1991-187-Adopting The Arts Commission Master PlanRESOLUTION 1991 -187 RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS ADOPTING THE ARTS COMMISSION MASTER PLAN RESOLVED, BY THE TOWN COUNCIL OF THE TOWN OF LOS GATOS, that the Town Council hereby adopts the attached Arts Commission Master Plan. SIGNED: MAYOR OF THE TOWN OF LOS GATOS LOS GATOS, CALIFORNIA ATTEST: C j} CLERK OF THE TOWN OF LOS� ATOS LOS GATOS, CALIFORNIA CSD08:.: \RES0S \CS081991.187 1 ARTS COMMISSION MASTER PLAN Mission Statement: EXHIBIT A The Town of Los Gatos Arts Commission is organized to encourage the understanding, development and appreciation of art, music, drama and other creative arts activities in the Town of Los Gatos. Its purpose is to enrich peoples' lives through the arts and to establish a strong community identity. The Arts Commission is advisory to the Town Council on arts programs and plans and coordinates Council- approved arts activities. Goals, Objectives, Activities: I. To develop and be guided by a master plan for the arts in order to assure a balanced and varied arts environment which is acceptable to the Town. A. The Arts Commission Master Plan, as approved by the Town Council, will be used as a guide by the Arts Commission. B. The Arts Commission will review the Master Plan annually to develop the schedule of projects. The plan will be reviewed with the Town Council annually and the public will be informed and given the opportunity for input. II. To increase knowledge and participation in Arts programs /projects and to establish or support programs /projects designed to improve the quality and number of local arts activities. Arts Commissioners individually and collectively, shall: A. Actively participate as working volunteers in the implementation of Master Plan goals. B. Act as a clearing house of arts information and encourage and support collaborative efforts among arts groups. C. Regularly develop and distribute a brochure on Arts Commission activities and services within the community. D. Cooperate with The Friends of the Arts, a membership support group, to increase the visibility and influence of the arts and to promote fund raising capabilities. 1. Friends of the Arts sponsors and implements an "Annual Arts Award' to recognize an individual, a group, or a business making a significant contribution to the Arts in Los Gatos during the preceding year. A public notice in local newspapers requests nominations for the award. Members of the Friends of the Arts and the Arts Commission (with community assistance) will determine the recipients. E. Participate in the review of materials submitted by other Town commissions, organizations, groups and private citizens. At the Town Council's request, review: 1) all long -term additions to the Town buildings and grounds defined as "arts "; and, 2) all art projects. The Commission shall then make recommendations to the Council for their consideration. F. Network with other Town commissions in order to cooperatively implement projects and programs which serve the Town. 1. Annually complete program of site visits to other Arts organizations locally and in the larger community will be completed annually. 2. Encourage groups or individuals in the Town to support arts projects through monetary donations and the existing granting process. G. Future projects include but are not limited to the following: 1. Encourage the development of a community chorus, dance groups, continuing to support the theater group, and a poet laureate. 2. Develop a pool of arts professionals and organizations in order to maintain expertise and resources for the Arts Commission. 3. Establish a revenue source to fund Arts Commission projects. 4. Review and inventory existing arts facilities available to the Town and consider the need for a multi- purpose arts center. a. Establish a long term feasibility study to consider acquiring or building an arts facility for the Town. b. Encourage arts organizations and businesses to become involved in specific plans in order to complete a feasibility study. III. To develop a budget including program costs for the coming year, revenue sources and justification for expenditures by January of each year. The budget will include plans for private /non - public fund raising and will be presented to the Town Council for review and approval within the Town's budget process. A. Review all program expenditures over the past year. B. Detail "planned projects" and "established programs" which need funding for the following fiscal year July 1 - June 30. C. Seek funds from grantors, including but not limited to the following: 1. Los Gatos Friends of the Arts (fund - raising plans developed by them directly). 2. California Arts Council/California Council for the Humanities applications. 3. Santa Clara County Arts Council applications. 4. National Endowment for the Arts /Humanities applications. 5. Corporations and local businesses or sponsors. 6. Other sources as specified in the proposed budget. D. Review all funding sources and establish fund raising plans which may include one or more of the following: 1. Sponsor fund raising events or projects to support Arts Commission projects /programs. (Develop a reserve fund.) 2. Encourage arts organizations and individuals to participate in Town Community Service Grants Program. 3. Seek financial and in -kind support from the Town Council for certain projects. 4. Provide fundraising information to the Town Council in order to determine the financial support needed for certain projects. 5. Establish a permanent endowment or trust. IV. To enrich the physical environment of the Town through the Public Art Program. A. Implement the Town Policy concerning long -term loans, gifts, purchases and commissions of art works for public installation. 1. The Commission has identified (with Town Staff assistance) a list of suitable exterior sites for public art. 2. The Artworks Selection Committee reviews long -term loans, gifts, and purchases of existing works (suitable for exterior placement) and make recommendations for acceptance or denial to the Arts Commission which will forward its recommendations to Council. 3. Develop a working plan for coordinating appropriate gifts with the Los Gatos Museum's Art Collection. 4. When the Arts Fund has developed to a level which will allow for commissioning artists to create a new work, such commissions will be through open competition with wide advertising and requests for proposals. B. Continue to work on the idea of an Art Fund Ordinance. When community support for an ordinance is demonstrated, request Town Council to pass the ordinance. C. Make recommendations to the Town Council regarding fund donation opportunities and incentives for public art contributions from businesses and individuals.
