DISCUSSION: The Santa Clara Cities Association Board chose “equitable communities” as a 2017 Board Priority to develop a statement that could be adopted by all cities within the County to affirm protection of all persons regardless of religion, immigration status, ethnicity, disability, gender, sexual orientation, or gender identity. The purpose of the statement is to provide assurance County-wide that all persons are welcome in our communities. A Subcommittee of the Board was formed and Mayor Sayoc participated on the Subcommittee along with Council Members from Saratoga, Los Altos, Mountain View, and Milpitas. The Subcommittee reviewed the actions of cities and counties on this issue (see Attachment 2) and identified the broad themes contained in the resolutions of these communities. The Subcommittee focused on neutral language that focused on values and characteristics typically already present in local government without including some of the more explicit political statements found in certain communities’ resolutions. Based on these themes, the Subcommittee drafted a proposed resolution for the Association Board’s consideration at its April meeting. At that meeting, the Board supported the distribution of the Draft Resolution to cities for consideration of adoption.
