RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
ADOPTING GENERAL PLAN AMENDMENT NO. 2 FOR 1994, AMENDING THE
LAND USE MAP, CIRCULATION AND, CONSERVATION AND HISTORIC
PRESERVATION ELEMENTS OF THE GENERAL PLAN
WHEREAS, pursuant to the provisions of Section 15200 et seq. of the California
Environmental Quality Act (CEQA), the Planning Commission held a public hearing on July
13, 1994 and recommended a Negative Declaration to the Town Council for General Plan
Amendments GP -94 -1, GP -94 -2 and found that General Plan Amendment GP -94 -3 is
categorically exempt under Section 15061(b)(3) of the CEQA Guidelines; and
WHEREAS, pursuant to provisions of Government Code Section 65350 et seq., the
Planning Commission at a public hearing on July 13, 1994 considered and recommended to
the Town Council General Plan Amendments GP -94 -1, GP -94 -2 and GP -94 -3 finding the
proposed amendments internally consistent with the Town General Plan; and
WHEREAS, the Town Council held a public hearing on July 18, and continued the
hearing and concluded it on August 1, 1994 in compliance with Government Code Section
65350 et seq; and
RESOLVED, in the matter of General Plan Amendment GP -94 -1, on August 1, 1994
the Town Council:
A. Finds that the proposed amendment will not have a significant impact on the
environment and makes the Negative Declaration ND -94 -2 in compliance with
Section 15200 et seq. of CEQA;
B. Finds the proposed amendment internally consistent with the General Plan; and
C. Amends the Land Use Map of the General Plan to show a 1.4 acre parcel (as shown in
Exhibit A) to be designated Medium Density Residential (5 -12 dwelling units per
acre).
BY THE FOLLOWING VOTE:
YES: Randy Attaway, Linda Lubeck and Patrick O'Laughlin
NOES: Joanne Benjamin and Steven Blanton
FURTHER RESOLVED, in the matter of General Plan Amendment GP -94 -2, on
August 1, 1994 the Town Council:
A. Finds that the proposed amendment will not have a significant impact on the
environment and makes the Negative Declaration ND -94 -2 in compliance with
Section 15200 et seq. of CEQA;
B. Finds the proposed amendment internally consistent with the General Plan; and
C. Amends the Conservation and Historic Preservation Element of the General Plan to
acknowledge the Town's participation in the Santa Clara Valley Non -point Source
Pollution Control Program to read as follows:

8.2.2.e How can the Town minimize the discharge of non -point
source pollution into our storm drain system to protect
our natural water resources?
8.4.2.g Establish non -point source pollution control programs to
reduce and control the discharge of non -point source
pollutants.
8.5.2.h Actively promote and employ the Santa Clara Valley
Non -point Source Pollution Control Program.

FURTHER RESOLVED, in the matter of General Plan Amendment GP -94 -3, on
August 1, 1994 the Town Council:
A. Finds that General Plan Amendment GP -94 -3 is categorically exempt under Section
15061(b)(3) of the CEQA Guidelines;
B. Finds the proposed amendment internally consistent with the General Plan; and
C. Amends the Circulation Element of the General Plan to eliminate the plan for traffic
medians on Winchester Boulevard north of Shelbourne Way and, on University
Avenue north of Blossom Hill Road to read as follows:

Blossom Hill Road to Vineland Avenue: Widen the road to 2
lanes with parking.
4.6(6)g(9) WINCHESTER BOULEVARD:
North of Shelbourne Way: Widen the road to 4 lanes with bike
lanes or parking.
