INTERSECTION IMPROVEMENT PROJECT 813-0202
RECOMMENDATION:
Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion
(Attachment 1) accepting the work of Graniterock Company and authorize recording by the Clerk
Administrator for PPW Job No. 10-10 Highway 9/University Avenue Intersection Improvement Project.
BACKGROUND:
The Town’s adopted FY 2015/16-2019/20 Capital Improvement Program (CIP) Budget designates
funding for infrastructure construction projects. The Highway 9/University Avenue Intersection
Improvement Project was identified as a needed improvement in the Town’s previously adopted CIP.
During the July Council recess and ratified at the August 5, 2013 meeting, the Town Council approved
the plans and specifications for the Highway 9/University Avenue Intersection Improvement Project and
authorized the Town Manager to award a construction agreement in an amount not to exceed the
available construction budget of $782,327, including contingencies and any change orders, to the low
bidder. The Town entered into an agreement with Graniterock Company for this work for the low bid
amount of $782,327.
DISCUSSION:
Graniterock Company has satisfactorily completed all of the work for this project and staff recommends
project acceptance.

DISCUSSION (cont’d):
Five percent of the faithful performance bond will remain in effect for a period of two years as guarantee
for any needed repair or replacement caused by defective materials and workmanship. The execution
and recordation of the Certificate of Acceptance is now required to finalize the Town's acceptance of the
project.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of
Acceptance and Notice of Completion accepting the work of Graniterock Company and authorize
recording by the Clerk Administrator for PPW Job No. 10-10 Highway 9/University Avenue
Intersection Improvement Project.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of
Exemption was previously filed.
FISCAL IMPACT:
The final project cost was $969,765, of which $782,327 was direct construction costs paid to
Graniterock Company, all within the project budget of $1,169,000. The final project cost represents
savings of 17%.
