SUBJECT: DISCUSS AND APPROVE THE POLICY COMMITTEE’S RECOMMENDATIONS
FOR COMMISSION APPOINTMENTS POLICY 2-11 IN RELATION TO
COMMISSIONER QUALIFICATIONS, INTERVIEWS, INCUMBENT TERM
REAPPOINTMENTS, AND TERM LIMITS
RECOMMENDATION:
Discuss and approve the Policy Committee’s recommendations for Commission Appointments
Policy 2-11 in relation to Commissioner qualifications, interviews, incumbent term
reappointments, and term limits.
BACKGROUND:
At the January 22, 2018 Policy Committee meeting, the Committee discussed proposed
modifications (Attachment 1) to the Commission Appointments Policy 2-11 and provided
recommendations to bring forward to the Council. Provided below is a summary of the
Committee’s deliberations on each area of Policy consideration considered at this Committee
meeting. Attachment 2 contains a redline version of the Policy with the proposed changes.
Reappointments
The Committee recommends that the Policy be modified to state that the Mayor will assign
term lengths, rather than have the number of votes received determine the term assignments.
Applicant Interviews
The Committee recommends no modification to the current Policy.
Commissioner Qualifications - Registered Voter
The Committee recommends not requiring applicants to be registered voters or citizens.

Conflict of Interest
The Committee recommends no formal rule be added to the Policy, but that wording be added
that says Commissioners must disclose a potential conflict before voting.
Alternates
The Committee did not come to a decision and is interested in hearing the full Council’s
discussion on the topic.
Term Limits
The Committee is in general agreement not to have term limits, and is interested in the full
Council’s discussion.
CONCLUSION:
Based on deliberations at the Policy Committee, recommended modifications to the Policy are
provided in Attachment 2 in redline format. Additional modifications may be necessary
following the Town Council discussion.
COORDINATION:
The preparation of this report was coordinated with the Town Manager’s Office and the Town
Attorney.
FISCAL IMPACT:
There is no fiscal impact.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
