RECOMMENDATION:
1. Approve the revised plans and specifications for the Annual Street Repair and Resurfacing and
Pavement Rehabilitation — Crack Seal Project and authorize the Town to advertise the project for
bid.
2. Authorize the Town Manager to award and execute a construction agreement in an amount not to
exceed the available budgeted amount of $2,232,782, which includes a 15 percent contingency.
BACKGROUND.
Staff previously presented information on this project at the January 19, 2016 Town Council meeting.
Attachment 1 is the staff report for this meeting. As discussed in the January 19, 2016 Council report,
staff previously presented a list of streets (developed through the Town's street selection process) to the
Council for approval at the June 2, 2015 Town Council Meeting. This street list is shown in Attachment
2. At the June 16, 2015 Town Council meeting, Council authorized staff to develop a scaled down

project with a budget of $900,000. The street list for this scaled down project is shown in Attachment 3,
along with the streets removed from the larger project. Bids for this project were received on June 17,
2015 and exceeded the Council's approved budget allocation of $900,000. Due to the bids coming in
over the budget, Council rejected all bids at the August 4, 2015 Council meeting.
This report addresses the issues that were raised at the January 19, 2016 Town Council meeting.
Questions that were raised by Council included requesting a discussion of the MTC StreetSaver
program, process used to select streets for treatment, PCI's of the streets recommended for treatment and
project budget allocation.
DISCUSSION:
The Town uses the Metropolitan Transportation Commission's (MTC) StreetSaver software program to
assist in evaluating maintenance needs on the Town's street network. The StreetSaver program tracks
streets by their associated Pavement Condition Index (PCI), which identifies what condition the street is
in. The program identifies streets for treatment based on the PCI and volume of traffic. A discussion
of MTC's StreetSaver and the associated street treatments used in the Town is shown in Attachment 4.
The StreetSaver program provides the Town with a "macro -level" or very high level perspective of
which street sections within the Town should be treated. Staff uses this information to undertake
extensive street site surveys that ultimately help to determine the streets treated within the Town's
network.
Just as important as StreetSaver's macro -view of the Town's street maintenance needs, is information
provided to Town Engineering staff from the Town's Maintenance Division. Through their day to day
observations and experience, the maintenance crews provide information on Town streets that require a
high amount of labor and Town streets that are in danger of dropping into a state where they require
complete reconstruction. Reconstruction of streets is very expensive and these repair costs are often
beyond the resource capability of the Town, which may mean these streets remain in a failed condition
for several years.
All of this information combined aids in prioritizing streets for maintenance from year to year. Because
the need for pavement maintenance and rehabilitation work on the Town's roadway system exceeds the
amount of available Town resources, not all streets that need maintenance can be addressed. The
Town's street network requires an annual investment of approximately $2M per year to maintain the
current level (PCI 67) and $3.6M per year to increase the PCI by a point a year towards the target level
of 70 or greater. It is important to utilize the annual Council appropriated street maintenance funding to
prevent a downward trend of the Town's overall PCI. If the Town streets are left untreated, it is
estimated that the Town's PCI will continue to drop at a rate of 2 to 3 points per year.

Process Used to Evaluate Town Streets Selected for Treatment
Engineering staff uses the following process to evaluate which streets should be selected for treatment:
1. Run StreetSaver program to obtain macro -level list of street maintenance needs.
2. Meet with Town Maintenance Division to obtain list of streets requiring excess crew time and/or
streets in danger of falling into the complete reconstruction category.
3. Assess both the SteetSaver and crew lists with an in depth street site survey and evaluation by
engineering staff with final review and approval by the Town Engineer. The survey includes
review of actual street need, review of appropriate treatment, danger of street falling into a more
costly repair category, level of traffic, upcoming utility, development, or CIP projects on the
street, the proximity to other streets on lists, and streets that have recently received spot patching
4. Survey additional streets in close proximity to streets on the lists in need of treatment. There is a
cost benefit when including streets in close proximity to one another.
5. Identify the maintenance treatments most appropriate for a street and develop a project scope.
6. Develop an estimated project cost.
`.. Development of New Project Recommendation
Due to the availability of Council approved FY 15/16 street maintenance funds in addition to the
previous FY 14/15 street maintenance funds; staff is recommending a new project (Attachment 5).
Using the combined FY 14/15 and FY 15/16 money to treat more streets will help prevent additional
streets from dropping into costlier repair categories. This new project takes streets from the previous
project recommended to Council (Attachment 2) and developed through the selection process discussed
above and adds additional streets and street areas based on recommendations from the Town's Street
Maintenance Division and cross checked by the Engineering Division through our project selection
process. Additional spot patching has been added to some streets in order to address the continued
deterioration of the streets and future deterioration that will occur during the El Nino storm season.
As requested by Council at the January 19, 2016 Council meeting, Attachment 5 shows the PCI's of the
new project streets recommended for treatment along with the streets added to the project. Streets in the
new project were selected based on the prioritization discussed under the street selection process
paragraph of this report and include high traffic level streets, previously spot patched streets, streets in
close proximity to one another and streets in danger of dropping into the reconstruction category.

