RECOMMENDATION:
Implement a six month pilot preferential parking program in the Alpine Neighborhood restricting
parking to 90 minutes without a permit, 7:00 a.m. to 4:00 p.m., Monday through Friday.
BACKGROUND:
Over the last few years numerous residents living in the area of the high school have been impacted by
an increase of off campus student parking, resulting in a reduction of available parking to residents and
their guests. As a result of more cars parked on these streets the amount of physical space available for
vehicles and/or pedestrians to travel is decreased, resulting in potential safety issues. Staff has received
numerous complaints and requests from residents asking that these issues be examined and potential
solutions be researched.
In 2013, similar concerns were brought forward by residents living in the areas of Johnson Avenue,
Cross Way, and Los Gatos Boulevard. At that time, the Police Department and Parks and Public Works
staff collaborated with residents and the Transportation and Parking Commission to address the
concerns via the Neighborhood Parking Plan Process (Attachment 1). Ultimately in those areas, the
Residential Permit Parking District was extended and parking was limited to 90 minutes without a
residential permit between 7:00 a.m. and 4:00 p.m. This modification was proven to be an effective
solution to address parking impacts and available space for vehicle and pedestrian travel.

BACKGROUND (Cont’d):
In August of 2015, the Alpine Avenue residents initiated a Neighborhood Parking Plan Process.
Pursuant to this process, staff and residents completed the required steps outlined below in the
Neighborhood Parking Plan Process.
Petition:
On August 24, 2015, the Alpine Avenue Neighborhood submitted a petition for consideration of a
preferential parking program. The petition was signed by 24 out of 29 residences (exceeding the
requirement of 50% of affected households) and outlined the specific parking and safety issues
referenced above. The petitioners recommended the consideration of a Residential Permit Parking
District, including a 90 minute parking restriction to non-permitted vehicles between the hours of 7:00
a.m. and 4:00 p.m., Monday-Friday. The petition was reviewed by staff and agendized for review by the
Transportation and Parking Commission.
On November 12, 2015, the Transportation and Parking Commission met and discussed the proposed
modifications and made a recommendation for implementation of a six month pilot preferential parking
program on Alpine Avenue, to include one-sided parking, signage, and enforcement of 90 minute
parking for non-permitted vehicles between the hours of 7:00 a.m. and 4:00 p.m. during the school
session.
Data Collection:
In August 2015, pursuant to the Neighborhood Parking Plan guidelines, staff began to collect data and
conduct research regarding street design, vehicle counts, vehicle speeds, parking complaints and/or
police calls for service, parking compaction and other factors associated with implementation of
potential preferential parking changes.
Alpine Avenue was measured at approximately 24 feet in width, in comparison to an average width of
32 to 36 feet found in more typical roadways within the Town. The inner roadway is bordered by
concrete curbs and sidewalks on both sides and each residence is afforded some off street parking.
In September 2012 the Alpine neighborhood requested traffic calming due to high speeds in the
neighborhood. Through the Town’s Traffic Calming program, speed data were collected and speed
humps installed as a temporary measure. Subsequent data collection demonstrated a successful
program with average reductions in speed of three miles per hour and as a result Town Council accepted
the traffic calming measures as permanent in February of 2015.
Department of Public Works staff also conducted vehicle counts of cars along Alpine Avenue during
weekdays for a five day period. The total vehicle volume for that area in February 2015 was
approximately 728 cars in comparison to 779 at that same time and location in May 2013.

