Discontinue the Neighborhood Parking Plan process; 2. Maintain all existing residential permit parking regulations for Alpine, Villa, Johnson, Jackson, New York, and Bella Vista Avenues, High School Court, Cross Way, and the Los Gatos Boulevard Extension; 3. Expand the Whitney Avenue parking regulations to include additional streets within a half-mile of Los Gatos High School (portions of Charles Street, Los Gatos Boulevard, Stacia Street, Loma Alta Avenue, Johnson Avenue, and Bella Vista Avenue north of Highway 9) RECOMMENDATION: Approve a comprehensive permit parking program for the area northeasterly of Los Gatos High School: A. Discontinue the Neighborhood Parking Plan process; B. Maintain all existing permit parking regulations for Alpine, Villa, Johnson, Jackson, New York, and Bella Vista Avenues, High School Court, Cross Way, and the Los Gatos Boulevard Extension; C. Expand the Whitney Avenue parking regulations to include additional streets within a half-mile of Los Gatos High School (portions of Charles Street, Los Gatos Boulevard, Stacia Street, Loma Alta Avenue, Johnson Avenue, and Bella Vista north of Highway 9) BACKGROUND: On March 7, 2017, the Town Council considered the recommendations of the Council Policy Committee to address parking in the neighborhood near Los Gatos High School (see Attachment 1). The Town Council voted 4/1 to: 1. Discontinue the Neighborhood Parking Plan process, 2. Expand and rename the Eastside parking permit area to the High School Zone , and 4. Establish the new High School Zone, which includes Alpine Avenue, with 90-minute parking during the school year only. At its March 21, 2017 meeting, the Council voted 4/1 to reconsider this decision at its April 4, 2017 meeting. On April 4, 2017, the Council voted 4/0/1 (one Council Member absent) to rescind the March 7th decision. The Council then voted in a series of motions to: • Continue the existing parking program in its entirety for Alpine Avenue (90-minute parking 7 a.m. to 4:00 p.m. Monday through Friday year round except with a residential parking permit); • Make permanent the Whitney Avenue parking pilot (90-minute parking 7 a.m. to 4:00 p.m. Monday through Friday during the academic year except with a residential parking permit); and • Freeze the Neighborhood Parking Permit Program until the next priority setting session. Attachment 2 contains the minutes of the April 4, 2017 Town Council meeting. After hearing testimony from Loma Alta residents during the discussion of 2018/2020 Strategic Priorities, the Town Council unanimously voted to consider the March 7, 2017 comprehensive parking program at a future Council meeting. DISCUSSION: Based on the Council’s action in April 2017, staff is offering a modified recommendation that would achieve the same outcomes of protecting the neighborhoods within a half-mile distance to Los Gatos High School with minimal disruption to existing permit parking areas. By reducing parking availability to students in the neighborhoods, students may be encouraged to park at the Miles Avenue parking lot; walk, scooter, or bicycle to school; and/or utilize on-site parking at the school. Attachment 3 contains a map of the one-half mile walking distance to the High School, which includes the Miles Avenue lot. Staff’s recommendation acknowledges the existing variety of parking regulations in the immediate area of the High School (see Attachment 4 for a map of the existing parking limits). Most of these limits have been in place for many years with the exception of Alpine and Whitney Avenues which were approved last year. PAGE 3 OF 4 SUBJECT: COMPREHENSIVE PERMIT PARKING PROGRAM FEBRUARY 26, 2018 S:\COUNCIL REPORTS\2018\03-06-18\08 Comprehensive Parking\08 Staff Report Comprehensive Parking FINAL.docx 3/1/2018 3:28 PM DISCUSSION (Continued): Given the positive response from residents of Alpine and Whitney Avenues, staff is recommending that a similar approach be expanded to include portions of Charles Street, Los Gatos Boulevard, Stacia Street, Loma Alta Avenue, Johnson Avenue and Bella Vista north of Highway 9 (see Attachment 5 for a map of the proposed additional street segments). If approved, the parking regulations would be 90-minute parking 7 a.m. to 4:00 p.m. Monday through Friday year round except with a residential parking permit). ALTERNATIVES: Instead of the staff recommendation, the Town Council may: 1. Discontinue the Neighborhood Parking Plan process and maintain the existing permit parking areas without adding any additional street segments; 2. Adopt the March 7, 2017 recommendations which involves changes to existing permit parking parameters; or 3. Take other action. COORDINATION: The preparation of this report was coordinated with the Interim Police Chief and the Parks and Public Works Director. FISCAL IMPACT: If the Town Council approves staff recommendation, then existing budgetary and staff resources would conduct the outreach to all of the affected streets, determine any opt -out street segments, and assist the residents with obtaining parking permits. If the Town Council approves a parking plan that is more extensive than the staff recommendation, the Town would hire temporary staff resources to work with the affected community on the implementation. For all alternatives, the cost of new street signs would be absorbed by the Town’s budget. Parking enforcement resources would be partially offset by the cost of the residential parking permit (currently $42).
