SUBJECT: AUTHORIZE THE EARLY APPROPRIATION OF FUNDS FOR THE CUT-
THROUGH TRAFFIC MITIGATION PROJECT (471-813-0229), AS
ADOPTED IN THE FY 2016/17 CAPITAL IMPROVEMENT PROGRAM
BUDGET, IN FY 2015/16.
RECOMMENDATION:
Authorize the early appropriation of funds for the Cut-Through Traffic Mitigation Project (471-
813-0229), as adopted in the FY 2016/17 Capital Improvement Program Budget, in FY 2015/16.
BACKGROUND:
On June 7, 2016, the Town Council discussed and approved expanded proposed pilot closures on
a portion of South Santa Cruz Avenues to address cut through traffic. One of the adopted
modifications was to start the pilot project in FY 2015/16 for the last weekend of June 2016. At
the same meeting, the Town Council adopted the Cut-Through Mitigation Projects (471-813-
0229) as part of the FY 2016/17Capital Improvement Program Budget. The Cut-Through Traffic
Mitigation Project is an identified funding source to fund the pilot closure.
DISCUSSION:
To implement this project in June, staff needs access to the project funding. To provide funding
in FY 2015/16, staff recommends Town Council authorize shifting the Cut-Through Mitigation
Project to the current fiscal year through an early appropriation of the project budget of
$215,000. The Traffic Impact Mitigation funds identified for the project for next fiscal year are
available now in the Traffic Mitigation Fund balance. All project balances not spend in FY
2015/16 will be carry-forward to FY 2016/17.

This is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
Funding for this project will come from available Traffic Mitigation Fund balance.
