RECOMMENDATION:
Receive an update on the Almond Grove Phase II Project.
BACKGROUND:
The Almond Grove Street Rehabilitation project is intended to renew the streets and
rehabilitate curb, gutter, and sidewalks consistent with Council direction in the Almond
Grove and Broadway historic districts. The Council has discussed the project over the course
of ten meetings, beginning in 2012.
On April 19, 2016, the Town Council authorized the Town Manager to negotiate and execute an
agreement with Wilsey Ham for the design of the remaining eight Almond Grove streets. The
design was to follow guidelines provided by Council during the October 20, 2015 Council
meeting. During the October meeting, Council approved the plans and specifications for
bidding Broadway and Bachman and provided the following design direction for all of the
Almond Grove Streets:
Keep the existing curb line in the same location.
Include Americans with Disabilities Act (ADA) improvements where needed for
compliance with ADA while saving as much sidewalk as possible.
Handle trees per the Town’s tree ordinance, with an emphasis on trying to save trees.
Institute a five-year no-cut rule on the streets after reconstructed including a specified
replacement practice if streets are cut.

BACKGROUND (cont’d):
Council approved the Basis of Design Report from Wilsey Ham on August 26, 2016, which
provided an overview of the Phase II design. Included in the report was the recommendation
for a design section that placed the concrete pavement on top of a cement treated soil. After
further review of existing utilities following this meet ing, Wilsey Ham has proposed a structural
section with thicker concrete on top of existing subgrade. The Council Agenda Report of August
26th also included information on asphalt areas within the Phase II project limits and methods
of project bidding. During the meeting, the Council directed staff to convert all asphalt areas
within the Phase II limits to concrete and to bid all eight Almond Grove streets at one time.
DISCUSSION:
Public Outreach
PPW staff has provided extensive public outreach during the design phase of the Almond Grove
Phase II project, providing residents with opportunities to gain information on the project
through a variety of means. PPW staff added an additional three resident meetings specifically
to discuss tree replacements in order to provide the community with a full and complete
understanding of the proposed tree replacements, an opportunity to discuss the plan, and the
ability to work directly with residents on concerns. The outreach to the community on the
Almond Grove Phase II project has included the following to date:
Establishment of an Almond Grove Phase II Website providing the community with the
latest information and project updates.
Website “Notify Me” option to provide immediate text/e-mail update information.
Notification of meetings through letters, door hangers, “Notify Me” list, website and
Nextdoor.
Three resident meetings to discuss street tree replacements.
Three resident meetings to discuss project design details.
Meeting presentations and exhibits provided on the project website .
Individual resident meetings, phone calls and e-mail exchanges.
Staff will continue this high level of public outreach as the project continues to progress.
Trees
An in-depth survey of street trees to remain and trees to be replaced was completed by the
design consultant Wilsey Ham’s landscape architect and arborist team, Callandar and
Associates. Callandar’s comprehensive Tree Report is included as Attachment 1 of this report

