RECOMMENDATION: Receive the Arts and Culture Commission Strategic planning process update and specify the use of the $25,000 in the Proposed Fiscal Year 2017/18 – 2021/22 Capital Improvement Program Budget for the installation of gateway public art after following the Town's Public Art Selectio n Policy and Procedures. BACKGROUND: This report and recommendation is the product of the Arts and Culture Commission’s strategic planning process for the development of a comprehensive, multi-year public art plan. In August 2015, the Arts and Culture Commission began a strategic planning process to create a new public art plan that included proposed changes to the duties and functions of the Commission, the mission and vision statements, and the development of public art goal areas. At the January 19, 2016 Town Council meeting, Council received an update about the Arts and Culture Commission Strategic Plan. APRIL 10, 2017 N:\SHARE\COUNCIL REPORTS\2017\04-18-17\ACC Strategic Plan BACKGROUND (continued): plan goal areas, and voted to allocate $5,000 to the Arts and Culture Commission to continue the strategic plan process. DISCUSSION: Since then, the Commission has narrowed down the Strategic Plan to three main goals. Attachment 1 contains the Art and Culture Commission Strategic Plan Goals and Sub-Goals. The major goals are public art, funding, and community engagement and outreach. After the goals were developed, the Arts and Culture Commission created subcommittees for each goal topic. The subcommittees met for several months, researched, and created sub goals within each topic. At several Arts and Culture Commission meetings, the subcommittees reported back to the Commission about their findings. After the subcommittee reports and discussion by the Commission, the Commission decided to pursue two prominent items in the short term. First, the Commission would like to start to implement a public art project during FY 2017/18. With the $25,000 that was identified for public art at the January 31, 2017 Council Priority Setting Session, the Commission would like to begin the first phase of a Town gateway project. The Commission has a vision to install public art signs at gateway locations throughout Town. Welcoming visitors and residents into Town is important to the Commission. For this reason, the Commission is looking for Council approval to specify the use of the $25,000 in the Proposed Fiscal Year 2017/18 – 2021/22 Capital Improvement Program Budget for the installation of gateway public art signs after following the Town's Public Art Selection Policy and Procedures (Attachment 2). The $25,000 will be used to install the first phase of signs at Town entrances. Depending on cost, the first installation would consist of one or two gateway signs. Second, after investigating how other municipalities successfully fund public art, the Commission determined that implementing a potential commercial or residential development assessment fee (such as a percentage of building valuation) for art funding is essential to create dedicated revenue for public art in Los Gatos. Based on the Commission’s recent public art survey, there is an interest in a variety of public art in Los Gatos as nearly 80% of respondents believe it is important to strengthen the artistic image in Los Gatos (see Attachment 3). To meet this interest on a multi-year basis, the Commission recommends that the Council consider adding a development assessment to fund public art at the next Priority Setting Session. If and when the Council adds the creation of a new development assessment as a Strategic Priority, funds will need to be allocated to complete the required nexus studies and other legal analysis required of new impact fees.