Between August 1, 2015 and February 7, 2016, police dispatch received two complaints for vehicles
illegally blocking a driveway and two complaints for vehicles blocking a roadway, but email
correspondence between the petitioners, the high school, and the police were frequent as to the
complaints listed in the petition. Additionally no vehicle accidents were reported in this area during this
same period of time; however, petitioners noted that vehicle accidents had occurred and were unreported
to police.
Police monitored the area for parking compaction intermittently throughout the Neighborhood Parking
Plan review process and observed that parking was severely impacted during high school hours,
decreasing during the evening and on weekends. During the most impacted times, the amount of
parking combined with the narrowness of the street, only allowed room for one vehicle to travel,
essentially making Alpine Avenue a one way street.
The northern culmination of Alpine Avenue leads into a business district with businesses on the eastern
and western corners of the intersection of Alpine Avenue and Los Gatos Blvd. The Self-Realization
Fellowship Church is located a short distance away at 303 E. Main Street. Pleasant Avenue, a feeder
street into the parking area for Los Gatos High School, is approximately 136 feet from the northern
termination of Alpine Avenue. All these factors affect the vehicle flow on Alpine Avenue.
The Town Traffic Engineer has reviewed Alpine Avenue and like many streets in Los Gatos, finds it to
be narrower than a street constructed to today’s standards. The low speeds and low accident rate on the
street provide a good indicator that the width has not been an issue. On narrow streets, driver courtesy
plays a role as drivers take turns progressing through constricted areas, waiting for oncoming traffic to
pass before proceeding. The increased use of the street for parking to meet the needs of the high school
creates fewer areas for drivers to share the road. Limiting parking through a preferential parking
program may help to address these challenges.
Informational Neighborhood Meeting:
On January 21, 2016, an Informational Neighborhood Meeting was convened in the Town Council
Chambers and attended by petitioners, impacted residents, Transportation and Parking Commissioners,
Police, and Parks and Public Works staff. The meeting was for informational purposes and for staff to
review the data collected and research completed regarding proposed parking changes in the Alpine
Avenue neighborhood.
As a result, 26 of the 29 households voted to adopt regulations consistent with other preferential parking
programs in the area and that parking be restricted to 90 minutes without a permit, 7:00 a.m. to 4:00
p.m., Monday through Friday. The boundaries of the zone were agreed to include both the east and west
sides of the street from 25 Alpine Avenue to 139 Alpine Avenue. The residents did, however, disagree
with the recommendation of the Transportation and Parking Commission for one-sided only parking.

Staff recommends that one-sided parking not be implemented at this time, however, monitoring
during the pilot program would determine if the timed parking alleviates the safety hazards associated
with parking compaction.
All meeting attendees were advised that a staff report would be completed and presented to Council
documenting details of the Neighborhood Parking Plan Process and recommendations made by members
of the meeting, the Transportation and Parking Commission, and Town staff for their review.
DISCUSSION:
As outlined in the Neighborhood Parking Plan and in accordance with Town Code Section 15.40.080
(Establishment of Preferential Parking Zones), the Town Council has final decision over establishing
and or modifying preferential parking zones.
Residential neighborhood parking challenges are leading to an increase in the submittal of petitions for
neighborhood preferential parking programs. The Alpine Avenue Neighborhood petition is the first of
four recent petitions requesting neighborhood preferential parking. Additional petitions have been
received from residents of the Laurel Mews Homeowners Association, Cherry Stone Drive, and
Whitney Avenue.
Although there will be an increased work load for parking enforcement and administrative staff, staff
believes the Police Department does have capability to manage the additional parking restrictions as
recommended for the Alpine Avenue neighborhood at this time. Similar changes have been
implemented in surrounding areas and have proven to be successful in addressing parking compaction
and safety issues. If additional preferential parking zones are approved and implemented, moving
forward, the Police Department will have to better examine resource management and sustainability of
these parking zones without resource augmentations.
CONCLUSION:
Staff will coordinate communication with the Alpine Avenue neighborhood of Council’s decision to
approve, deny, or augment the recommendations provided in this staff report.
ALTERNATIVES:
In addition to the staff recommendation, the Council could:
Approve a modified staff recommendation; or
Approve the recommendation of the Transportation and Parking Commission to implement a
preferential parking program with one-sided parking only; or
Approve the preferential parking program permanently with no pilot; or
Deny the preferential parking program.

COORDINATION:
This report has been coordinated with the Town Manager’s Office and Parks and Public Works
Department.
FISCAL IMPACT:
Police estimate minimally 24 hours of police staff time were utilized to facilitate this petition process for
an approximated cost of $3,990.
The Parks and Public Works Department estimate that this preferential parking program will require the
installation of 12 parking signs at an installed cost of approximately $100 each, for a total cost of
$1,200. There is sufficient funding available within the Parks and Public Works budget to absorb these
costs. No additional budget appropriation is needed at this time.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.