and was based on the Town’s street tree provisions within Chapter 26 of the Town Code. The
Tree Report was also reviewed and concurred with by the Town Arborist and PPW staff. The
report shows a total of 309 street trees on the project with a total of 78 street tree
replacements proposed, 28 of these have diameters greater than 12 inches with the remaining
trees significantly smaller in many cases. Additionally, staff is proposing to add 121 new street
trees to the Almond Grove Phase II area in locations that did not previously have street trees.
This will increase the number of street trees in the area by 40%.
Prior to conducting public meetings, street trees recommended for replacement were tied with
orange flagging tape. This step was taken to draw the attention of residents to the trees under
consideration early in the process, much like story poles do for developments. Residents were
notified of the meeting through letters (which included a tree replacement map), door hangers,
the Almond Grove Phase II website, Nextdoor, and through the Town’s Almond Grove “Notify
Me” list. A number of residents contacted PPW staff prior to the meetings to have their
questions answered.
A total of 12 residents attended the meetings that were held from 6 to 8 p .m. on November
2nd, 8th and 10th. A presentation was provided to those in attendance and both PPW staff and
the Wilsey Ham’s arborists were available for questions following the presentation. A few of
the residents in attendance requested adding trees or retaining specific trees slated for
replacement. Many expressed support for the decision to replace trees noted in the report and
the reasons provided by Callandar and Associates for the replacement need. Callander has
modified their report to retain specific trees requested by residents and Wilsey Ham will review
any required design changes needed for this retention. Callandar noted that some of the trees
that residents have requested to remain are in planter strips less than 18 inches and the trees
could be severely impacted by the construction over their root system and required root
pruning and ultimately may not survive.
Tree replacements, as noted in the report, meet the Standard of Review and Required Findings
set forth in Chapter 26 “Trees and Shrubs” of the Town Municipal Code. These replacements
include trees that are deteriorating or diseased, crowded, damaging public infrastructure,
and/or are identified in the Town Code as nuisance trees. The majority of tree replacements
are in small planter strip areas measuring 18 inches or less. This is because many tree species
cannot thrive in small planter strips due to low soil volume or survive construction impacts
directly over key root structures caused by being in a small planter strip .
The goal of the Almond Grove Phase II project is to provide a vibrant tree canopy for the
community following the construction and placement of the trees. This is achieved through the
selective replacement process and the significant increase in the number of trees in the

neighborhood. This includes adding planter strips and trees in areas that currently do not have
planter strips, if space is available and following discussions with the adjacent property owner.
Callander and Associates has recommended a number of location appropriat e street trees for
the replacement trees and new trees. Trees that are currently being considered, varying on the
width of the planter strip, are Maidenhair, Eastern Redbud, Crape Myrtle, London Plane and
Chinese Pistache. This plan deliberately balances retention of mature trees with the long term
health of street trees.
Curb Ramps
In addition to the tree meetings, three separate design meetings were held with residents on
December 5th, 8th and 12th. Residents were notified of the meetings in the same manner as the
tree meetings described above. The meeting discussion included various project design
elements and project implementation. The meeting presentation was provided by the project
design team Wilsey Ham and supported by PPW staff. A total of 40 residents attended the
meetings. Residents expressed support for the project public outreach following the meetings
and thanked staff for providing residents an opportunity to review the design proposals in front
of their residences and provide input.
A discussion of the project curb ramps was included in the meeting presentation. Currently,
Caltrans standards allow for the placement of seven different types of curb ramps. These
ramps can be divided into two categories; ramps with “curbs” and ramps with “flares” (or no
curbs). The ramps with “flares” require additional room (Town right of way) free from
obstructions (i.e. trees, utility poles, drainage inlets) to be installed. Where there is room,
Wilsey Ham has been instructed to design ramps with flares. Where there is not room, the
Town is still required by the Americans with Disabilities Act (ADA) to install curb ramps. In
these cases, the designer’s only choice is to install ramps with curbs.
Regarding curb ramp location, where there is room for only one curb ramp on a corner, as is
the case on the majority of corners in the Almond Grove, the curb ramp is placed at the center
of the curb radius. The United States Access Board, which develops guidelines for ADA,
recommends placement of the ramp at the center of the curb radius for safety reasons. This is
to provide the best visibility from both directions (east-west, north-south) for those with
disabilities who are crossing at intersections.

