As many as twelve concerts, featuring a variety of styles, forms and multi- ethnic and cultural origins, are produced by the Town of Los Gatos Arts Commission for the enjoyment of Town and area residents of all ages and backgrounds. A special 4th of July celebration concert featuring the San Jose Wind Symphony and held on the Los Gatos High School lawn is also coordinated as part of MIP. 1 Arts Council of Santa Clara County CAF 1998 2 -3 TOWN OF LOS GATOS ARTS COMMISSION: The Arts Commission is an appointed advisory group to the Town Council consisting of nine voting members (i.e., volunteers) who serve without compensation. The Arts Commission works to foster a comprehensive arts environment within the Town through the support, development, and appreciation of the visual arts, drama, music, literature, and other creative activities. The Commission advances the arts through the implementation of its Council- approved Master Plan and the promotion and support of quality local arts activities and nro¢ rams. )%lr!•4Y The Arts Commission encourages the understanding, development and appreciation of creative arts activities in the Town of Los Gatos. Its advises the Town Council on arts programs and plans, and coordinates Council approved activities and projects. In conjunction with Town Council, other appointed Commissions, and Town state, the Arts Commission is responsible for: • Generating community awareness and support for a full range of cultural activities in the Town; encouraging and supporting collaborative efforts among local arts and cultural organizations. ® Making recommendations to Town Council and others in the areas of art, aesthetics, history , and beautification. • Coordinating special programs and activities that inspire artistic and community celebrations (i.e., Music in the Plaza, Art in the Council Chambers, etc.). ■ Implementing Town policy concerning long -term loans, gifts, purchases, and commissioned artworks for public installation. Note: Funding for all Arts Commission projects iaraised by the Commission through community contributions (businesses and residents) and grants. Town funding is provided annually to the extent the Arts Commission is successful in obtaining a Community Grant (sometimes as much as 52,000). The Town annually contributes 20% of a Community Services Program Analyst position, and 10% of a Secretary II position, to Arts Commission work. 2. Brie/Zy describe the actii vity(ies) for which you are seeking a Community Arts Fund grant Describe the role ofvolunteers in the acfivitu.1;P6 While MIP concerts are offered free to the public, the Commission and other volunteers must raise funds to pay for all concert expenses, including musician and sound technician costs (see attached 1997 MIP budget), approximately 51,300 per concert. With one or two exceptions where performers volunteer their time and talent to MIP, it is important to the Arts Commission that performers be paid for their concerts. The $2,500 grant request would ensure funds for a special first concert, one featuring a popular local group with a large area following. It would also allow the Commission to promote the concerts more extensively within and outside the Town. In this way, the concert series could immediately establish itself with a large audience as a worthwhile area event . The Arts Commission has committed itself to offering a wide variety of musical styles of appeal to all age groups, with last year's line up featuring gospel, R &B, jazz, bluegrass, light opera, contemporary, ethnic and orchestral music (see attached 1997 MIP Program). It plans to produce a similarly diverse program next year, and the first concert is especially important in establishing enthusiasm and a large following for the rest of the concerts. Again, the Arts Commission is a volunteer group which dedicates hours and hours of time and effort to MIP each year. When will the activity(ies) take place? June 21, 1998 through August 30, 1998 Estimated number of participants /audience: The 1997 MIP Program attracted a weekly audience of about 500 individuals, with as many as 1500 individuals attending the special July 4th concert. Attendance increases each year, and the Arts Commission expects another great turn out for the 1998 concert series. 3. Describe the benefits to Santa Clara County and the particular community your organization serves (include Ps An informal audience survey was conducted during the last two 1997 MIP concerts, to which a total of 57 people responded. (see attached 1997 MIP Survey Results). The survey was quite informal_- the Arts Commission simply wanted to hear from the audience about what worked and what didn't Half of the respondents were Los Gatos residents, half were from other local communities. Thus, it appears MIP draws as many County residents as it does local residents, but either way, all respondents were extremely pleased with the 1997 MIP Program - the great variety of music, the quality of the performers, the setting (Plaza Park). - Arts Council of Santa Clara Count y CAF 1998 The Arts Commission views MIP as a way to bring Town and county residents together in a weekly celebration of music that is different, familiar, fun, challenging, touching, relaxing, and energizing, depending upon the week's performer. VlP is a gift to the community and a strong reminder that music can unite a community through a common social and cultural experience. Located at the western edge of the Santa Clara Valley on the lower slope of the Santa Cruz mountains, the Town of Los Gatos covers about 12 square miles and includes approximately 27,360 residents (89.7% White, 5% Asian/Pacific Islander, 4.7% Hispanic, .7% other). Of the total residents, 18% are under 18 years of age, 3% are between 18 -20 years, 66% are between 21- 64 years, and 