SEPTEMBER 6, 2016
The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday,
September 6, 2016, at 7:00 p.m.

Mayor Spector led the Pledge of Allegiance. The audience was invited to participate.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on
the agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Marcia Jensen stated she had nothing to report.
- Council Member Rob Rennie stated he attended Silicon Valley Clean Energy
Executive Committee meeting, a discussion on traffic with the Silicon Valley
Leadership Group, and walked the Broadway reconstruction with Vice Mayor Marico
Sayoc and Director Morley.
- Mayor Barbara Spector stated she attended the Fisher Middle School ribbon cutting
for the new gymnasium with Vice Mayor Marico Sayoc, she attended a West
Valley Mayors conference call with Assemblymen Evan Low, she attended and
participated in Van Meter’s opening day biking/walking event, she attended a
mayoral business outreach meeting with Ms. Prevetti, she attended a West
Valley Mayor/Managers meeting, and she attended the Los Gatos Recreation dog
show fundraiser for Los Gatos seniors.

Council Matters – continued
- Vice Mayor Marico Sayoc stated that in addition to those items already mentioned,
she attended the Council Policy Committee meeting with Council Member Marcia
Jensen.
- Council Member Steve Leonardis stated he had nothing to report.
Manager Matters
- Stated the Bicycle and Pedestrian Advisory Commission (BPAC) will be holding a
community meeting on Thursday, September 8 at 6 p.m. in the Council Chambers
to get an update on and engage the community in the Bicycle and Pedestrian
Master Plan.
- Stated the Library will be participating in “Outside the Lines” with a variety of
programs next week.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Appoint Council Member Rob Rennie as the primary voting delegate for the League
of California Cities Annual Conference scheduled for October 5-7, 2016 in Long
Beach, California
RESOLUTION 2016-045
2. Adopt a resolution:
a. Declaring certain real property at 4 New York Avenue APN 529-27-024
surplus to the needs of the Town.
b. Directing staff to conduct notification requirements pursuant to California
Government Code §54222.
c. Directing staff to explore opportunities for sale or lease of the property
subsequent to completion of the required notifications.
3. Authorize the Town Manager to execute a use agreement with Irish Culture Bay
Area to operate the Los Gatos-Listowel Writers Week to be held October 6th, 2016
through October 9th, 2016 on the Civic Center Grounds.

- Shared information on the BPAC Master Plan data collection and a request for
volunteers to assist in collecting data.
Derek and Jennifer DeWinter
- Commented on the unsafe intersection of S. Kennedy Road and Kennedy Road,
and requested Council consider safety improvements.
Bruce McCombs
- Thanked the Town for the bike plan and commented on the blind intersection at S.
Kennedy and Kennedy Road, and on Longmeadow.
Keith Janosky
- Commented on the intersection at Kennedy and Stonybrook, discussed
opportunities for improvements on Kennedy Road, and inquired if the bike lane that
was removed was going to be replaced.
Georgette Harrell
- Commented on the unsafe intersection of S. Kennedy Road and Kennedy Road,
and requested Council consider safety improvements.
OTHER BUSINESS
4. Approve the Basis of Design report from Wilsey Ham on the Almond Grove Street
Rehabilitation Phase II project 411-811-0003 and provide direction on the project
bidding
Lisa Petersen, Town Engineer, presented the staff report.

Angelia Doerner
- Inquired why the option of cement soil can't be used for Bachman and Broadway,
commented that the utilities and any upgrades be determined as soon as
possible; and commented on the material used for some streets and the bonding
and bidding process for the project.

Lark Avenue to South of Noddin Avenue. Applicant: Grosvenor USA Limited.
Property Owners: Yuki Farms, ETPH LP, Grosvenor USA Limited, Summerhill N40
LLC, Elizabeth K. Dodson, and William Hirschman. Consider a request for the
construction of a new multi-use, multi-story development consisting of 320
residential units, which includes 50 affordable senior units; approximately 66,800
square feet of commercial floor area, which includes a market hall; on-site and off-
site improvements; and a Vesting Tentative Map. APNS: 424-07-024 through 027,
031 through 037, 070, 083 through 086, 090, and 100. (Continued from August 9,
