A. APPROVE THE REVISED PLANS AND SPECIFICATIONS FOR THE ANNUAL
STREET REPAIR AND RESURFACING AND PAVEMENT REHABILITATION
— CRACK SEAL PROJECT AND AUTHORIZE THE TOWN TO ADVERTISE
THE PROJECT FOR BID.
B. AUTHORIZE THE TOWN MANAGER TO AWARD AND EXECUTE A
CONSTRUCTION AGREEMENT IN AN AMOUNT NOT TO EXCEED THE
AVAILABLE BUDGETED AMOUNT OF $2,232,782, WHICH INCLUDES A
15 PERCENT CONTINGENCY.
REMARKS:
After the initial staff report was distributed on January 28, 2016, staff received the following comment
from a Council Member and the attached public comment (Attachment 6):
In the list of streets to repair, there are many with Pavement Condition Indices (PCIS) in the teens
and twenties which I thought should put them far into the reconstruction requirement, yet they
are planned for rubber cape seals, which I did not think was a reconstruction technique. If we are
reconstructing then should some of these be worth leaving in reconstruction and repairing others
not yet in reconstruct?

REMARKS (cont'd):
StreetSaver provides a high level view of street conditions based on the PCI rating. In the evaluation
process, staff uses StreetSaver as a starting point and the Town's engineering staff reviews those streets
in the field to confirm their condition. In some cases, StreetSaver gives a street low marks, but staff
identifies solutions that can keep the street out of reconstruction. For Los Gatos, this has meant digging
out specific failed areas and plugging those holes with new asphalt and then installing a rubber cape seal
over the top of it. The use and success of this solution points to the strength of the rubber cape seal as a
way to extend the life of the streets, even in some relatively drastic situations. It also demonstrates the
value in having Town staff visit and professionally evaluate each street.
Clarify funding and the funding source within the context of funding set aside by Council for
Almond Grove.
At the June 16, 2015 Town Council meeting, Council requested $900,000 of the FY 14/15 street
maintenance funding be put on hold for Almond Grove and those funds remain separate. The remaining
$900,000 was allocated towards the street maintenance program and has been combined with the FY
15/16 street maintenance funds to support this project.

Subject: Road Repairs - Cypress Way, Los Gatos
Dear Council Members,
I am a resident of Cypress Way in Los Gatos.
I understand that the Annual Street Maintenance Project is to be discussed at the next Council
meeting on Tuesday February 2nd.
I'm writing to express my concern at the state of our road, particularly the area from the split
with Blackberry Hill, up to the portion of the road which was repaired with funding from the
residents in summer 2014. The condition of the road is only likely to deteriorate further and so
delaying repairs is only going to make this project more expensive, and in the interim, increases
the risk of an accident on this section of road.
I hope that you can approve repairs to this stretch of road in the not too distant future. I
cannot attend the meeting on Tuesday but look forward to hearing some good news.
