M06-07-16 Town Council Meeting 06/21/16 Item #1 MINUTES OF THE TOWN COUNCIL/PARKING AUTHORITY MEETING JUNE 7, 2016 The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday, June 7, 2016, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Mayor Barbara Spector, Vice Mayor Marico Sayoc, Council Member Marcia Jensen, Council Member Steve Leonardis, Council Member Rob Rennie. Absent: None PLEDGE OF ALLEGIANCE Annabelle Arthur led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Mayor Spector presented commendations to Los Gatos Music & Arts (LGM&A) volunteers in recognition of their service to Music in the Park. The LGM&A Board of Directors accepted the commendation on behalf of the volunteers and thanked the Town. Mayor Spector, with assistance from Chief Frisby, presented commendations to outgoing Student Commissioners for their service on the Community and Senior Services Commission, Library Board, Parks Commission, and the Youth Commission. The Youth Commission presented the Youth Friendly Business of the Year award to Los Gatos Theater. COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Marcia Jensen stated she and Vice Mayor Marico Sayoc attended the Council Policy Committee meeting. - Council Member Rob Rennie stated he attended the Association of Bay Area Governments (ABAG) General Assembly meeting, the Valley Transportation Authority (VTA) SR85 Corridor Policy Advisory Board meeting, the Council Ad Hoc Parking and Infrastructure meeting, met with the chair and CEO of Silicon Valley Clean Energy Authority, attended the Emergency Operating Area Council as an alternate, received a debrief on the polling for the Los Gatos tax measure, attended the VTA Board Meeting, the Silicon Valley Energy Summit, and walked the site of future street repairs with Director Morley. Council Matters – continued - Mayor Barbara Spector stated she, along with other mayors, made a presentation to Silvar, she attended the Kiwanis Student Turn-Around event, the Council Ad Hoc Parking and Infrastructure Committee meeting, she made a real estate presentation to Alain Pinel, she attended a planning meeting for the Listowel Literary event, the Silicon Valley Leadership Group Sales Tax Transportation meeting with Director Morley, she and Vice Mayor Sayoc presented the graduates of the Los Gatos Leadership class with their diplomas, and she represented the Town as its Mayor at the Memorial Day Ceremony at Los Gatos Memorial Park. - Vice Mayor Marico Sayoc stated that in addition to those items already mentioned she also attended a briefing for Silicon Valley At Home (SV@Home), the Adopt-a- Highway clean up at the Hwy 9 and Hwy 17 interchange, the Ad Hoc Citizens Committee meeting, and the Police Foundation meeting. - Council Member Steve Leonardis stated he attended the Ad Hoc Citizens Committee meeting and the Adopt-a-Highway clean up. Manager Matters - The Summer Reading Program has started and there are programs for all ages. - The North 40 Study Session is scheduled for Wednesday, June 15 at 6:00 p.m. in the Council Chambers, and community members are welcome to submit questions ahead of time. - The North 40 model has been moved to the Library. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve Council Minutes of May 17, 2016. 2. Student Commissioner Appointments. 3. Approve the Town Council Meeting Schedule for the 2016/2017 Fiscal Year. 4. Adopt resolution establishing the Fiscal Year 2016/2017 GANN appropriation limit RESOLUTION 2016-028 for the Town of Los Gatos. 5. Authorize the Town Manager to execute a Second Amendment to the Professional Services Agreement with Innovative Claims solutions, Inc. to extend the contract for one year at a cost not to exceed $52,000 to perform workers’ compensation claims administration. 6. Authorize the Town Manager to execute a Third Amendment to the Professional Services Agreement with BSI EHS Services and Solutions to extend the contract for one year at a cost not to exceed $25,300 to perform health and safety program development, training, support, and ergonomic evaluations. 