Neighborhood Parking Plan
Process
Requests for consideration of neighborhood parking plans must be submitted via a
written petition to the Town. Upon acceptance of a petition, initial data may be gathered
to establish a better understanding of the reported issues. A determination will be made if
there are safety issues requiring immediate attention. If no immediate safety issues are
present, Town staff may request a future meeting with the petitioning neighborhood to
discuss the gathered data and possible parking modifications. Proposed changes require
agreement from 67% of the affected residential households prior to being considered by
staff as a possible parking modification. Non preferential parking modifications may not
require council approval for final implementation, while any neighborhood preferred
parking modification will require council approval prior to final implementation. Any
approved parking modifications will be placed on a project list sequentially in an existing
series of projects. Projects may be re-prioritized by the Police Chief or Department of
Public Works Director.
Process
1. Petition
A Neighborhood Petition is required to begin the parking plan process. The petition must
include signatures of at least 50% of the affected residential households. Staff retains the
right to define the affected areas. The petition will need to state what specific problems
exist, at what time the problems occur, on what days of the week the problems are most
significant and suggested potential modifications. Petitions will be reviewed, prioritized
and placed on a list. The petition will be discussed with the Transportation and Parking
Commission at a scheduled meeting.
2. Data collection
Town staff will collect data to evaluate the request. Items that will be considered during
data collection are parking compaction, hours of impact, availability for residential off-
street parking, engineering issues such as roadway narrowness, design of the street and
general safety issues. Contributing causes to the parking conditions that will be
considered are the proximity to a business district, school, or a church and the likelihood
that parking controls will negatively affect an adjoining area.
2. Informational Neighborhood Meeting:
If staff determines that there are issues that justify consideration, they will schedule a
neighborhood meeting. The neighborhood meeting will be an information and feedback
session. Staff will present the data gathered by the Town and establish the boundaries to
define the neighborhood. The neighborhood will be included in the development of
possible solutions and potential parking modifications. Additional analysis may need to
be conducted after this initial meeting. The meeting should be attended by representatives
from the Police and Parks and Public Works Departments and may include
representatives from the Transportation and Parking Commission.
4. Additional Meetings and Proposed Modifications
After review of any proposed modifications, staff may convene additional neighborhood
meetings to discuss alternatives, determine neighborhood preference and public
consensus. The outcomes of the meetings will refine the development of possible
modifications. Requested modifications will need the support of 67% of the affected
residential households to be implemented. If the required neighborhood support is not
present, staff will identify concerns, report results to the neighborhood and determine the
next steps. Prior to staff approval of any parking modifications, staff shall determine if
current parking resources have the ability to implement, manage and enforce any
increased work load.
5. Implementation of Parking Modifications
Non preferential parking modifications may not require council approval for
implementation. Neighborhood preferential parking modification will require council
approval. Parking plans may be implemented on a trial basis for a set period of time to
be evaluated and considered for permanent implementation. Projects will be placed on a
project list sequentially in an existing series of projects. Project costs may be a
determining factor in determining whether a project can be implemented.

Hi Jackie -
I heard a scary "rumo/' this past week from a few neighbors and I did not know the answer. lf our Permit Parking is
approved by the Town Council, it will be for Alpine residents only - correct? The rumor/question was that the Permit
Parking for Alpine Ave would also be extended to the beauty salon at the bottom of the street (Parlour 308) and all its
30+ employees :-/
It would be great if you could please deflate this rumor and put our minds at rest. I think the confusion came up because
we were all asked at the meeting if we would be willing to extend the "permit courtesy" to those 2-3 Alpine residents
who did not sign the petition. But no one wants the salon employees and their clients using Alpine Ave as their
employee parking lot when the students stop parking here - our petition would amount to nothing.
Meanwhile, my son took this video yesterday. all the honking and yelling did not get recorded, but this situation lasted
almost 5 minutes while the poor guy in the truck tried to back up when he couldn't fit through, then finally managed.

