I am returning the evening of April 17th. It is unlikely that I will return in time to attend the Council Meeting that night, however, I ask that you considering the following comments before taking action on this item. The staff reports for the Planned Development Study Committee’s eight meetings included attachments provided by staff, correspondence from committee members, and the verbatim minutes from the previous meeting of the Committee. These are all available on the Town’s website (http://www.losgatosca.gov/13/Agendas-Minutes). While rereading the Staff Reports and verbatim minutes of the Planning Commission hearings I realized that neither the Staff Reports nor the verbatim minutes of the Study Committees meetings were provided to the Planning Commission as Attachments to the Staff Reports, nor have they been provided as attachments to the Town Council Staff Report. It also appears the Planning Commission was not aware these items were available on the Town’s website. Reading the verbatim minutes of the Study Committee may cure even the worst case of insomnia, however, they do provide insight into the committees decision making process and provide background information on questions asked by Commissioners regarding the proposed draft amendments to the PD Ordinance, the CUP Table of Uses as well the Committee referred to as the “parking lot” or “other important items”. It was my understanding minutes for the committee were verbatim rather than action minutes in order to capture discussion and decision making process behind the Committees final draft recommendations on amendments to the PD Ordinance and the CUP Table of Uses as well as the items in the “parking lot” and that they would be forwarded to the Planning Commission and the Town Council.