Proiect Budeet Allocation
All projects include an engineer's estimate. The engineer's estimate is developed through the best
information that staff has on anticipated costs. In the case of this project, staff expects costs slightly less
than the average bid cost received in the summer when the project bids were rejected. This is due to the
timing of the project early in the bid season and includes conversations with contractors on what the
Town should expect. The engineer's estimate is utilized by staff to determine the project scope and to
demonstrate this due diligence to the Council. In the case of this project, that means identifying the
streets and their treatments that will make the list this year and those that will need to wait for another
year. Any funds not expended through this project can be utilized in future year's projects. The
engineer's estimate is not the amount the Town will pay for the project. The Town will pay the bid
prices based on the competitive bid market.
This project includes funding of $900,000 allocated to the project by Council from the FY 14/15 Street
Maintenance funds. Staff is also recommending allocation of FY 15/16 Annual Street Repair and
Resurfacing and Pavement Rehabilitation — Crack Seal funds towards the project for a total project
allocation of $2,232,782 (total funding from the budget minus $900,000 on -hold pending resolution of
funding for the Almond Grove project).
CONCLUSION:
1. Approve the revised plans and specifications for the Annual Street Repair and Resurfacing and
Pavement Rehabilitation — Crack Seal Project and authorize the Town to advertise the project for

BACKGROUND (cont'd):
This is a recurring annual project for street resurfacing activities throughout the Town to enhance
vehicular safety and maintain the roadway infrastructure in Los Gatos. Preventive maintenance
programs such as this are essential to managing the life cycle costs associated with Town infrastructure.
Preventive maintenance activities extend the life of the streets, reducing the frequency of much more
involved and much more costly reconstruction.
At the June 16, 2015 Town Council meeting, the Town Council approved a Capital Improvement
Program budget for FY 2015/16. In conjunction with the capital budget discussion, Council approved a
project scope and budget for the FY 2014/15 Annual Street Repair and Resurfacing and Pavement
Rehabilitation — Crack Seal Project as provided for in the project's June 16, 2015 Town Council report.
Following Council's authorization for staff to bid and award the project staff developed the plans and
specifications to meet the scope and budget and advertised the project for bid. The list of streets in this
project are included as Attachment 1. Bids for the revised plans and specifications were opened on July
17, 2015. The bids received exceeded the Council's approved budget allocation of $900.000. Reasons
for the high bids included a robust economy with high demand for available contractors and timing of
the bid, as interested contractors had already filled their summer construction schedules, lowering
interest in the project.
Staff returned to Council at the August 4, 2015 Town Council meeting requesting Council reject all bids
and noting staff would return to Council in late fall or early winter with a request to rebid the project
with the goal of procuring more favorable bid results. Council authorized staff to reject all bids.
DISCUSSION:
The streets incorporated into this project were developed from the street maintenance list provided to
Council at the June 2, 2015 Town Council meeting (Attachment 1). This street list was created by the
Town's Streetsaver Pavement Management Program, as well as through visual verification surveys by
Town staff. Streetsaver makes recommendations on streets for inclusion based on the amount of funds
available and how those funds can be utilized to improve streets. At times, Strectsaver identifies streets
for maintenance to prevent those streets from deteriorating to a point where more expensive
maintenance is required. This means streets in poorer condition (lower Pavement Condition Index or
PCI) may not receive maintenance as extending the timeline on those streets does not create
significantly greater expense. The visual verification provides the physical review to ensure staff agrees
with the computer generated list. In addition, several streets identified by the Town's street maintenance
crew as high priority streets are included on the new recommended project list. The revised list
combining staff recommended streets with a modified Streetsaver list is provided as Attachment 2.
These are the streets that will receive maintenance under this project.

