Instaed, please formally notify the public in the Town Weekly and hold a meeting with at least 1 month prior notice to allow adequate resident participation 6) Delay any work until fall to avoid loss of use and damage due to loss of water which all of the irrigation is replaced, even if it means loosing federal funds for changes not desired. And while I have you... Two additional PPW issues which need to be addressed: 1) why is the Fountain on at the Town Plaza during rain and winter months? Drought or no drought - this is a waste of water and electricity. Residents have tried to preserve the beautiful lawns and trees in this restful park heavily usedin downtown. In 2011-l2they fought conversion to a dog park, and in 2015 they fought back to restore water to the lawns when town staff turned it off on the Ellenwood half of the lawn without input from residents. Now in 201 5, the PPW has finally posted a plan which has been in the works since 201 1 ' Cost $500,000 , 607o city 407o fed funds. The effect of the plan will be to kill off the lawns at the Ellenwood end by bulldozing the current path and widening to 4.5 feet of non colored cement and ptanting 4 oak tree. Oak trees will be planted which will kill the lawn at that end of the park and ^destroy the function for residents for ball /dog play and picnics. The proposal states changes are for the path are foi ADA to get federal funds, but the path already meets ADA standard for what the Feds and CA require for a "trail". The town engineer states it is being submitted as a trail. Good source americantrails.org. The current path is 36-60" wide. No upgrades are required to meet the ADA laws for trails, 32-36'required. No upgrade of the I block path as a "trail" is needed unless changed. Repairs are allowed without any ADA upgrades required . Minor repairs of the asphalt existing path are in order for safety of the surfaci and along the creek area. The "upgrades" include bright white LED lights in the park whic-h may shine excessively into adjacent homes proposed in rouse to save money. The lights are currently on all night. Another solution is to turn off the lights as the park by law is closed 7 pm to dawn. About l0 feet of lawn on the Bachman playground end will be converted to a new ADA sidewalk of colored cement. Although there is no sidewalk currently on Bachman or Ellenwood from Glenridge for any residents to safely reach the park, however the proposal does not improve this. The new sidewalk only takes away from lawn in the park. All residents , incluiing and able and disabled walk in the street, including mothers with strollers. Residents have been bypassed. PPW meeting notices for the Nov 16th 2017 meeting to get "public input" were only done to about l0 homes with paper door hangers and expanded then 300 feet fiom the park I week in advance. A few notices were placed on Nexrdoor with no description of the project. Hodack Sent: Monday, March 19, 2018 8:28 AM To: Town PPW <ppw@losgatosca.gov> Cc: Council <Council@losgatosca.gov> Subject: Bachman Park Renovation Comments I would like to enter several comments into the record on this project: • We live directly across from Bachman Park at 15 Ellenwood Avenue. At no point were we notified this project was underway. No door hanger was left and no other town communications were provided. The town needs to investigate how people directly impacted by the recommendation are notified. We are also surprised that a notification wasn’t put in the weekly paper considering the size and potential impact to the people who live near the park and those who frequently use the park. • The plan calls for increased lighting. We’ve noted the comments from other residents and seen the comments from other communities about the impact of the brightness of LED lights. The current lighting shines right into our bedroom window. Increasing the brightness will have a negative impact on the home around the park. While lighting the park is appropriate, we urge the council to seriously investigate the brightness issue with an eye toward keeping the level the same to avoid impacting homeowners near the park. • We are concerned about the recommendation to add oak trees to the current open lawn space. The oak trees specified in the proposal will cause a lot of leaf drop. Has the town allocated increased funds to sweep/blow the leaves on a routine basis? The leaves are also small with “stickers” making it painful for dogs/kids/adults to walk on. That part of the lawn is used for sunbathing, picnicking and other activities. While trees aren’t necessarily a bad thing, the recommended oak trees will kill the lawn and create a mess. Both will change the appearance of the park as well as its functionality. • While the town could use some maintenance (gopher holes repaired, law reseeded, ivy trimmed), the amount of money and level of destruction to the park during peak summer hours seems excessive. While adding sidewalks is laudable, the real problem is at the corner of Massol and Bachman and nothing is being done to address that. In short, the project seems determined to spend money without adequate consideration of the impact of brighter lighting and changed functionality to the park. It is a neighborhood park yet the town does not appear to have the interest of the neighbors and the rest of the town at heart. Those are our immediate concerns. As noted, we haven’t had time to prepare a full response since we were not notified of the town proposal until a neighbor advised us yesterday. Helen A. Hodack Phillip W.
