1996-156-Adopting The Arts Commission Master PlanRESOLUTION 1996 -156 RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS ADOPTING THE ARTS COMMISSION MASTER PLAN WHEREAS, the Town Council adopted an Arts Commission Master Plan in 1991 through Resolution 1991 -187; WHEREAS, the Arts Commission Master Plan identifies the Commission's goal to encourage the understanding, development, and appreciation of creative arts activities in the Town of Los Gatos and allows for annual review and revision of Commission goals, objectives, and activities as described therein; WHEREAS, the Town Council approved revisions to the Master Plan in 1993 through Resolution 1993 -137; WHEREAS, Town Council wishes to replace the 1993 Master Plan with a revised version resulting from the Arts Commission's annual review of the Master Plan. NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF LOS GATOS DOES HEREBY RESOLVE AS FOLLOWS: that the Town Council hereby 1) adopts the attached Arts Commission Master Plan; and, 2) rescinds Resolution 1993 -137. PASSED AND ADOPTED at a regular meeting of the Town Council of the Town of Los Gatos, California, held on the 16th day of December, 1996, by the following vote: COUNCIL MEMBERS: AYES: Randy Attaway, Steven Blanton, Jan Hutchins, Vice Mayor Linda Lubeck NAYS: None ABSENT: Joanne Benjamin ABSTAIN: SIGNED: VICE MAYOR OF THE TOWN OF LOS GATOS LOS GATOS, CALIFORNIA ATTEST: 4 ti CLERK OF THE TOWN OF LOS GATOS LOS GATOS, CALIFORNIA ARTS COMMISSION MASTER PLAN Mission Statement: Exhibit A The Arts Commission encourages the understanding, development, and appreciation of creative arts activities in the Town of Los Gatos. Its purpose is to enrich people's lives through the arts and establish a strong community identity. The Arts Commission is advisory to the Town Council on arts programs and plans, and coordinates Council - approved arts activities. Goals, Objectives, Activities: I. The Arts Commission Master Plan, as approved by the Town Council, guides the work of the Arts Commission. The Arts Commission shall: A. Periodically review the Master Plan; B. Encourage public input in the review process; C. Develop a Schedule of Projects identifying priorities and timeframes for completing projects identified in the Master Plan; and D. Submit the revised Plan and Schedule of Projects to the Town Council for adoption. II. The Arts Commission seeks to encourage community involvement in arts programs and projects. A. Arts Commissioners individually and collectively shall: L Actively participate in the implementation of the Master Plan. 2. Encourage and support collaborative efforts among groups who wish to support the arts. 3. Update and distribute as appropriate a brochure highlighting Arts Commission activities and services within the community. 4. Network with other Town Commissions in order to cooperatively implement projects and programs which serve the Town. 5. Continue to produce and direct "Music in the Plaza" as an on -going summer music series designed to enhance and enrich the Los Gatos community. 6. Assist the Forbes Mill Footbridge Youth Mural Committee in completing Phase II of the Mural Project. 1 7. Consider revisions to the Art in the Council Chambers Program; schedule and coordinate future exhibits. 8. Complete site visits to those arts, cultural, and/or educational agencies receiving Community Grant funding from the Town; report impressions and findings to Arts Commission. 9. Participate in the annual Community Grant process; review applications submitted by local arts, cultural, and educational agencies; consider site visit reports when evaluating applications; prepare and present funding recommendations to Council. 10. Encourage arts organizations and individuals to participate in Town Community Service Grants Programs. B. Future projects include but are not limited to the following: Consider the reorganization of Commission committees into Visual /Theater Arts, Musical Arts, Public Art, and Administrative categories. 2. Review and inventory exterior and interior sites suitable and available for display of public art within the Town. Research the feasibility of establishing an Art on Loan Program with the goal of increasing the number of artworks on display in the Town - at no or minimal cost to the Town. 4. Develop a Visual /Cultural Arts Guide identifying local art displays and cultural activities. Develop plans to sponsor an "Arts Awards Evening" in the Fall of 1997 recognizing an individual, group, or business having made a significant contribution to the arts in Los Gatos during the preceding year; solicit requests for award nominations through public notice in the local newspaper. Members of the Arts Commission (with community assistance) shall determine the "Arts Award" recipient(s). III. The Arts Commission shall develop an annual budget for each planned project to include revenue sources and justification for expenditures. A. Specifically, the Arts Commission shall: Review all prior year project expenditures. Consider the funding needs of existing and future projects in keeping with the scope and intent of the projects. 3. Develop appropriate funding programs and identify revenue sources for all planned 2 projects. 4. Review fundraising options and establish fundraising plans which may include one or more of the following: a. Seek funds from grant agencies as appropriate. b. Seek financial and in -kind support from the Town Council as appropriate. C. Encourage groups and individuals in the Town to support art projects through monetary donation or volunteer effort. d. Plan and sponsor fundraising events or projects to support Arts Commission projects and programs. e. Submit fundraising information to the Town Council for direction and authorization. f Develop and maintain reserve fund(s). IV. The Arts Commission seeks to enrich the Town environment through public arts programs. A. The Commission implements Town policy concerning long -term loans, gifts, purchases and commissioned artworks for public installation. It shall: 1. Identify and inventory, with Town Staff assistance, exterior and interior sites suitable and available for display of public art within the Town. 2. Consider recommendations made by the Art Selection Panel in regards to accepting or rejecting artwork on loan or gifted to the Town, for purchasing existing artwork, or for commissioning artists to create new artwork for the Town; formulate recommendations for Town Council consideration and implement approved installations.
