,
Cancellation of the existing Williamson Act contract, and a Planned Development to rezone
property from RC TO HR-1:PD to allow for subdivision of one lot into 12 lots, construction of
10 new single-family residences, and removal of large protected trees.
APPLICANT/PROPERTY OWNER: Tom Dodge, Surrey Farms Estates, LLC.
Traffic:
Q: How many additional trips will be generated by the project?
A: Based off the trip generation rates published in the Institute of Transportation Engineers’
(ITE) manual, the project would have a net increase of 95 average daily trips. This number
includes 8 additional trips during AM peak hours and 10 additional trips during PM peak
hours.
Q: Does this project trigger traffic impact mitigation fees to be paid to the Town?
A: Yes – The net increase of 95 average daily trips (ADT) results in a traffic impact mitigation
fee of $88,350.00 ($930 per new trip per the Town’s Fee Schedule) which is required to be
paid prior to issuance of building permits per Condition of Approval 55.
Q: Does this project trigger the need for a traffic study?
A: No – A traffic study is not required since the project is anticipated to generate less than 20
new peak hour trips, as specified in the Town’s Traffic Impact Policy.
Q: Is there an existing roadway easement connecting the property to Cerro Vista Court?
A: Yes – An existing roadway easement on 15955 Cerro Vista Court grants roadway access
from Cerro Vista Court to the property in question (Book 311 of Maps, Page 381).

Grading:
Q: What is the existing average slope of the property?
A: 23.92% - The subject property is a gently-to-steeply sloping flag-shaped lot with slopes
ranging from 5 to 50%.
Q: How much cut and fill is proposed by the project?
A: The preliminary grading and drainage plan calls for 11,000 cubic-yards of cut and 7,050
cubic-yards of fill for an off-haul of 3,950 cubic yards. The alternative road alignment calls
for 9,400 cubic-yards of cut and 2,600 cubic-yards of fill for an off-haul of 6,800 cubic yards
(and an increase of 2,850 cubic yards).
Geotechnical:
Q: Did the Town’s Geotechnical and Geological Peer Review Consultant agree with the
analysis of the Applicant’s Geotechnical Engineer?
A: Yes - The Town’s peer review consultant agreed with the applicant’s geotechnical
consultant that the proposed project is feasible from a geotechnical engineering standpoint,
provided the recommendations provided in the report are incorporated in the plans and
implemented during construction.
Stormwater:
Q: What treatment methods are being proposed?
A: The proposed treatment consists of two bioretention areas downstream of flow control
basins for each of the two main drainage management areas. A third drainage management
area along the eastern edge of the property drains to the northeast and is self-treating and
undeveloped.
Q: Will the proposed project increase stormwater runoff from the site?
A: No – The project was modeled for the 2-, 10-, 25- and 100-year storms and in each case the
post-development runoff volume was reduced in each drainage area as compared to the
pre-development volume. The modeling for the aforementioned 2- and 10-year storm was
peer reviewed for compliance with the hydromodification management requirements. This
modeling included the built-out condition with hypothetical home development impervious
areas included.
Q: Will the proposed project require coverage under the State Construction General Permit?
A: Yes – Since the disturbed area during construction is greater than one acre, the applicant
requires coverage under the State Construction General Permit.

Q: Did the Town’s C.3 Compliance Peer Review Consultant agree with the analysis of the
Applicant’s C.3 Data form and modeling?
A: Yes – The Town’s C.3 Compliance Peer Review Consultant concluded after reviewing the
preliminary plans, dated 5/21/12, that the site design measures and source control
measures identified in the C.3 Data Form are appropriate for the project, and acceptable if
they are shown on the plans and/or specified in conditions of approval. The treatment
measures selected are appropriate and sized correctly, but their design may need to be
adjusted pending the results of the infiltration feasibility analysis, and more details need to
be provided. The hydromodification management measures are appropriate and sized
correctly; however, more details on the outlet structures and the pump station need to be
provided.
