A. APPROVE THE PLANS AND SPECIFICATIONS FOR THE CROSSWALK
IMPROVEMENTS AT SANTA CRUZ AVENUE/BLOSSOM HILL ROAD
PROJECT AND AUTHORIZE THE TOWN MANAGER TO ADVERTISE THE
PROJECT FOR BID.
B. AUTHORIZE THE TOWN MANAGER TO AWARD AND EXECUTE A
CONSTRUCTION AGREEMENT IN AN AMOUNT NOT TO EXCEED $79,301,
INCLUDING CONTINGENCIES.
C. AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS IN AN
AMOUNT NOT TO EXCEED THE APPROVED PROJECT CONTINGENCY.
RECOMMENDATION:
Staff recommends that the Town Council:
1. Approve the plans and specifications for the Crosswalk Improvements at Santa Cruz
Avenue/Blossom Hill Road Project and authorize the Town Manager to advertise the project
for bid.
2. Authorize the Town Manager to award and execute a Construction Agreement in an
amount not to exceed $79,301, including contingencies.
3. Authorize staff to execute future change orders in an amount not to exceed the approved
project contingency.

BACKGROUND:
The adopted FY 2017/18-2021/22 Capital Improvement Program (CIP) Budget designates
funding through project 812-0125 for crosswalk safety improvements at Santa Cruz
Avenue/Blossom Hill Road. This is consistent with the Town’s goals to improve public safety on
the streets, enhance crossing access for pedestrians and bicyclists, and encourage alternative
transportation modes.
The proposed project will install a new crosswalk on the north side of Santa Cruz Avenue at
Blossom Hill Road. This intersection is a well-traveled pedestrian corridor with an existing
crosswalk on the south side of Santa Cruz Avenue that provides limited crossing access. Adding
a crosswalk on the north side of Santa Cruz will enhance crossing access for pedestrians and
bicyclists.
The Town Council previously approved bidding of the crosswalk improvement project, including
improvements at Los Gatos Almaden Road/Cherry Blossom Lane, on June 20, 2017. Two bids
were received, and the bids were publicly opened on July 13, 2017. Both bids exceeded the
project budget and Town Council rejected all bids at their August 1, 2017 Town Council
meeting.
As proposed by staff and approved by the Town Council on February 6, 2018, the new
Americans with Disabilities Act (ADA) ramps and median improvements for the crosswalk
improvements project at Santa Cruz Avenue/Blossom Hill Road and Los Gatos Almaden
Road/Cherry Blossom Lane, are being included in the Town’s Annual Curb, Gutter and Sid ewalk
Maintenance project to allow for better pricing on this concrete work.
DISCUSSION:
The scope of work for this part of the project consists of installation of a new crosswalk on the
north side of Santa Cruz Avenue at Blossom Hill Road and Mariposa Avenue, including
installation of a new signal pole, pedestrian signal heads, pavement markings and other traffic
signal modifications.
The engineer’s estimate for this project is $79,301, including a 15% contingency and project
delivery costs.

Approval of the recommendations will allow this project to move forward for bidding and
award.

This project has been coordinated with the Finance Department.

This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of
Exemption will not be filed.
