SUBJECT: BOARD OF STATE AND COMMUNITY CORRECTIONS (BSCC) GRANT
A. CONSIDER A REQUEST TO ACCEPT GRANT FUNDS FROM THE BOARD OF
STATE AND COMMUNITY CORRECTIONS TO INCREASE POSITIVE
OUTCOMES BETWEEN MUNICIPAL LAW ENFORCEMENT AND HIGH RISK
POPULATIONS.
B. RECOGNIZE RECEIPT OF GRANT FUNDS AND AUTHORIZE FUNDS IN THE
AMOUNT OF $47,705.98 TO BE HELD IN A GENERAL FUND DEPOSIT
ACCOUNT FOR USE OF FUNDS BEGINNING IN FISCAL YEAR (FY)
2017/18.
RECOMMENDATION:
Staff recommends that the Town Council:
1. Consider a request to accept grant funds from the Board of State and Community
Corrections (BSCC) to increase positive outcomes between municipal law enforcement
and high risk populations.
2. Recognize receipt of grant funds and authorize funds in the amount of $47,705.98 to be
held in a General Fund deposit account for use of funds beginning in Fiscal Year (FY)
2017/18.
BACKGROUND:
In December 2016, Chiefs of Police within Santa Clara County were informed and provided a
summary of the requirements related to grant funds available from the Board of State and
Community Corrections. The City of Sunnyvale became the local municipal fiscal agent and
finalized the required Data Completion Certification Form which was submitted to the BSCC in
January of 2017. In February of 2017, the Town of Los Gatos as well as any other interested law

enforcement agency in the County submitted their reporting requirements to the BSCC. As a
result of fulfilling these requirements, the Los Gatos-Monte Sereno Police Department was
awarded grant funding in the amount of $47,705.98.
DISCUSSION:
The Budget Act of 2016, Chapter 23, Statutes of 2016, allocates $20 million to cities to increase
positive outcomes between municipal law enforcement and high risk populations. The State
Controller’s Office is authorized to disburse these funds according to a schedule provided by
the Department of Finance. Provision 1 of Item 5227-102-0001 of the Budget Act of 2016 which
requires a minimum of 60 percent of the total funding must go to Police Departments
employing 100 or fewer officers and gave further consideration to jurisdictions with:
High homeless populations and mental illness rates,
Lack of existing resources for these efforts,
A desire for co-deployment teams, which consist of peace officers with crisis
intervention training, and either a County mental health professional or health
worker, and
Evidence-based programs that have been proven effective in improving
interactions between law enforcement and high-risk populations.
The grant has seven program choices. The Town of Los Gatos selected four o f the seven:
Homeless Outreach Teams, Crisis Intervention Training for Officers, Outreach to High Risk
Youth, and Youth Diversion Programs. The Town did not select: Gang Resistance Education and
Training, Resources for Drug Endangered Children, and Gang and Violence Prevention
Programs. The grant requires each public safety agency to meet the following stipulation for
allocation of each provision selected, “Local law enforcement agencies may use the funds to
supplement, not supplant, the provision/s selected.” As the Town currently provides services in
all four programmatic areas, the grant would enable the Town do more in these areas.
CONCLUSION/NEXT STEPS:
If the Town Council approves the staff recommendations, the funds will be placed in a General
Fund deposit account for the remainder of FY 2016/17. In May of 2017, BSCC grant funds will
be included as part of the Proposed FY 2017/18 Operating Budget for Council consideration and
approval. Beginning in FY 2017/18, the funding would support the activities as described above
and outlined by the BSCC.

FISCAL IMPACT:
Approval of this action will allow for the necessary budgetary actions to receive t he funds to be
placed into a general fund deposit account and included in the FY 2017/18 Operating Budget.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
