SUBJECT: APPROVE THE WORK PLAN FOR THE GENERAL PLAN UPDATE
RECOMMENDATION:
Approve the work plan for the General Plan update.
BACKGROUND:
On February 6, 2018, Town Council discussed the scope and process for the General Plan
update. At that meeting, the Council indicated that the General Plan is serving the community
well, and an update provides the opportunity to refine the Plan, address emerging trends and
recent State laws, and consider new issues.
DISCUSSION:
It is important that the Town Council establish the overall approach and scope for the General
Plan update process. Based on the Council discussion, staff has prepared a work plan
(Attachment 1), which will be included in a Request for Proposals for consultant services to
assist with the identified tasks.
CONCLUSION AND NEXT STEPS:
If Council approves the work plan then staff will:
1. Prepare and issue a Request for Proposals (RFP) for the preparation of the General Plan
update and EIR.

2. Prepare, for Council consideration at a future meeting, a draft Guiding Principles document
to provide guidance and focus to the Update.
3. Prepare a resolution for Council consideration to create a General Plan Advisory Committee
(GPAC) composed of the General Plan Committee (GPC) with additional community
members and determine the recruitment and selection process for the appointment of the
additional members.
4. Request Council approval to enter into a consultant agreement based on the responses to
the RFP.
FISCAL IMPACT:
Funding for the General Plan update and EIR is available in the General Plan Update Fund.