13% are seniors (65 +)_ The Town's Household Income Distribution is as follows: $25,000 (18 %), $25- 50,000 (26 %), $50- 100,000 (35 %), S 100,000 (22 %). The original Town site was located on a ranch called el Rancho Rinconada de Los Gatos (the "Corner of the Cats "), so named because of the large number of mountain lions native to the area. Los Gatos is a picturesque and charming Town of enterprising citizens proud of who they are and protective of where they live. There is a strong sense of community pride and involvement demonstrated by a variety of community based commissions and organizations interested in retaining the area's exceptional living environment. Los Gatos is a General Law Town controlled by an elected Town Council. reach The Los Gatos Weekly Times promotes MIP throughout the season, occasionally highlighting the various performers with a full or half page article. MIP posters are produced and distributed to local businesses and sponsors, and posted around the Civic Center. Promotional postcards are created and widely distributed through the mail and around Town. Programs and special "flyers" acknowledging NO sponsors and the weekly performer are distributed at each concert. The reputation of prior year concerts also brings many people from throughout the County to MIP. 5. BriEa describe you nization's arts activities over the ast r v I o years. Music in the Plaza (MIP) Coordinated jointly by the Arts Commission and the Community Services Department, MIP is a summer series of free musical concerts held in the Town Plaza Park on Sunday afternoons. It is an extremely popular event which has enriched the community and added vitality to the downtown area since 1988. As many as twelve performances of various musical styles are produced each season; the number of concerts actually presented is dependent upon donations, grants, and project costs. Each concert attracts at least 500 community and area residents, sometimes more. All concerts are planned to: • meet the highest quality artistic standards; ■ allow family and community members to share a common social and cultural experience; ■ support a variety of styles, forms, and multi - ethnic and cultural origins; and ■ support the arts through the presentation of world music and promotion of local talent. Forbes Mill Footbridge The Mural Project, a collaborative effort coordinated by Mural Committee volunteers and the Arts Youth Mural Project Commission, is intended to bring together local area school kids in the transformation of the footbridge into a colorful, interpretive mural reflecting Town history, culture, agriculture, architecture, flora and fauna, etc. Generally, the Project strives to: ■ expose Los Gatos youth to art, nature, and Los Gatos history; ■ encourage young people to take responsibility for community enhancements; • develop the artistic skills of young participants and encourage creativity; • transform a drab footbridge into a colorful walkway; ■ attract more people to the Los Gatos Creek Trail and the Forbes Mill Museum; • provide a forum for sharing art and Los Gatos history with the public; and • deter vandalism on the bridge. Work on the Mural Project is proceeding in phases. Phase I resulted in the completion of 70 panels, while Phase II, conducted in Spring 1997, resulted in the completion of about 20 panels. A final painting session is scheduled for Spring 1998. 3 Arts Council of Santa Clara County CAF 1998 Art in the Council Chambers The Art in the Council Chambers Program serves three primary functions: I[ allows artists to exhibit work locally, allows the public access to a wide variety of art expression, and enhances the environment surrounding the Civic Center. Approximately six different exhibits, lasting from one to three months, are scheduled each year. A reception is coordinated to kick off each new exhibit, announcements postcards are produced and distributed around Town, and press coverage in the Los Gatos Weeklv Times is coordinated. A sponsorship program is currently in place which allows individuals to "adopt" an art exhibit. The Art in the Council Chambers Program is popular among Town Council, local artists, and citizens alike. Community Grants The Arts Commission evaluations grant applications submitted annually by arts, educational, and cultural organizations interested in obtaining grant funds through the Town's Community Grant Program. The Commission provides funding recommendations to the Town Council. 6. How does your or anization unction? Describe the res ective roles o board, volunteers, professional staff i any. The Arts Commission is an appointed, volunteer advisory group to the Town Council consisting of nine voting members. Each Commissioner serves a three year term, staggered so no more than one -third of the membership expires each year. Public meetings are held on the first Thursday evening of each month: five members at a meeting constitute a quorum. The Coaunission designates a Chair and Vice -Chair each year to facilitate meetings and programs. The Arts Commission Master Plan guides the work of the Commission by identifying goals, objectives, projects, and activities, as well as ongoing responsibilities. Work is accomplished through participation in various subcommittees (Visual Arts, Musical Arts, Public Arts, and Administration). The Arts Commission solicits the help of volunteers in the production of its various programs as needed and is responsible for raising funds for all programs and projects. The Town of Los Gatos provides staff assistance to the Commission on a limited, part -time basis: staff drafts agendas and minutes, assists in establishing program guidelines and procedures, provides clerical support, monitors fiscal activity, and generally helps to facilitate Commission programs and projects. 1.