7. Consider a request for a Conditional Use Permit to operate group cooking classes (Cucina Bambini) with beer and wine service and alternating use of parking RESOLUTION 2016-030 on property zoned C-2. MOTION: MotionCouncil Member Marcia Jensen by to approve the Conditional Use Permit (CUP) to operate group cooking glasses and adopt the resolution (attachment 7) with the following changes: 1) combine conditions #6 and #9 to reflect the number of customers and staff to comply with the parking requirements of the Town Code and the alternate parking arrangement between the parties; 2) delete condition #11; 3) delete condition #15; 4) modify Seconded condition #16 to review the CUP at one year. by Council Member Rob Rennie. Operating and Capital Budgets: Adopt resolution approving the Town of Los Gatos Fiscal Year (FY) 2016/17 Operating Budget and FY 2016/17 - FY 2020/21 Capital Improvement Program (CIP), new appropriations, other approved adjustments, RESOLUTION 2016-031 minor corrections, and carry-forward appropriation. Laurel Prevetti, Town Manager, presented the staff report. Opened Public Comment. Tony Alarcon - Commented on the budget and requested funds be set aside to address the lighting at the Forbes Mill Footbridge as it is a safety concern. Closed Public Comment. MOTION: MotionCouncil Member Marcia Jensen by to dedicate the Town Beautification project balance of $10,160 and an additional $25,907 from the reallocation of a portion of the previously identified non- safety projects’ funding on page three of the staff report, for a total of $36,067 for the Footbridge Rehabilitation Footbridge Project; to direct staff to begin investigation of the type of lighting that can be installed and costs; and to return to Council with lighting options SecondedMayor Barbara Spector. and costs. by VOTE: Motionpassed unanimously. MOTION: MotionCouncil Member Marcia Jensen by to create an improved multi-modal corridor along the Main Street frontage of the High School that will increase bicycle and pedestrian safety, increase drop off areas, and decrease High School issued permit parking on Town streets, to be implemented as soon as this summer to be in place for the fall and to allocate $75,958 as a placeholder. The source of funding would be the reallocation of a portion of the previously identified non-safety projects’ funding on page three of Secondedby Council Member Rob Rennie. the staff report. MOTION: MotionVice Mayor Marico Sayoc by to allocate the funds identified on page six of the staff report as follows: the $350,000 and the $25,000 be allocated for pavement condition improvements (PCI) with an understanding that more information will be coming forward on how the PCI street selection works; to put on hold the projects amounting to $383,000 pending the PCI information; and to keep the $241,000 in its Albright account until the streets to be improved with these specific funds are identified to Council. Provide direction to address private corporate buses in Town. Lisa Petersen, Town Engineer, presented the staff report. Opened Public Comment Maria Ristow - Commented on the need for and possible locations for corporate buses. Closed Public Comment Council discussed the matter. Direction to staff: Council is in favor of private buses using VTA stops to pick up employees to eliminate or minimize the parking in residential neighborhoods; move forward with the use of the northern public lots at N. Santa Cruz Ave and Hwy 9 and staff to monitor its use; staff to explore possibility of compensation for use of the Town lot and to explore other partnerships and locations; not in favor of red curbs, no parking signs, etc.; staff to continue to partner with Town Commissions on this issue; and the item to be brought back to Council. 12. Approve a pilot closure of a portion of South Santa Cruz Avenue to address cut through traffic. Lisa Petersen, Town Engineer, presented the staff report. Catherine Somers, Los Gatos Chamber of Commerce representative - Commented on the impact to downtown businesses if the ramp is closed and cautioned Council to be cognizant of the type of messaging that is used. Maria Ristow - Suggested different ideas for the closure. Natalie Ladd th - Commented in favor of the pilot program beginning before the July 4 weekend and suggested multiple weekends be used to obtain traffic count information. Diane Hunter - Commented in favor of the closure and the inability of emergency vehicles and residents to get anywhere. Closed Public Comment Council discussed the matter. Santa Cruz Avenue for three weekends: June 25-26, July 2-4, and July 9-10; to include metrics of the number of safety calls as well as the traffic counts; staff to work with the Chamber of Commerce to have positive messages; staff to investigate if it is possible to have events in conjunction with the closures; and staff to return to Council at the August 2 meeting with the results of the pilot SecondedMayor Barbara Spector. program. by VOTE: Motionpassed unanimously.
