RESOLUTION OF THE TOWN OF LOS GATOS
COMMENDING MICHAEL LAROCCA
FOR SERVICE TO THE TOWN OF LOS GATOS
WHEREAS, MICHAEL LAROCCA'S career with the Town began February 2,
WHEREAS, MICHAEL was promoted to Director of Parks, Forestry &
Maintenance Services on July, 1991; and
WHEREAS, since that time MICHAEL has devoted countless hours of personal
dedication to ensure that the Town's Parks, Forestry & Maintenance Services Department has
delivered responsive, quality services to the Community; and
WHEREAS, MICHAEL maintained Department service levels and reduced
expenditures by reorganizing and consolidating maintenance activities; and
WHEREAS, MICHAEL has provided support to the Parks Commission and Trails
& Bikeways Committee; and
WHEREAS, MICHAEL was selected by his peers in 1995 as "Outstanding Public
Works Superintendent" in the bay area; and
WHEREAS, MICHAEL chaired the Employee Recognition and Safety Committees
for many years; and
WHEREAS, MICHAEL coordinated restoration of Maria's Berry Farm; and
WHEREAS, MICHAEL'S Department received the California Highway Patrol
Terminal Inspection Award; and
WHEREAS, MICHAEL started the pavement management system which has
improved the Town's ability to provide cost effective roadway improvements; and
Trail; and
WHEREAS, MICHAEL was instrumental in constructing the Los Gatos Creek
WHEREAS, MICHAEL negotiated a written agreement with Prototype Inc. to
provide a fleet management information system; and
WHEREAS, MICHAEL worked with the community to provide four playgrounds
in Town; and
WHEREAS, MICHAEL developed an intergovernmental cooperative agreement to
provide animal control services when Santa Clara County eliminated that service; and
WHEREAS, MICHAEL was instrumental in securing grant funding from the Bay
Area Air Quality Management District in the amount of $230,000 for purchase and CNG
conversion of 12 police vehicles and the Congestion Management District in the amount of
$33,000 for purchase of CNG vehicles and a rebate from PG &E for the conversion of the Town's
police vehicles to compressed natural gas; and
WHEREAS, MICHAEL obtained grant funding from Valley Transportation Agency
in the amount of $225,000 for the construction of a CNG commercial fueling facility at Lark
Avenue and Winchester Boulvevard ; and
WHEREAS, MICHAEL secured grant funding from Santa Clara County Parks and
Recreation for the restoration of the Cupola; and
WHEREAS, MICHAEL has saved the taxpayers a significant sum of money by
contracting for tree services; and
WHEREAS, MICHAEL developed conservation measures at Parking Lot 4 and the
Civic Center which not only improved the appearance of the facility, but will produce energy
savings in years to come; and
WHEREAS, MICHAEL was responsible for the Town receiving the "Clean City"
award from the Department of Energy and the "Tree City USA" award from the Department of
Forestry; and
WHEREAS, MICHAEL increased efficiency of the Department by skillfully using
volunteers, implementing cost effective measures for replacing roadway sections, and making use
of the Department of Corrections Volunteer Support; and
WHEREAS, MICHAEL contributed to interagency cooperation by providing street
sweeping services to the City of Monte Sereno; and
WHEREAS, MICHAEL was responsible for designing, developing and completing
landscaping of local streets affected by Route 85.
NOW, THEREFORE, BE IT RESOLVED, that it is with deep appreciation that
the Town Council of the Town of Los Gatos, hereby renders its thanks to MICHAEL
LAROCCA for his contributions to the citizens of the Town of Los Gatos during his tenure as
Director of Parks, Forestry & Maintenance Services.
PASSED AND ADOPTED at a regular meeting of the Town Council of the Town
of Los Gatos, California, held on the 2nd day of June, 1997 by the following vote:
