Proiect Objectives and Steps
Among other goals, LEG's services are designed to:
1) Provide efficien! supportive and responsive project Management;
2) Assess and analyze constituent perspectives through public opinion Research;
3) Implement a Public Information Program to inform and engage constituents around timely
issues; and
4) Provide additional strategic services as needed.
Project Management
LEG prides itself on a team building approach and will initiate our efforts through a Kick Off meeting
and schedule subsequent, consistent planning sessions with the Town. With the input of ail
participants, LEG will develop meeting agmdas, facilitate sessions, and coordinate the timely
deployment of all tasks and assignments. Our planning efforts throughout the process are designed
to use the Town's time efficiently and well, while providing an effective Project Management
structure to ensure that all timetables and benchmarks are met within the necessary timeframe.
LEG approaches its leadership role with personal dedicatiory enthusiasm, and a commitment to
excellent service, recognizing that our ultimate consumer is not only the Town of Los Gatos, but also
most importantly, the constituents the Town represents.
STEP ONE: Assess Constituent Views through Public Opinion Research
LEG recommends that the Town implement a "baseline" community survey as soon as possible to
assess current community's perspectives on its services and long-term Town funding needs.
Conducting such a study will give the Town a clear sense oi among other issues:
. Potential opportunities or risks to the Town's planning effort. Areas where constifuents need more information. Service priorities of specific interest to your public. Specific facts and issues of interest to your constituents. How your public ranks your local issues in comparison to others
' Interest in local funding options, including the most appropriate funding mechanism/s to
address Town needs. Election timing viability
' Components of easy-to-understand ballot information for the average constituent
Upon conclusion of the survey interviews by the Town's dedicated opinion research professional,
LEG will independently analyze the results for feasibility and provide the Town with a Strategic plan
that discusses viability, risks, opportunities, recommended informational message and
recommendations and communications outreach activities.
STEP TWO: Implement Public Information Program
LEG will:

The Public Information Program is a critical method of educating the public and raising awareness of
the Town's planning vision and needs.
"Message discipline" and a clear, concise focus are critical to our marketing effort. LEG will draft
and/or refine talking points for Town staff and Council use, including a tailorized "speakers Bureau
Toolkit" for assigned Town speaker/messengers including helpful hints, speaker objectives, ,,sticky-
(difficult) QAs, and Speaker leave-behinds.
Direct Mail Component
LEC recommends that an informational direct mail program be implemented to the public-at-large.
Doing so will raise awareness of city plarming or policies beyond ,,insiders,, or already-active
stakeholders and key influentials.
A hallmark of LEG's approach are user-friendly brochures or letters that have a retum card or other
mechanism to allow citizens to ask questions, provide inpu! or otherwise comment - establishing
two-way communication. However, interactive direct mail is most effective as an early strategy. LECwill advise the Town on whether its preparation should include two-way direct mailcommunications. If not, there are other types of factual mailings that our agencies have successfullyimplemented as part of their public information process. The number of mailers recommended
depends on your Town's budgetary parameters and the difficulty of the task as determined bypolling.
In consultation with Town staff, as noted LEG will also draft and/or refine informational artides forthe Town newsletter, handouts, press releases and website, with appropriate supportint materials(charts, $aPhs, visual aids, etc.) to communicate key messages and inform residents. In additiory
LEG will draft, review and/or refine supporting fact sheets, flyers and other communications. Manyof our public agencies use YouTube and Twitter as part of their public communications program.

citizen inquiries as necessary. Frequently, communities that pride themselves on having active
stakeholder SrouPs can, at timet be prone to being victims of inaccurate informatiory or controversy-
based media coverage. LEG experts will be available to craft appropriate rapid responses as
necessary to address changing extemal nuances.
REVENTJE BALLOT MEASURE PREPARATION/S
Should the Town's constituents be interested in ballot measure revenue options, LEG will collaboraie
with the Town Attomey and Town staff on revenue measure proposal/s that reflects the publiCs
interests.
Consistent with our Best Practices, LEG recommends conducting a follow-up tracking survey over
the summer following additional public engagement iI needed. The criteria for determining the
necessity of this second survey indudes whether the Town is comfortably above the Margin of Error
(MOE) on the final ballot ask in the baseline survey for the revenue ballot measure/s contemplated.
This allows the Town to evaluate the viability of any measure/s one more time prior to measure
placement and to provide final public input prior to finalizing the Town's ballot measure language/s.
LEG will collaborate with the Town Attomey and Town staff on the proper and recommended
wording and structure of the City's proposed revenue measure/s to address the publiCs priorities.
LEG will work closely with the Town Attomey to refine the ballot question and add value to other
submittals so that they are understandable to the average person. This addresses specific documents
such as the measure ordinance, ballot questiory and staff reports to ensure that ail voter handbook
materials are r:nderstandable to the average persory not iust lawyers. Please note that legal services
or advice is not within LEG's scope of services and this assistance is intended to add value to your
Town Attorney's efforts.
