M12-06-16 Study Session MEETING DATE: 12/20/2016 TOWN OF LOS GATOS COUNCIL AGENDA REPORT ITEM NO: 1 MINUTES OF THE SPECIAL TOWN COUNCIL MEETING - STUDY SESSION DECEMBEER 6, 2016 The Town Council of the Town of Los Gatos conducted a Special Meeting on Tuesday, December 6, 2016, to hold a Study Session at 6:00 p.m. STUDY SESSION CALLED TO ORDER AT 6:00 P.M. ROLL CALL Present: Mayor Marico Sayoc, Vice Mayor Rob Rennie, Council Member Marcia Jensen, Council Member Steve Leonardis, Council Member Barbara Spector. Absent: None VERBAL COMMUNICATIONS None. STUDY SESSION Economic Vitality in Los Gatos James Foley and Cindy Johnson, guest speakers, responded to questions from Council. Opened Public Comment Angelia Doerner -Commented on the process, how traffic impact fees are calculated, seating requirements, and accountability for determining fees. Alex Hult -Commented on the difficult process to open a business in Los Gatos and that the Town, Chamber of Commerce, landlords, and merchants need to work together to make changes happen. Sandy Decker -Inquired why a merchant wasn't included as a guest speaker; commented on the costs that are incurred by the merchants, that Conditional Use Permits are needed to address parking, that the Town needs to proactively look for businesses for the downtown, and that signs are needed to let the public know that businesses are coming when they are under construction. 110 E. Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov PAGE 2 OF 2 SUBJECT: DRAFT MINUTES OF THE DECEMBER 6, 2016 TOWN COUNCIL STUDY SESSION MEETING DATE: DECEMBER 20, 2016 Catherine Somers, Chamber of Commerce Executive Director -Commented on simplifying the process to open a business, looking at how the Town is marketed to make it more viable, embracing the small business/boutique businesses, acknowledging the lack of involvement in the Town from the formula stores, and reducing banner regulations. Ed Rathman -Commented it is appropriate to control how many restaurants and what type, and that more parking is needed. Michael Kane -Suggested the Town’s economic vitality program provide a landlord/tenant dispute resolution center, explore rent control for businesses, and provide more advocacy from the Town. Maria Ristow -Commented the Town needs more clothing stores (especially for teens), refresh the rules for signage, and look at traffic impact mitigation fees. Edward Morimoto -Questioned how the Town is going to pay for all the things the Town needs, such as parking; and to what extent has the Town explored a service revenue tax or other revenues from service based businesses that could support the Town.
