SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE AN AGREEMENT FOR
CONSULTANT SERVICES FOR ENGINEERING, INSPECTION, AND PROJECT
MANAGEMENT SERVICES WITH CSG CONSULTANTS, INC., IN AN AMOUNT
NOT TO EXCEED $500,000
RECOMMENDATION:
Authorize the Town Manager to execute an Agreement for Consultant Services for engineering,
inspection, and project management services with CSG Consultants, Inc. (Attachment 1), in an
amount not to exceed $500,000.
BACKGROUND:
Phase 1 of the North 40 Development was approved by the Town Council on August 1, 2017.
After approval, the developer, Summerhill Homes, and their consultants moved forward with
the preparation of the various construction document plan sets that are required to meet the
applicant’s Conditions of Approval.
In fall of 2017, staff put out a Request for Proposals (RFP) and Statement of Qual ifications (SOQ)
to three different consultant firms to assist with plan check review of the engineering drawings.
Based on these proposals, staff recommended executing an agreement with the engineering
firm CSG Consultants on a time and material basis in an amount not to exceed $160,000. The
Town Council authorized the Town Manager to execute the agreement with CSG services for
this amount.

DISCUSSION:
The Town’s North Forty Phase 1 project continues to advance and as such the Town will need to
augment staffing services to meet the increasing needs of the project. CSG Consultants has
been augmenting staff with project plan check review on the North Forty Project and has an in-
depth knowledge of the project’s complexities and needs from an agency staffing perspective.
Staff recommends entering into an additional agreement with CSG Consultants for the
increased scope of ongoing engineering, inspection, and project management services. This
agreement would be a time and materials (T&M) agreement to assist the Parks and Public
Works Department as well as the Building Division. These services will allow for the oversight
necessary to ensure compliance with applicable codes, design requirements, and conditions of
approval as well as to ensure the construction impact to the community is minimized. The
additional services CSG Consultants will provide include:
• Project oversite and management of engineering and infrastructure improvements
• Project inspection both of-site and off-site improvements
• Engineering assistance
• Review and management of traffic control
• Project scheduling coordination
• Building construction inspection
While CSG will assist the Town with the technical work associated with construction, the Town
remains accountable to ensure all infrastructure and building construction meets all of the
conditions of the Phase 1 application and all other applicable laws and standards.
The North Forty developer recently paid their engineering development fees for the project
which included fees for grading review and off-site improvement review. The total fees
collected to date for this review are $1.9 M. These fees as well as fees collected by the Town’s
Building Division for building inspection services would be the source of funds for this staff
augmentation work.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a Consultant
Agreement with CSG Consultants, Inc. (Attachment 1), in an amount not to exceed $500,000.

COORDINATION:
This report was coordinated with the Town Manager’s Office and Community Development
Department.
FISCAL IMPACT:
There is no fiscal impact from this agreement. The Town will use fees collected from the North
Forty developer for these services.
ENVIRONMENTAL ASSESSMENT:
The proposed agreement and the related services are not a project defined under CEQA, and no
further action is required.