Hi Lt. Langer -
Yay, on the residents only part - thank you. And yes - not the best video to show the intensity, or the danger of the
situation. My son (20 yrs) was very proud of "filming" the znd half of the event to show me. Catching all the honking
and yelling, and when the truck driver tried to back up would all have been more accurate.
Drive/s are, in fact, generally courteous in this regard on Alpine. The students are resigned for the most part and don't
want to be called out as a jerk and residents are impatient but do their best to suppress. Even so, that still means - 5-6
cars waiting to come down, and a similar number waiting to go up - it's a lot of hub bub boiling over. Meanwhile, it's a
challenge to get out, or get in and our front yard life often seems like a front row seat to a high school parking lot with
all the safety issues involved.

Thank you for your e-mail and concerns. ln 2001 the Town Council adopted a Parking Management Plan that addressed
parking needs within the downtown area including the streets surrounding Los Gatos High School.
Following the recommendations from the Parking Management Plan, the Town created a business parking district (Olive
Zone), a residential parking district, and working with Los Gatos High School, created a high school permit parking
program which included the 90 minute parking and high school permit parking along E. Main street.
Timed parking spaces provided on public streets creates the opportunity for others to park along the streets throughout
the day. When parking in a timed parking space, you must move your vehicle when your time is up. This provides
availability for other patrons and students to park on public streets.
Also, the Town provides 6 unlimited (not Timed) parking lots throuBhout the downtown area and has offered the high
school students unlimited (not timed) parking at the Miles Avenue parking lot.
Our youth Commission is working with a committee at the HiSh School and various community members to come up
with ideas to alleviate traffic and parking issues surrounding Los Gatos High School. Please feelfree to send the Youth

I am a student at Los Gatos High School. I recently moved to Los Gatos from Arizona, and I was going to go to school at
Hamilton High School in Chandler, AZ. I was very excited to go there because I knew that when I started high school and
got my drivers license, I would be able to have a parking spot. This particular school had 4,000 students and every
student that could drive received a parking spot. We have lived in Los Gatos now for a year and a half and I recently got
my drivers license and I was very excited to drive my car to school and utilize the off campus lunch option. As I have
started to drive ln Los Gatos, to my dismay I learned that the spots that sophomores utilized for parking at the high
school had been converted to parking for the juniors because of construction at the high school. As I started to look
around for parking around the school, I found everything to be an Olive Zone, which seems to restrict students from
parking within a quarter mile radius from 7am-4pm only on weekdays. These Olive Zones surround businesses, and
these businesses have stand alone parking lots. Who are these Olive Zone spots for?
After giving this matter some thought, I decided to ask my mother about why this would be. She said that she pays taxes
in the town of Los Gatos and could not understand why there are such heavy restrictions around the school during the
day. I also asked my teachers about this matter, as they have lived in Los Gatos much longer than I have. They also said
they did not understand why these spots by the school are only go-minute parking and that they feel bad for the
students because they have to go through such difficult lengths to find parkin8. As a student that has moved out of
state, could you please explain to me how this law is in any way rational? When lapproached the administration about
this issue, they told me it was "my problem" and that I should contact the town officials. I would appreciate a speedy
answer. lf you would prefer my mother to contact you, she can do that as well. Rather than only complaining, I would
really like to understand how I can positively impact this situation. I am a future voter in Los Gatos, and lwould like to
know how I could make my voice heard.

I have heard back from a few people on the March I st meeting to consider our petition. These people -
including town officials, neighbors who have gone through the permit parking process or other Council
upprouuip.o""r, all think it is very important that Alpine residents come to the meeting prepared to speak up
foi the approval of our petition. Apparently some parents of students parking on Alpine Ave have written the
Town Council saying how unfairly their students have been treated on Alpine (?) by residents. Other dissension
might come frona fi-scal point of view, or perhaps in support of high school parking on public streets. The

On Tuesday, March 1, 2016, the Town Council, at their regular Town Council meeting, is scheduled to consider
the Alpine Avenue Neighborhood preferential parking petition. As part ofthe Town's Neighborhood Parking
Plan Process, the petition has been reviewed by staff and the Transportation and Parking Commission. You are
welcome to attend the Mmch 1, 2016 Town Council meeting. The meeting will be held in the Town Council
Chambers at 110 E. Main Street and will begin at 7:00PM.

