A. AUTHORIZE THE TOWN MANAGER TO EXECUTE A THREE YEAR
AGREEMENT FOR SERVICES WITH THE KIWANIS CLUB OF LOS GATOS
TO PROVIDE OPERATION OF THE FIESTA DE ARTES ART FESTIVAL TO
BE HELD EACH AUGUST ON THE CIVIC CENTER GROUNDS.
B. AUTHORIZE THE ANNUAL ISSUANCE OF TEMPORARY PUSHCART
PERMITS, NOT TO EXCEED FIVE (5), FOR THE TWO-DAY FIESTA DE
ARTES ART FESTIVAL.
RECOMMENDATION:
1. Authorize the Town Manager to execute a three year agreement for services with the Kiwanis
Club of Los Gatos to provide operation of the Fiesta de Artes Art Festival to be held each August
on the Civic Center Grounds.
2. Authorize the annual issuance of temporary pushcart permits, not to exceed five (5), for the two-
day Fiesta de Artes art festival.
BACKGROUND:
Fiesta de Artes is a free, annual art festival sponsored by the Kiwanis Club of Los Gatos held on the
Town of Los Gatos Civic Center Grounds for one weekend in August since the mid 1990’s. The event
features over 150 artists, food trucks, wine, beer, and live music. Proceeds from the event go to the
Kiwanis Club of Los Gatos, a member of Kiwanis International, providing scholarships, support for
local schools, bike trail maintenance, and services for seniors.

DISCUSSION:
Per Council’s direction, the special event permit that the Kiwanis has applied for annually to operate
Fiesta de Artes has been converted into a standard agreement for services in order to comply with
municipal code requirements.
The proposed agreement includes payment of all fees included within the master fee schedule, and the
same provisions, and performance standards that were previously included in prior year’s special events
permits. The Town is not providing any in-kind services under the terms of this agreement except for
electricity.
For the last three years, the special event permits accommodated food trucks for Fiesta de Artes. The
Kiwanis are requesting Town Council approval for the temporary permitting of up to five food truck
vendors during the three year term of this agreement.
All parties are in agreement with the terms and conditions proposed within the attached agreement.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a three year
agreement for services (Attachment 1) with the Kiwanis Club of Los Gatos to operate the Fiesta de
Artes art festival on the Civic Center Grounds.
ALTERNATIVES:
Alternatives to the recommendation provided above include:
1. Direct staff to revise the agreement, and execute the agreement with Kiwanis Club of Los Gatos.
2. Provide other direction.
COORDINATION:
This staff report was prepared in collaboration with the Town Attorney’s Office
FISCAL IMPACT:
Under the agreement, Kiwanis will pay all fees and other expenses to the Town. The only in-kind
contribution is electricity.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
