Staff ReportDRAFT Town Council Meeting 12/1/15 Item # I MINUTES OF THE TOWN COUNCIL/PARKING AUTHORITY MEETING NOVEMBER 17, 2015 The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday, November 17, 2015, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Mayor Marcia Jensen, Vice Mayor Barbara Spector, Council Member Steve Leonardis, Council Member Rob Rennie, Council Member Marico Sayoc. Absent: None PLEDGE OF ALLEGIANCE Riki Toram led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Mayor Jensen presented Steve Conway, Director of Finance, the Certificate of Achievement for Excellence in Financial Reporting (CAFR) for Fiscal Year Ending 2014. COUNCIL/TOWN MANAGER REPORTS Council Matters There were no Council matters. Manager Matters There were no Manager matters. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve Council Minutes of November 3, 2015 2. Second Reading - Zone Change Application Z-15-001. Project Location: 485 Monterey Avenue. Property Owner: Black Real Estate Investments LLC Applicant Michael Black Adopt an Ordinance rezoning a property located at 485 Monterey Avenue from O to R-1 D. APN 410-16-026 ORDINANCE 2247 3. Valet Parking a. Adopt an Ordinance of the Town Council of the Town of Los Gatos amending Chapter 29 (zoning regulations) Section 29.10.145 of the Town Code allowing businesses to charge for valet parking services within private parking lots ORDINANCE 2246 b. Approval of a Council Policy establishing valet parking rules and regulations to implement amended Town Code Section 29.10.145 POLICY 2-01 4. Adopt a resolution making determinations and approving the reorganization of territory designated as Linda Avenue No. 4, approximately 0.23 acres located at 15951 Linda Avenue. APN 523-25-025 RESOLUTION 2015-063 Consent Items — continued 5. Automated Materials Handling System a. Authorize the Town Manager to execute an agreement with Biblioteca, LLC in the amount of $134,025 for an Automated Materials Handling System for the Los Gatos Library b. Authorize a budget adjustment within the Clelles Ness Trust Fund in the amount of $59,025 6. Adopt a resolution for the summary vacation of approximately 0.04 acres of public right of way easement of an unnamed alley off of Pennsylvania Avenue, between property on 345 and 337 Pennsylvania Avenue RESOLUTION 2015-064 MOTION: Motion by Council Member Steve Leonardis to approve consent items 1 through 6. Seconded by Vice Mayor Barbara Spector. VOTE: Motion passed unanimously. VERBAL COMMUNICATIONS Kim Hastings - Commented on the status of WiFi in the community, the use of Tasers, CPR certification of Police officers and CERT volunteers, farmers market discussion at a future Council meeting, cinder blocks in roadway off of Highway 17 near the North 40, and staff providing a list of agenda items that are opened, closed, or pending. The Town Manager was asked to follow up with Ms. Hastings. John Shepardson - Commented on remembering those that have encouraged us to participate in politics. OTHER BUSINESS 7. Appointment of Mayor Mayor Marcia Jensen provided comments on her year as Mayor. MOTION: Motion by Mayor Marcia Jensen to appoint Council Member Barbara Spector as Mayor. Seconded by Council Member Marico Sayoc. VOTE: Motion passed unanimously. Mayor -Elect Barbara Spector provided comments on Mayor Jensen's accomplishments, her own appointment, and her upcoming year as Mayor. Town Council/Parking Authority November 17, 2015 Other Business — Continued 8. Appointment of Vice Mayor MOTION: Motion by Mayor -Elect Barbara Spector to appoint Council Member Marico Sayoc as Vice Mayor. Seconded by Mayor Marcia Jensen. VOTE: Motion passed unanimously. Vice Mayor -Elect Marico Sayoc provided comments on her appointment and upcoming year as Vice Mayor. Ira Spector provided comments and Superior Court Judge Diane Northway administered the oath of office for Mayor Barbara Spector and Vice Mayor Marico Sayoc. Supervisor Mike Wasserman presented a commendation to outgoing Mayor Marcia Jensen. Dennis Chiu on behalf of Assembly Member Evan Low presented a commendation to outgoing Mayor Marcia Jensen. Mayor Barbara Spector presented outgoing Mayor Marcia Jensen with a plaque commemorating her year as Mayor.
