Attachment 26Overview of Observations by Mayor Rob Rennie 1 Because of the all the talk of the traffic report was wrong and the EIR should not be certified, Mayor Rob Rennie decided to observe traffic for himself. After collecting all the below data, he realized that as part of disclosures, Council members are supposed to share what they learn when visiting a sight, meeting with neighbors, or meeting the applicant that other Council members might not know. Below Rob provides data without drawing conclusions. The below table is traffic counts taken by Rob. He did so by sitting in his car parked in front of the site facing the route 9 Alberto way intersection and making hash marks on a piece of paper for cars going in or out of Alberto way. Although he sat for an hour 3 times, the data were broken into 20 min. pieces for 2 days and 30 min. on the 3rd in order to see how evenly the traffic is spread over the hour. As you can see from the times below, he started his hour at different times at or after the 8:00 a.m. hour. He also noted the weather just in case it might have an effect on traffic patterns. The cars per min. were calculated to help see the rate of cars since the time for the buckets of data are not all the same. The traffic report took data in 15 min. buckets from 7:00 to 9:00 a.m.. The traffic report calls the peak hour 7:30 to 8:30 shown in the below table, but Rob found the hour from 8:00 to 9:00 had higher counts and included it below for comparison. After observing a higher rate of cars coming in than going out, Rob decided to see how may were going to the office building. The maximum number of cars for this ATTACHMENT 26 Overview of Observations by Mayor Rob Rennie 2 office building is about 120 and is not reached until shortly after 10:00 a.m. At 10:00 there are still cars coming in. By 8:00 when school traffic is ending, less than ¼ of cars have arrived at the Alberto Oaks office building. By 9:00 less than ¾ of the cars have arrived at the Alberto Oaks office building. Alberto Oaks is 56k sq-ft of office. Rob called the broker for the office to find out that there is 1,800 sq-ft of vacant space in the building. Included below the table is the peak hour rate of traffic for a 56k sq-ft office building provided by staff in a desk item. One can note the ITE rate is higher than what was actually observed. The rate given in the staff report is from version 10 (the latest version) of ITE. The Alberto Way proposed office project used version 9 to calculate trips. The Town Engineer has told Rob that version 10 (the later version) has a lower trip generation rate than the one used by the Alberto Way EIR. The table below is a replot of the data from the plot above with the Friday data removed. Rob observed that on Friday more people seemed to becoming to work earlier. By removing the Friday data the plot shows a consistency of traffic behavior Monday to Thursday and shows the rate traffic comes into the Alberto Oaks Office complex from 8 to when it is almost full at 10:10. The low slope from 7:58 to 8:12 and then steeper slope means not many cars come until sometime after 8:15. From 8:15 to 8:30, the slope is steeper showing the highest rate of cars coming in.