Utility Upgrades
Utility upgrade discussions and coordination meetings were held with all affected utility
companies in the project area. Based on these conversations, several companies will be
replacing older utility lines on a number of streets within the Phase II project limits. San Jose
Water Company is scheduling an extensive replacement project on all but three of the project
streets. West Valley Sanitation District will be completing a main replacement on the west end
of Bean and PG&E has indicated they will be replacing a gas main on Massol between Bachman
and Nicholson. All of the utility replacement work is expected to be completed by the end of
2017 or beginning of 2018. Streets that will not be impacted by utility replacement work are
Tait, Bayview and Glen Ridge as the utilities on these streets were previously upgraded by the
respective utility companies.
Project Phasing
Pursuant to Council direction, all eight of the Almond Grove Phase II streets will be put out to
bid at the same time. In order for the Town to obtain the best pricing from contractors for the
work, the contractors will be asked to determine the street reconstruction schedule within
specific Town stipulated parameters. The parameters will include the following:
The Town must approve the proposed schedule.
The Contractor will complete reconstruction of all streets in three years.
The Contractor will first complete work on streets where no utility replacement work is
proposed (Tait, Bayview, Glen Ridge).
The Contractor will complete a minimum of 2.5 and a maximum of 3 streets per year.
The Contractor may not work on streets that are utilized for the Cat’s Hill Bike Race until
after race completion.
Construction must be complete by October, prior to the rainy season.

Staff recommends that the Council receive the update on the Almond Grove Phase II Project.

1.0 INTRODUCTION

Callander Associates has been retained by Wilsey Ham to inventory, evaluate and report on trees
located within the Almond Grove Street Reconstruction project limits. We understand that the project
is located within a historic neighborhood with many mature trees. Specific tasks performed were as
follows:
Visited site on 6/22/2016 and 8/10/16
Identify and confirm tree locations per provided Pothole Plan prepared by Wilsey Ham on June
15, 2016.
Determine the trees’ trunk diameter at breast height (DBH) at approximately 54 inches
above grade, per Section 29.10.0960 of the Town Code.
Ascertain each tree’s health and structural integrity on a scale of 1 to 5.
Verify tree locations as shown on the Tree Disposition Plan (Appendix B).
Plot the approximate trunk locations of trees not shown on the Pothole Plan.
Prepare a written report that presents general observations, and provide design guidelines to
help avoid or mitigate impacts to trees that will be retained through the reconstruction of
the streets and sidewalks.

Trees that were not shown on the Pothole Plan have been plotted with their trunk locations
on the map in Appendix B, however note that those locations are only approximate and
should not be construed as being surveyed or necessarily accurate.
3.0 TREE SCORING CRITERIA
Each tree has been evaluated for health and structural condition using a scale of 1‐5 based on
the International Society of Arboriculture (ISA) standard guidelines on the Tree Inventory
Spreadsheet:
5: A healthy, vigorous tree, reasonably free of signs and symptoms of disease with good
structure and form typical of species.
4: Tree with slight decline vigor, small amount of twig dieback, minor structural defects that
could be corrected.
3: Tree with moderate vigor, moderate amount of twig and small branch dieback and structural
defects that might be corrected with regular care.
2: Tree in decline, extensive dieback of medium to large branches and significant structural
defects that cannot be corrected.
1: Trees in severe decline, dieback of scaffold braches and/or trunk; extensive structural defects
that cannot be corrected.
A total of 78 trees are recommended for removal because they are in either poor health, have aggressive
root systems, or would require extensive long‐term maintenance. These trees can be removed as a part of
the street improvements as noted in Section 26.10.055 of the Town Code: “a) Any tree, shrub, plant or part
thereof growing in, or overhanging, a public street or right‐of‐way interfering with the use of any public street
or public place in the Town, or tree which, in the opinion of the Director, endangers the life, health, safety,
comfort or property of any persons using such public street, or in such public place, because of the tree's or
shrub's location, condition of its limbs, roots or trunk, or because of its diseased condition, is hereby declared
to be a public nuisance.
(b) Any Sweet Gum (Liquidambar syraciflua) planted in a parkway strip that has created, or will imminently
create, persistent and uncontrollable damage to the sidewalk, curb and gutter, pavement, or adjacent private
property that cannot be reasonably remedied through root pruning or other accepted arboricultural means is
hereby declared to be a public nuisance”.

