1996-119-Execute Agreement With The Humane Society Of Santa Clara Valley For Animal Control Services To The Five West Valley CitiesRESOLUTION 1996 -119 RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS AUTHORIZING THE TOWN MANAGER TO EXECUTE AGREEMENT WITH THE HUMANE SOCIETY OF SANTA CLARA VALLEY FOR ANIMAL CONTROL SERVICES TO THE FIVE WEST VALLEY CITIES WHEREAS, the County of Santa Clara continues to no longer provide animal control services to cities; and WHEREAS, each of the West Valley Cities (Campbell, Cupertino, Los Gatos, Monte Sereno, and Saratoga) still identifies a need to provide animal- related services within their communities; and WHEREAS, the West Valley Cities have determined that it is in their best interest to cooperate in the continuing operation of an Animal Control Services Program; and WHEREAS, each of the West Valley Cities have entered into an Agreement for the operation of an Animal Control Services Program for the benefit of the citizens of their jurisdictions, and are participating in the Program, and have declared their commitment to share financially in the Program; and WHEREAS, the current provider, Central Animal Hospital (also known as West Valley Pet Shelter) for shelter and veterinary care and licensing has submitted their notice of contract cancellation; and WHEREAS, the West Valley Animal Service Committee reviewed and analyzed alternatives for shelter and veterinary care and licensing and has selected Humane Society of Santa Clara Valley to provide these services; and WHEREAS, the West Valley Animal Service Committee is in the process of incorporating shelter and veterinary care language into the existing field services agreement for the five West Valley Cities Managers signatures. BE IT RESOLVED, that the agreement with the Humane Society of Santa Clara Valley for providing animal control services to the five West Valley Cities shall include the following with respect to the Town of Los Gatos: 1. Cost of program shall be based on percentage of use by individual city. a. Los Gatos' share of field service for fiscal year 1996 -97 is 27.2 percent or $47,676. b. Los Gatos' share of shelter and veterinary care for fiscal year 1996 -97 is 30 percent or $22,950. 2. The annual cost for future years will be adjusted based on the percentage change in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI- W) for San Francisco, Oakland, San Jose (Bay Area.) 3. The Fhimane Society is available to the public 24 hours a day throughout the year. 4. Better services will be available to Los Gatos residents through a single provider of animal services. BE IT FURTHER, RESOLVED, that the Town Manager is authorized to sign agreement with the Humane Society of Santa Clara Valley for providing animal control services to the five West Valley Cities as described above. PASSED AND ADOPTED at a regular meeting of the Town Council of the Town of Los Gatos, California, held on the 16th day of September, 1996 by the following vote: COUNCIL MEMBERS: AYES: Joanne Benjamin, Steven Blanton, Linda Lubeck, Patrick O'Laughlin, Mayor Randy Attaway.
