CMA
Congestion Management Agency- The organization
responsible for county -wide transportation planning, including
congestion management, design and construction of specific
highway, pedestrian, and bicycle improvement projects, as well
as promotion of transit oriented development.
Envision Silicon Valley
Ballot Initiative for November 2016 targeting a r/2 cent sales tax
dedicated to transportation.
Express Lanes
A combination of HOV lanes and pay -to -use dynamic pricing
lanes. Express lanes provide the opportunity for single
occupancy vehicles to use the HOV lane for a fee. The fee can
vary depending on the time of day and traffic levels.
HOV Lanes
Also known as carpool lanes, these lanes are dedicated to
vehicles with multiple occupants.
MTC
Metropolitan Transportation Commission — Designated by
the Federal and State governments to manage Bay Area Wide
transportation planning. The MTC coordinates across the 9 Bay
Area Counties on transportation.
North and West Valley Cities
The West Valley Cities plus the addition of Los Altos, Los Altos
Hills, Mountain View, Palo Alto, and Sunnyvale.
PAC
Policy Advisory Committee - A committee acting in an
advisory role to the VTA Board of Directors from a policy
perspective. The PAC is made up of elected officials from
Santa Clara County towns, cities, and the County itself.
Council Member Jensen represents the Town and Council
Member Rennie is the alternate.
Plan Bay Area Bay Area wide plan for transportation solutions led by the
MTC.
Regional Transportation A series of meetings of the North and West Valley Cities
Meeting including Mayors, Managers, and Public Works Directors to
discuss transportation issues with these guiding principles:
• We need an innovative, intermodal and
geographically balanced long-term transportation
vision for Santa Clara County that:
o Thinks beyond the car and focuses on mode
shift to address current and future travel
needs.
o Sustains and improves current transportation
systems and facilities.
• This vision should inform and support an integrated
regional strategy and decisions on future mass transit
investments.
• A comprehensive strategy for Santa Clara County
mass transit needs should be developed as soon as

possible focusing on:
o Current and future employment, housing and
commute patterns/data within and outside of
Santa Clara County.
o Transit and other alternatives in congested
commute corridors (with a priority focus on the
Highway 85/U.S. Route 101/State Route
237/Interstate 280 corridors).
o First- and last -mile connections.
o Expansion of and better connections to the
regional transit network.
o Implementation and funding strategies.
Projects identified for inclusion and funding in the
VTP 2040 and Envision Silicon Valley sales tax
measure should support these principles.

TAC
Technical Advisory Committee — A committee acting in an
advisory role to the VTA Board of Directors from a technical
perspective. The TAC is made up of Public Works staff
member from Santa Clara County towns, cities, and the County
itself. Director Morley represents the Town.
VTA
Valley Transportation Authority — In addition to providing
mass transit solutions, VTA acts as the Congestion Management
Agency
(see CMA)
VTP 2040
Valley Transportation Plan looking at transportation solutions
through 2040, led by VTA and folded into Plan Bay Area.
West Valley Cities
The collective cities of Los Gatos, Campbell, Saratoga,
Cupertino, and Monte Sereno. This is an unofficial group. The
Mayors and Managers of this group meet regularly to discuss
items of mutual interest.
