Attachment 2Service Clubs’ Requests Service Clubs LG Town Permit Fees & Guidelines Request Response to Item 16, Presented at the Council Meeting of Jan. 16, 2018 Meeting at the Town Library January 29, 2018 ITEM Town staff requests of Town staff requests of Council’s discussion & direction - Opportunity to achieve the following goals: - Simple & Clear Rules Guidelines - Streamline Process - Positive Customer Experience - Positive Partnership Experience with Service Clubs & Non-Profit Organizations - ITEM 16 Special Events Permit Fees - Request that proposed fees that exceed 2017 fee and are not announced until Spring 2018 will not apply until 2019 Grants - Yes, the Town should provide grant opportunities for Service Clubs & Non-profit Org. - Amount of grant should be based on the community benefit value o i.e. to residents, non-profits and merchants - Recommend a yearly grant process o Call for applications in November o Review process and approval in February - Award funding one-month prior to event - Require post event verification report due within 60 days of event. Transit Occupancy Tax Revenue (TOT) - Request the Council to allocate a percentage of TOT to help offset Special Events operating cost Permit Fee Structure and Required Equipment - Event organizers agree to be responsible for securing special equipment - Request the Town provide product specs and vendor reference. Road Closures – (Packages) and Cost Recovery - Request Town provide event organization copy of vendor’s proposal. - Event to be responsible for actual vendor rate (cost recovery). - Event to be responsible for actual police and park staff hourly labor rate. o If overtime is required, Town will provide actual rate during the application review process. Unrestricted Town Parking During Special Events - Request the Council eliminate restricted parking hours during special events - Request that no fee be imposed on event organizers for the unrestricted parking day.
