M12-15-15 Town Council Meeting 01/19/16 Item #1 MINUTES OF THE TOWN COUNCIL/PARKING AUTHORITY MEETING DECEMBER 15, 2015 The Town Council of the Town of Los Gatos conducted a Special Meeting on Tuesday, December 15, 2015, to hold Board/Commission/Committee Interviews at 5:00 p.m. and a Regular Meeting at 7:00 p.m. SPECIAL MEETING CALLED TO ORDER – 5:00 P.M. ROLL CALL Present: Mayor Barbara Spector, Vice Mayor Marico Sayoc, Council Member Marcia Jensen, Council Member Steve Leonardis, Council Member Rob Rennie. Absent: None VERBAL COMMUNICATIONS There were no verbal communications. BOARD/COMMISSION/COMMITTEE INTERVIEWS BUSINESS MEETING CALLED TO ORDER AT 7:00 P.M. Owners Mose Benson, Chris Benson, and John Hannegan thanked the Town for their support. CLOSED SESSION REPORT There was no Closed Session. COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Marcia Jensen stated she attended the Planned Development Study Committee (PDSC), Conceptual Development Advisory Committee (CDAC), and Route 85 Policy Advisory Board meetings. 2 of 6 Town Council/Parking Authority December 15, 2015 Council Matters – continued - Council Member Rob Rennie stated he attended the Los Gatos Education Foundation (LGEF) Appreciation event and the Annual Los Gatos Children’s Christmas/Holiday Parade with other Council Members; the Cities Association Holiday Dinner; the Terraces Christmas Tree Lighting; the Fresh Lifelines for Youth (FLY) breakfast; and the Valley Transportation Authority (VTA) Policy Advisory Committee (PAC) as an observer. - Mayor Barbara Spector stated she attended the CDAC meeting, the Los Gatos Annual Tree Lighting, the LGEF appreciation event, and the Annual Los Gatos Children’s Christmas/Holiday Parade. - Vice Mayor Marico Sayoc stated she attended the North and West Valley Mayors meeting, the PDSC meeting, the Los Gatos Chamber of Commerce pedestrian safety flag unveiling, the Los Gatos Annual Tree Lighting, the Annual Los Gatos Children’s Christmas/Holiday Parade, and the Terraces Tree Lighting. - Council Member Steve Leonardis stated he chaired the West Valley Sanitation District Board of Directors meeting, and attended Assembly Member Low's holiday event, the Annual Los Gatos Children’s Christmas/Holiday Parade, the Annual Tree Lighting, the City of Saratoga Mayoral swearing in, and the Treatment Plant Advisory Committee meeting. Manager Matters - Book drop construction at the Library will begin Wednesday, December 16 through Friday, December 18, and there will be alternate locations for books to be dropped off during the construction. - Town offices will be closed December 24, 2015, through January 1, 2016, in observance of the holiday. Town offices will re-open for full service on January 4, and the Library will re-open on January 2. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve Council minutes of December 1, 2015. 2. Adopt Council Committee appointments effective January 1, 2016. 3. Adopt a resolution extending the Planned Development Study Committee’s RESOLUTION 2015-066 Deadline for completing their work. 4. Town Code Amendment A-13-002. Home Occupations Amendments Adopt ordinance amendments to Section 29.10.09025 of Chapter 29 (Zoning Regulations – Home Occupations) of the Town Code to include cottage food industry businesses and additional prohibited home occupation uses. ORDINANCE 2248 5. Accept Fiscal Year (FY) 2014/15 status report on receipt and use of Development Impact Fees. 6. Adopt a resolution approving the Final Map for Tract No. 10292-375 Knowles Drive, accepting the dedications and authorizing the Town Manager to execute RESOLUTION the subdivision improvement agreement for public improvements. 2015-067 3 of 6 Town Council/Parking Authority December 15, 2015 Consent Items – continued 7. Adopt a resolution approving a purchase and sale agreement for the repurchase of an affordable housing unit subject to an existing Below Market Price (BMP) first right of refusal option, located at 108 Sierra Linda, Los Gatos, CA, APN 407-17- 035, and authorizing the Town Manager to negotiate and execute all agreements and documents necessary and appropriate to effectuate the preservation of the RESOLUTION 2015-068 affordable housing unit. 8. Authorize the Town Manager to execute a second amendment to the agreement with Geophex Surveys in an amount of $18,439 to purchase additional software and professional services, totaling an amount not to exceed $54,865 over the agreement term. Council Member Steve Leonardis requested his appointment to the Treatment Plant Advisory Board be added to the Council Committee appointments list. VERBAL COMMUNICATIONS Angelia Doerner - Commented on coordination of utility replacement, storm drain upgrades, and the RFP for the Almond Grove Repaving project. OTHER BUSINESS 9. Provide direction regarding the 2016 Music in the Park Summer Concert Series. Christina Gilmore, Assistant to the Town Manager, presented the staff report. Potential separation of parking requirements and seating capacities. Monica Renn, Economic Vitality Manager, presented the staff report. Lee Fagot - Commended the Council for their support of organizations and in support of a semi- annual budget allocation rather than an annual allocation. AMENDMENT: to also direct staff to broaden the outreach when funding is available so the Seconded number of Los Gatos residents served is increased. by Vice Mayor Marico Sayoc. Information report on Community Choice Energy and direct the Town Manager to return with an ordinance and other implementing documents for the January 19, 2016 Council Meeting.
