SUBJECT: APPROVE AN AMENDMENT TO THE CLASSIFICATION PLAN ADDING THE
NEW CLASSIFICATIONS OF EVENTS AND MARKETING SPECIALIST AND
ENVIRONMENTAL PROGRAMS SPECIALIST
RECOMMENDATION:
Approve an amendment to the classification plan (Attachment 1) adding the new classifications
of Events and Marketing Specialist and Environmental Programs Specialist.
BACKGROUND:
The Town of Los Gatos Personnel Rules and Regulations (Section 4.4) and the Municipal Code
(Section 2.30.925) require that amendments and revisions to the classification plan are
effective upon approval by Town Council. Typically, these changes are presented to Council for
approval as part of the formal budget adoption or through the labor negotiations process.
Due to vacancies within the Town Manager’s Office and the Parks and Public Works
Department, staffing needs were reassessed and two new classifications are proposed to match
the job requirements with the work associated with Town events implementation and private
Special Events permitting, and environmental programs coordination. The classifications were
developed with input from the hiring departments and were reviewed by the Town Employees’
Association. The amendment to the classification plan is requested and if approved, a formal
recruitment process would begin for both positions.

DISCUSSION:
The Town’s classification plan has been amended to add the new job classification of Events
and Marketing Specialist. This part-time benefitted position would be responsible for
organizing, promoting, and implementing all Town events (e.g., Spring Into Green and Fourth of
July), as well as processing the applications for Special Event Permits in coordination with Town
Departments. The Events and Marketing Specialist classification has been added to the Salary
Schedule for the Town Employees’ Association and assigned to range 06 which represents an
hourly rate spanning from $27.58 to $35.79.
The Environmental Programs Specialist would be filled as a full-time benefitted position and
would be responsible for coordinating the environmental initiatives within the Parks and Public
Works Department, such as municipal sustainability, recycling, and waste management. In
addition, the position will coordinate the Town’s health and safety training for the Department
along with Town-wide employee safety training, as needed. The classification has been added
to the Salary Schedule for Town Employee’s Association at range 08 which represents an hourly
rate ranging from $28.89 to $37.45. Following Council’s approval of the amendment to the
classification plan, a competitive recruitment process will commence to fill the position s.
CONCLUSION:
Staff is requesting approval of an amendment to the classification plan to add the new
classifications of Events and Marketing Specialist and Environmental Programs Specialist in
order to begin the recruitment process for existing vacancies. The Town’s Personnel Rules and
Municipal Code require Council approval of the amendment prior to the appointment to a new
classification.
FISCAL IMPACT:
If approved, it is anticipated that the positions would be filled by the middle of June 2017 and
salary savings in both the Town Manager’s Office and the Parks and Public Works Department
would cover any costs incurred in FY 2016/2017. The Events and Marketing Specialist position
is budgeted as a 0.5 full-time employee (FTE) with an annual cost of $64,010 and will be
included in the Proposed FY 2017/2018 Operating Budget. The Proposed Budget will also
include the proposed deletion of the Assistant to the Town Manager position (annual cost of
approximately $174,000) and with other staffing adjustments in the Town Manager’s Office,
the net fiscal impact of the new position is expected to be minimal.

FISCAL IMPACT (cont’d):
The Environmental Programs Specialist position is proposed to replace one existing Executive
Assistant position in the Parks and Public Works Department within the same salary range with
an annual salary and benefits cost of $132,020 so there is no fiscal impact associated with the
new classification. These modifications will be contained in the Proposed FY 2017/2018
Operating Budget.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