Many of the larger trees that are recommended for removal are located within a “narrow strip” of growing
area meaning 18” width or less. These trees do not have sufficient surface area to adequately grow and
would continue to cause maintenance issues. The smaller trees (Crape Myrtles) have been retained in these
locations due to their smaller stature.
4.0 SUITABILITY FOR PRESERVATION
Each tree has been assigned a rating for preservation with either a “high”, “moderate” or “low”
suitability as a means to cumulatively measure their health, structural integrity, anticipated life
span, location, size and species type as shown on the Tree Inventory Spreadsheet:
High: Trees with good health and structural stability that have the potential for longevity at
the site.
Moderate: Tree with slight decline in vigor, small amount of twig dieback, minor structural
defects that could be corrected. Trees with somewhat declining health and/or
structural defects than can be abated with treatment. The tree will require more
intense management and monitoring and may have shorter life span than those in
‘good’ category.
Low: Trees in poor health or with significant structural defects that cannot be mitigated.
Tree is expected to continue to decline, regardless of treatment. The species or
individual tree may have characteristics that are undesirable for landscapes, and
generally are unsuited as street trees.
5.0 DESIGN CONSIDERATIONS
Recommendations presented within this section are intended to serve as guidelines for achieving
mitigation and the protection of the trees anticipated to be retained. They should be carefully
followed and incorporated into the project plans, and are subject to revision upon reviewing the
project plans.

1. All site related plans (e.g. demolition, site, civil, landscape, and electrical) should show
the trunk location, diameter, canopy and assigned identification number of each tree.
The grading and drainage plan should also show existing contour intervals or elevations
at trunks of trees to be retained.
2. The Tree Protection Zone (TPZ) should be regarded as the existing unpaved area beneath a
tree’s canopy. The TPZ is where all grading and trenching activities should be avoided, if
possible. Where this is not feasible, the impacts can be reviewed by a Certified Arborist during
construction to determine whether an alternative TPZ can potentially support a tree’s longevity
and stability.
3. All existing, unused lines or pipes beneath the canopies of retained trees shall be abandoned or
cut off at existing soil grade. This should be specified on the demolition plan.
4. The future staging area and route of access should be shown on the final site plan and
established outside of the tree canopies or a minimum of 8’ from the trunk.
5. All utilities and services should be routed beyond TPZs. Boxes, meters or vaults should be
installed outside of the trees’ canopies.
6. To minimize compaction during construction related activities around the trees to remain, a 6”
layer of mulch or 1” plywood may be installed within the TPZ.
7. The following plans should be reviewed for tree‐related impacts: layout and materials, grading,
drainage, underground utility, planting and irrigation.
8. Trees designated for removal shall be in accordance with Section 26.10.060 of the Town Code.
9. Care shall be taken when removing concrete pavement or curbs adjacent to the TPZ.
10. Exposed roots shall be cut clean and kept shaded with four layers of dampened, untreated burlap,
wetted as frequently as necessary to keep the burlap wet. Roots 2” or larger, when encountered,
shall be reported immediately to the Project Arborist, who will decide whether the Contractor
may cut the root as mentioned above or shall excavate by hand or with compressed air under the
root.
11. Grading or elevation changes within the TPZ shall be limited.
6.0 ASSUMPTIONS AND LIMITATIONS
1. The scope of work assigned for this report pertains solely to trees listed in Appendix A.
2. All information presented in this report considers the condition and appearance of trees
observed at the time of the site visit.

3. My observations were performed visually without extensive probing, excavating or testing.
4. No assurance can be offered that if all my recommendations and precautionary measures are
accepted and followed, that the desired results may be achieved.
5. The information provided herein represents my opinion and may differ from other
professionals, arborists or consultants.
6. This report has been prepared for the sole and exclusive use of the parties to whom it is
submitted for the purpose of consulting services provided by Callander Associates.

