BACKGROUND: Government Code Section 65400 mandates that non-charter cities and all 58 counties submit an annual report on the status of their General Plan and any progress in its implementation to their legislative bodies. Annual Progress Reports (APRs) must be presented to the local legislative body for its review and acceptance, usually as a consent or discussion item on a regular meeting agenda. After review and acceptance, a copy of the APR is required to be filed with the Governor’s Office of Planning and Research (OPR) and the Housing and Community Development Department (HCD). There is no standardized form or format for the preparation of the General Plan APR. The attached APR meets the statutory requirements of State law and highlights key aspects of the Town’s General Plan and Housing Element implementation during the calendar year of 2015 (Attachment 1). The primary accomplishments of this period are the completion and certification of the Housing Element and the adoption of the North Forty Specific Plan. CEQA: The General Plan Annual Report is not a project under the California Environmental Quality Act (CEQA). It is a type of activity that is Categorically Exempt, Class 6 (Information Collection) based on Section 15306 of the CEQA Guidelines.
