MINUTES OF THE TOWN COUNCIL MEETING
NOVEMBER 15, 2016
The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday,
November 15, 2016, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Barbara Spector, Vice Mayor Marico Sayoc, Council Member Marcia Jensen,
Council Member Steve Leonardis, Council Member Rob Rennie.
Absent: None
PLEDGE OF ALLEGIANCE
Emiliano Mejia led the Pledge of Allegiance. The audience was invited to participate.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the
agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
Council Member Marcia Jensen stated she attended the Valley Transportation Authority

(VTA) Policy Advisory Committee meeting.
Council Member Rob Rennie stated he gave a presentation on behalf of Silicon Valley Clean
-
Energy Authority (SVCEA) at the Lions Club and a League of Women Voters Forum; and he
attended the SVCEA Board meeting, the Emergency Operating Area Council as an alternate
for the Cities Association, the Cities Association Board meeting, and the retirement
celebration for Los Gatos-Monte Sereno Sgt. Layne Davis.
Mayor Barbara Spector stated she attended the West Valley Mayors and Managers
-
meeting, the graduation ceremony for CERT along with Vice Mayor Sayoc, and the
community meeting with the San Jose Water Company and Santa Clara Valley Water
District to discuss water bills.
Vice Mayor Marico Sayoc stated she attended the CERT graduation and the community
-
meeting.
Council Member Steve Leonardis stated he attended the West Valley Sanitation District
-
Board of Directors meeting and the West Valley Solid Waste Management meeting.

Manager Matters
Stated the deadline to submit applications for Boards, Commissions, and Committees for

Announced the valet free parking program in the downtown starts the day after

Invited all to the Annual Tree Lighting on December 2 at 6 p.m. with a sing-a-long before

the tree lighting.
Announced the Holiday Parade is December 3.

CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1.Approve Council minutes of November 1, 2016
2.Adopt an Ordinance of the Town Council of the Town of Los Gatos Amending Town Code
Chapter 14 Article XI. – Massage Therapy Establishments and Massage Therapy
Practitioners. ORDINANCE 2256
3.Adopt an Ordinance of the Town Council of the Town of Los Gatos Amending Town Code A-
16-001: Repealing and Replacing Chapter 6, Building Regulations, and Chapter 9, Fire
Prevention and Protection, of the Town of Los Gatos Municipal Code By Adopting the New
2016 California Building and Fire Codes, As Amended. ORDINANCE 2257 AND RESOLUTION
2016-065
4.Hazardous vegetation abatement (weeds)
a.Adopt a resolution declaring weeds a public nuisance and providing for their
abatement. RESOLUTION 2016-066
b.Set January 17, 2017 as the public hearing date for this annual program.
c.Authorize the Town Manager to execute an eighth amendment to the agreement
with the County of Santa Clara for the abatement of weeds.
5.Pageant Way Parking Lot Project 817-0707
a.Authorize the Town Manager to award and execute a construction agreement
(Attachment 1) with Bortollotto and Company in an amount not to exceed $150,150
plus a ten percent contingency for a total contract amount not to exceed $165,165
for the Pageant Way Parking Lot Project 817-0707.
b.Approve a budget adjustment and the appropriation of $34,414 from Fiscal Year
15/16 year end savings to support funding the Pageant Way Parking Lot Project.
6.Approve a labor agreement between the Town of Los Gatos and Association of Federal,
State, County and Municipal Employees (AFSCME) for the period July 1, 2016 through June
20, 2018 and authorize the Town Manager to execute the Memorandum of Understanding.
MOTION: Motion by Council Member Marcia Jensen to approve Consent Items #1
through #5. Seconded by Council Member Rob Rennie.

Commented there is a problem with the traffic lights at University Avenue and Blossom Hill

Road; cars are going too fast on N. Santa Cruz Avenue; and pedestrian flags are needed for
the crossing at Safeway on N. Santa Cruz Avenue.
APPOINTMENT OF MAYOR AND VICE MAYOR
MOTION: Motion by Mayor Barbara Spector to appoint Vice Mayor Marico Sayoc
as Mayor of the Town of Los Gatos. Seconded by Council Member Rob
Rennie.
VOTE: Motion passed unanimously
Mayor Sayoc
Commented on her goals for the upcoming year as Mayor.

MOTION: Motion by Mayor Marico Sayoc to appoint Council Member Rob Rennie
as Vice Mayor of the Town of Los Gatos. Seconded by Council Member
Marcia Jensen.
VOTE: Motion passed unanimously
Vice Mayor Rennie
Commented on working with the new Mayor in the upcoming year as Vice Mayor.

Mayor Sayoc presented out-going Mayor Spector with a plaque and introduced a video
commemorating her year as Mayor.
Supervisor Wasserman presented a commendation to out-going Mayor Spector.
Outgoing Mayor Barbara Spector
Spoke about the Town’s accomplishments during her year as Mayor.

Quincy Scott, son of Mayor Sayoc, administered the Oath of Office for Mayor Marico Sayoc and
Vice Mayor Rob Rennie.