The need for pavement maintenance and rehabilitation work on the Town's roadway system exceeds the
amount of available resources. In order to maximize the use of Town resources, staff recommends the
use of a Rubberized Asphalt Concrete (RAC) cape seal process as an alternative to the more
conventional Asphalt Concrete (AC) overlay. The base material is made from recycled tubber, which
consists of ground up or granulated rubber particles derived form tires.
The RAC cape seal process is the application of a rubber chip seal followed by an application of a slurry
seal or microsurfacing for final surfacing which results in a thin pavement surfacing that provides
improved resistance to reflective cracking (old cracking that radiates to a new surface) and seals the
street to prevent damaging water intrusion. Use of RAC provides significant cost savings when
compared to conventional overlay strategies. This application has a life expectancy of approximately
8-10 years. The Town has successfully resurfaced streets in many neighborhoods over the past few years
with RAC and found this resurfacing approach to be cost effective with very good results, e.g., sections
of University Avenue. Wedgewood Avenue, and Roberts Road.
In addition to the previous $900,000 allocated to the project by Council from the FY 14-15 Street
Maintenance funds, staff is also recommending allocation of FY 15-16 Annual Street Repair and
Resurfacing and Pavement Rehabilitation — Crack Seal funds towards the project for a total project
allocation of 52.7.32,782 (total funding from the budget minus $900.000 set aside for Almond Grove).
The engineer's estimate for this project is $2,219,644, which includes a 15% contingency. Staff is
including an additive alternate for additional pavement digout (pothole) repairs for an additional
$117,000, to be used for miscellaneous pothole repairs throughout the Town. This additive alternate
will only be awarded if the base bid plus the additive alternate low bid come within the total street
allocation dollars of $2,232,782.
Plans and specifications for this project are complete and will be available for review on the Town
website at www.LosGatosCA. ovg /CIP and at the Parks and Public Works Engineering Department the
Friday before the Town Council meeting.
CONCLUSION:

The previous project bids from contractors had high unit costs, which resulted to overall high project
costs. At the time. the funding allocated for the prOjcLY was S900.0(10 from the Fiscal Year 20)4%15
budget and the bids received exe,ceded that amount due to the high unit costs. Staff did not feel the unit
costa were reasonable and lheretore recommended rejecting the bids. In the current project, statl
recommends combining the Fiscal Years 2014. 15 and 2015 I() budget allocations for the nc%% project.
With that. the scope Of the project has increased significantly - meaning more street surface can be
addressed. Staffexpects the unit costs and overall project costs tO he competitive in this bidding evele
The result will be a much larger street resurfacing project to address the street maintenance needs of the
Town.

MTC StreetSaver Program and Types of Street Treatments Discussion
The Town uses the StreetSaver software program to assist in evaluating maintenance needs on
the Town's street network. The StreetSaver program tracks streets by their associated Pavement
Condition Index (PC[), which identifies what condition the street is in. At a high level, streets
are categorized by condition on a 100 point scale:

Base street conditions are collected through manual visual assessments every four years for
residential streets and every two years for arterial and collector streets and that data is utilized to
update the StreetSaver database. StreetSaver tracks the score and based on multiple criteria,
including traffic levels and current condition, decreases the condition rating of streets over time.
There are a multitude of preventive and corrective maintenance solutions that streets can receive.
Each has its place, depending on the condition of a street. The following categories explain the
more common solutions utilized in the Town.
Slurry Seal — This is a liquid emulsion that can be applied to the existing street surface in
a relatively thin layer. The slurry seal protects the surface from water intrusion. Water is
the enemy of streets — once it gets into the base layer streets deteriorate at a much faster
rate. Slurry seals are very cost efficient and are applied to streets in a good to very good
condition. Slurry seals do not work well over streets with larger maintenance problems.
Spot Patching — Also referred to as Dig Outs, this is the removal and replacement of
targeted areas of streets where the pavement has failed. The removal of failed areas
keeps the failure from spreading. These patches require a follow up surface coating like a
slurry seal or a rubber cape seal. "Leveling course" is also included in spot patching and
involves very thin layers of asphalt over existing pavement.
Rubber Cape Seal — The rubber cape seal is a process that has been utilized extensively
in the Town recently. This process applies a mixture of ground rubber (made from tires)
with asphalt to the surface of the street in a thin layer, adds a layer of rock chips and then
covers this with a slurry seal. The rubber chip part of this process provides a flexible
surface to overcome cracking in the existing pavement. The rubber cape seal is cost
effective and, when combined with spot patching, provides a good road surface that
maximizes maintenance dollars.
Overlay — An overlay is the addition of a layer of asphalt on top of the existing asphalt.
The thickness of the overlay can be two inches or more, depending on the condition of
the roadway. An overlay most often includes the grinding off of the asphalt at the curb
line to allow for a smooth transition and can include grinding of the entire street if
needed. Overlays also can be preceded by spot patching to repair major damage. 631

Reconstruction — When a street reaches the end of its serviceable life, a reconstruction
of the street may be necessary. A reconstruction removes the entire roadway surface and
rebuilds it from the base up. Reconstruction is the most expensive solution and as such,
the goal is to keep streets from getting to this stage for as long as possible.
These solutions get progressively more expensive in the order listed. Often times it makes sense
to treat a street that is in better condition to keep it from dropping to the next maintenance level
rather than treating a street that has already reached that lesser level. For example, a street might
warrant spot patching and a cape seal to keep the street from falling into a more expensive
reconstruction category. Compared with a second street that is already in the lower category and
will not get more expensive to maintain in the near future, the first street could get priority. This
means leaving some streets with potholes while addressing others without potholes to maximize
the maintenance dollars over the long terns.
