Attachment 1 GENERAL PLAN 2017 ANNUAL PROGRESS REPORT ATTACHMENT 1 2 INTRODUCTION The Town Council adopted the Town of Los Gatos 2020 General Plan on September 20, 2010 after an extensive two-year community process to update and build upon the strong foundational framework established by the Town’s 2000 General Plan. On May 5, 2015, the Town adopted its 2015-2023 Housing Element which is a required sub- element of the General Plan. The State Housing and Community Development Department certified the Housing Element on May 20, 2015. Government Code Section 65400 mandates that non-charter cities and all 58 counties submit an annual report on the status of their General Plan and any progress in its implementation to their legislative bodies. Annual Progress Reports (APRs) must be presented to the local legislative body for its review and acceptance, usually as a consent or discussion item on a regular meeting agenda. 2017 SIGNIFICANT PROJECTS The following General Plan related implementation action item was partially completed during 2017: • Community Design Element (Action CD-14.3) Update the Hillside Development Standards and Guidelines. An update to the Hillside Development Standards and Guidelines regarding Visibility Analysis was approved by Town Council on December 5, 2017. The following significant Planning efforts made progress in 2017: • Phase 1 Applications for North 40 Specific Plan Area Following a decision by the Santa Clara County Superior Court, t he Town Council conducted public hearings and approved the Phase 1 applications. The Phase 1 applications allow approximately 68,000 square feet of commercial space, 320 residential units, and on- and off-site improvements. • North 40 Specific Plan Amendments Following the decision on the Phase 1 applications for the North 40 Specific Plan Area the Town resumed consideration of potential amendments to the North 40 Specific Plan. The Town Council continued consideration of potential amendments into 2018. • Town Code Amendments (Cellars) Amendments to the Town Code regarding Cellars was adopted by the Town Council on October 17, 2017. 3 • Town Code Amendments (Accessory Dwelling Units) Amendments to the Town Code regarding Accessory Dwelling Units was considered by the Planning Commission in 2017 and a recommendation was forwarded to the Town Council. The Town Council considered the Planning Commission’s recommendation and adopted amendments to the Town Code regarding Accessory Dwelling Units on February 6, 2018. HOUSING ELEMENT ANNUAL PROGRESS The Housing Element Annual Progress Report for 2017 is attached as Exhibit A.