Subject: Almond Grove Street Rehabilitation Project (Phase II) Street Design Meeting
We are addressing you via email because we will not be able to attend the Almond Grove Street Design meeting
for Tait Avenue, scheduled for Monday, December 12, 2016.
First, we think Vanguard Construction is doing a great job. They are making good progres s, and are making every
effort to make living in the construction zone tolerable. They go out of their way to keep access to streets and
driveways open for the residents by using temporary asphalt patching, for example. The neighbors that we have
spoken to have expressed the same approval of Vanguard. We hope Vanguard Construction gets special
consideration for the Phase II projects.
Our concern with the project is the design of the curbed wheelchair ramps at each corner. The curbs direct the
user toward the center of the intersection and traffic instead of allowing the user to go directly into the crosswalk
area.
We also have a concern that should a wheelchair wheel ride up onto the curb of the ramp, it could overturn.
A third concern is that the curbs on either side of the ramp are tripping hazards for pedestrians, especially at night
when it is more difficult to see and negotiate these obstacles, especially since the Almond Grove has limited street
lighting. This could be a huge potential for future law suits against the town should someone unfamiliar with the
oddly-designed ramps try to navigate them at night.
We hope you will consider changes to the wheelchair ramp design before proceeding with Phase II.

Dear Mr. Grist,
Thank you for your e-mail. We discussed ramp design in detail at the community meeting last night and I will
provide you with some highlights from this discussion.
There are 7 types of approved curb ramps. These can be broken into two categories; ones with “flares” (or no
curbs) and ones with “curbs”. The ones with “flares” require more room or Town right of way that is free from
obstructions (i.e. trees, utility poles, drainage inlets). Where we have the room, the consultant designer will design
ramps with flares on the project. Where we don’t have the room, the Town is still required by the Americans with
Disabilities Act (ADA) to install curb ramps. In these cases, we would have no choice but to install ramps with
curbs.
Regarding ramp location, where there is only room for one ramp on a corner, as is the case on Bachman and the
majority of the Almond Grove, the ramp is placed at the center of the curb radius. The United States Access Board,
which develops guidelines for ADA, recommends placement of the ramp at the center of the curb radius for safety
reasons. This is to provide the best visibility from both directions (E -W, N-S) for those with disabilities who are
crossing at intersections.

Mr. Morley,
We were very concerned to walk down Tait recently and see the number of trees tagged to be taken down. Some
of the trees are diseased, some are pushing up the sidewalk and some are perfectly healthy and beautiful trees.
It is our understanding that the original plan was to only remove dying trees and those causing problems, that,
however, does not seem to be the current criteria. We have even heard that as many as 90 trees have been added
to the original number to be removed.
The big, beautiful trees in the Almond Grove area are a treasure for all of us. It seems that maybe they are being
removed for convenience of the contractor or because they may someday cause some kind of problem.
Please review the removal process and prevent healthy trees from being cut down.

We continue to remain committed to retaining as many trees as possible. With that in mind, we have required the
consulting arborist to modify his report to err on the side of keeping trees. Following the final draft report, the
Town Arborist, Town Engineer, and I visited each of the trees individually to make sure the report reflected the
most conservative path possible. This resulted in additional trees being retained. In addition, the replanting of
trees will increase the size and health of the urban forest in the Almond Grove and create impressive streetscapes
that will last for many decades.
We continue to remain committed to our healthy urban forest in the Almond Grove and throughout Town.

with the Town’s Almond Grove Phase II website, which is continuously updated with cu rrent project

The Town has been encouraging all residents who are interested in the project to sign up for the Notify Me service
offered on the left hand side of the project page in order to be notified when updates are posted. To do this you

Regarding the trees on Tait where you have concerns, please feel free to contact me regarding these specific trees
and I can provide you with information on why these trees are being recommended for replaceme nt by the
Arborist. Additionally, as Director Morley noted, some of the trees currently marked in the field to be replaced
have been removed from the final draft Arborist Report for replacement after further review. Staff will be
discussing the Almond Grove tree replacements, as well as other aspects of the project, with the Town Council at
the December 20, 2016 Town Council meeting.
