After the staff report was distributed on October 27, 2016, staff received the following comments from a
Council Member:
What consideration was given to the amount the Council has budgeted for the Almond Grove street
repair shown in poor condition (orange) in the report?
Staff ran a Pavement Condition Index (PCI) report simulating all of the Almond Grove concrete streets
as newly reconstructed and having a PCI of 100. This did not affect the overall downward trend in the
Town’s PCI over the next five years under the current pavement maintenance budget (scenario 2 in the
Budget Options Report). Although the reconstruction of the Almond Grove concrete streets is a
significant investment for the Town, the streets are residential streets, which have a lower weighting in
the software program, and represent only about 3% of the Town’s 107 centerline miles of roadways.
The complete Almond Grove project does reduce the deferred maintenance by approximately $2M over
five years. Due to the timing of the project scope for the Almond Grove project in relation to the
consultant condition assessment, the Almond Grove streets were set up in StreetSaver for a surface
treatment, and not a reconstruction. Because the surface treatment has a lesser five year cost, the
deferred maintenance on the streets was tracked at that lesser value.