My wife and I built a new house at 50 Alpine Ave. 21 years ago. At That time it was a highly desirable location.
Since the expansion ofthe Beauty Salon (without a permit I understand) and the High school parking it has
become a nightmare. We take our lives at risk when we enter Alpine. The parkin8 is a niShtmare 5 days a
week, and none on the city council seems to care. School parking should be a priority of the Principal; of Los
Gatos High, we should not be their parking lot! Please do something about the problem. We on alpine are
suppose to be understanding, but no one understands our situation. We will be at the council meeting.

My wife, Ann, and I moved into our Victorian dream home in March of 1973. ln 43 years on Alpine Ave I have
never seen such a mess! Our street has turned into a narrow one lane road every weekday. However, my
primary concern is how dangerous the street has become.
lf I had a heart attack between the hours of 7:45 am and 2:30 pm on a weekday I doubt the emer8ency
vehicles would reach me in time.

been anti-LGHS or anti-student. Most ofthe students we speak with are desperate to park and
feel badly that our street has turned into a high school parking lot. They feel bad for us for the
most part and we feel bad for them, for the most part - but neither Sroup is being served
appropriately or fairly by this ongoing and worsening situation.
Lt. JR Langer will be making the presentation to the Council about the Alpine Ave situation and
his recommendation. The Transportation and Parking recommendation will either be
presented or will be in councils' hands as will our petition and the results of the January 21st
majority vote. Again, I would encourage your attendance at the meeting but would also ask for
a brief email to Town Council members outlining our safety concerns and personal
stories about parking, safety, traffic congestion. I am including email addresses for Town
Council below, please include the above Alpine Ave resident distribution as well as Jackie Rose
andJRLanger. (You can do a "reply all" to this email and that should do it). Ihavecopied
Town officials in this distribution.

Fellow Alpine Avenue home owners and Town Council Mernbers
My wife and I remodeled and moved into in 2008. The one has been in the family for over 50 years. in the
reltively short period parking and traffic have deteriorated significantly. The high school parking is the
worst. Beyond the parking there are the safety concerns (speeding, general arrogance, rash and other negative
impacts on our ability to achieve quiet enjoyment ofour home. Also we are grand parents ofa newborn and a
four year old. Safety is a primary concem.
As a responsible owner of non-residential and residential rental properties I find it surprising that the High
School does not provide on-site parking and other mitigations that would abate the safety and parking issues
created by the students of the High School. I also find it surprising that the Town ofLos Gatos is willing to
accept the lack of creativity or initiative on the part of the High School to abate the hazard to their neighbors.
Approval ofparking zone as included in the agenda item is recommended.

To the Town Council,
My name is Greg Walker and our family have been residents at 47 Alpine Ave. near the bottom
of the street for the past eighteen years. Given the fact that the Petition for Restrictive
Parking on Alpine Ave. is coming up on the agenda for the March 1 scheduled Town Council
meeting, I thought it might be helpful to highlight a few points.
- Our original Petition submitted to the Parks and Public Works Department and the LGMS
Police Department laid out in great detail the issues and safety concerns experienced by
the residents of Alpine Ave. I encourage the Town Council to review this document in advance
of the meeting so that it may be fully informed with the content therein.
- The High School parking problem on the street has grown from a handful of cars at the bottom
of the street in earlier years to several dozen in more recent years running half way up
Alpine on both sides creating very narrow and unsafe single lane passage. During the Spring
semester, there is always an incremental number of parked cars from the newly licensed
Sophomore drivers.
- With the limited ingress and egress issues to the High School parking areas, expanding yearly
enrollments, reduced onsite parking availability, heavy traffic backups during school
session, it should be no surprise that the students will continue to search for relief and
convenience by parking in nearby neighborhood streets. We should ask ourselves, is it fair
that those effected residential streets should become the “de facto” parking area for the High
School?
- Below, as a visual, a glimpse of what it is like for us Alpine residents daily while school is in
session.
We look forward to a meaningful and productive outcome to our Petition at the upcoming Town
Council Meeting.
