RECOMMENDATION:
1. Receive the Community Grants Fiscal Year 2016/17 Funding Request Update;
2. Provide direction on the proposed modifications to the Fiscal Year 2016/17 Human Services
grant budget allocation; and
3. Provide direction on the proposed Fiscal Year 2016/17 Arts, Cultural, and Educational grant
budget allocation
BACKGROUND:
At the December 15, 2015 Town Council meeting, the Town Council directed staff to bring requests for
one-time Community Grant funding for fiscal year (FY) 2016/17 for the Council’s review and
consideration during the fiscal year (FY) 2015/16 mid-year budget review.
DISCUSSION:
Community Grants are allocated annually through a competitive process. Applications for the FY
2016/17 budget year were made available at the beginning of the 2016 calendar year. Eligible
applicants were informed that funding availability for Community Grants would be based on the amount
of funds allocated in the prior budget year, and were conditional on Town Council review and

consideration during the FY 2015/16 mid-year budget review. The FY 2015/16 funding allocation for
Human Services Grants was $90,000 and $19,800 for Arts, Cultural, and Educational Grants. The
Community and Senior Services Commission (CSSC) and the Arts and Culture Commission (ACC)
each appointed a grant evaluation committee to review the grant applications and make preliminary
recommendations for FY 2016/17 funding for Town Council consideration. The following is a
summary of the preliminary recommendations for FY 2016/17 grant funding.
Human Services Grants
The Town received seven applications for funding in the amount of $109,094 for the human services
grant category. The increase in funding requests is attributed to an increase in demand for services by
populations that several of the grant applicants serve, most notably youth, older adults, and other high
risk residents of the Town of Los Gatos. Assuming that the budget allocation for human services grants
in FY 2016/17 remains the same as in FY 2015/16, the CSSC grant evaluation committee recommends
allocating Human Services grants in the amount of $90,000 as shown in column four of Attachment 1.
In November 2015, the CSSC presented the results of the FY 2013/14 Senior Needs Assessment survey
that identified senior case management as one of the priority needs for Los Gatos seniors. The Adult
Recreation Center (ARC) provides recreation and programming for active seniors, but currently lacks
adequate case management resources for vulnerable seniors and their families. West Valley Community
Services (WVCS) has submitted a grant application to provide a share of the senior case management
through the Community Access to Resource and Education (CARE) program. Under the senior services
component of CARE, case managers will provide intensive case management to seniors including bi-
weekly check-ins, and coordination of services through service providers like Sourcewise, the Health
Trust, and other local senior programs to ensure that seniors are connected to available resources in the
community. The proposed cost to provide CARE services to Los Gatos residents is $20,000.
To ensure that WVCS can provide senior case management services, in addition to providing human
services resources to other vulnerable and high risk Los Gatos residents, the CSSC recommends that the
Town Council consider an alternative FY 2016/17 Human Services grant funding recommendation that
proposes to increase the FY 2016/17 Human Services grant allocation by $10,000 for a total of $100,000
as shown in column five of Attachment 1. The $10,000 increase in available Human Services grant
funds is proposed to be allocated to WVCS provide CARE case management and supportive services.
Finally, the CSSC recommends that the Town Council consider adopting an annual 3% cost of living
index increase for Human Services grants beginning in FY 2017/18, as a means of keeping pace with the
annual increase for services and the cost of providing human services to Town of Los Gatos residents.
Arts, Cultural, and Educational Grants
The Town received four applications for funding in the amount of $17,000 for the Arts, Cultural, and
Educational grant category. Assuming that the budget allocation for Arts, Cultural, and Educational

grants remains the same as in FY 2015/16, the ACC grant evaluation committee recommends allocating
Arts, Cultural, and Educational grants in the amount of $19,800 as shown in Attachment 2 to enhance
the Los Gatos Community Concert Association’s programming and outreach.
CONCLUSION:
Based on the information contained in this report on the Community Grants Fiscal Year 2016/17
funding request update, staff recommends that the Council:
1. Receive the Community Grants Fiscal Year 2016/17 Funding Request Update;
2. Provide direction on the proposed modifications to the Fiscal Year 2016/17 Human Services
grant budget allocation; and
3. Provide direction on the proposed Fiscal Year 2016/17 Arts, Cultural, and Educational grant
budget allocation
NEXT STEPS:
The Arts and Culture Commission and the Community and Senior Services Commission will hold
public hearings during their regularly scheduled meetings in March to review the preliminary funding
recommendations and to develop final grant funding recommendations for Town Council consideration
for the Fiscal Year 2016/17 General Fund budget.
ALTERNATIVES:
The Council may choose to receive the report and not provide specific direction on the proposed Fiscal
Year 2016/17 Community Grant funding allocations at this time. Adoption of the proposed Fiscal Year
2016/17 General Fund budget, including community grant allocations, will occur in June 2016.
COORDINATION:
This report was coordinated between the Town Manager’s Office and the Finance Department. This
report will be made available to the CSSC, ACC, and FY 2016/17 Community Grant applicants.
FISCAL IMPACT:
If the recommendations are approved, the Council can provide direction for the budget allocation of
Community Grant Funds for FY 2016/17.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
