REMARKS:
Status of Sensors:
Parks and Public Works staff was recently notified by Hillbrook School that sensor B, that
previously had not been working consistently, was repaired on September 16, 2015. Staff has
reviewed the data from that date forward and it appears sensor B is currently working with the
exception of data from 11 a.m. October 6 to 9 a.m. October 7, when both sensors were not
functioning. Staff has contacted Sensys and Sensys believes this occurred due to a local
communication error between equipment.
In the TJKM Hillbrook traffic count analysis for the six month review (Attachment 2), TJKM
used traffic analysis counts from sensor B for both the comparison review with TJKM's Video
data and for review of the days when Hillbrook exceeded the 880 trip threshold. This is because
sensor B was working during these times and the counts tended to be higher, therefore providing
a more conservative number.

October Trip Data:
The Town is posting the Sensys data at the beginning of each month for the prior month as a
practice. The October 2015 Sensys data has been posted on the Town's website and is also
provided in the following link for review: htip://www.losgatosca.izov/107iTraffic. In reviewing the
sensor A and sensor B data from October 2015, 2.7% was the largest difference between the
sensor A and sensor B counts with the average difference being 0.1 %.
Based on a review of these counts, Hillbrook School went over the 880 trip count on October 22,
2015. Sensor A showed a count of 888 for this day and sensor B showed a count of 892. Both
exceed the maximum threshold, but the higher number of 892 is considered the relevant count
for that day because it is more conservative. October 22, 2015 is not an exception day in the
school's calendar.
If the Town Council determines an increase in the number of students is warranted and Hillbrook
School vests the CUP, then pursuant to Condition 19, Hillbrook will install an additional
monitoring device (tube counter) and all conditions, which include specific traffic monitoring
requirements, will apply.

Please answer questions 3 through 5 on page 28 of the staff report (public comment):
Question: Can the traffic department make sure both sensors are consistently working? It
seems that, based on the disparity in the counts, there can be days when non - compliance
goes unrecorded. Can this situation be remedied?
Answer: Once the CUP is vested, Town staff will post the traffic data once per month and
monitor the traffic per the new CUP conditions. If a sensor is not working upon review of the
monthly data, Town staff will inform the school. However, it is the school's responsibility to
monitor the sensors on a daily basis and make sure the Sensys sensors and the backup tube
counter are working properly.
Currently, there is no traffic counting system available that has 100% accuracy. Traffic
engineering convention considers a 5% difference between counting system to be within
acceptable range. Between the two Sensys sensors and the backup tube counter, it is unlikely
there will be days when non - compliance goes unrecorded
Question: If one counter has Hillbrook over the maximum while the other does not, which
number will be used to evaluate compliance?
Answer: If one sensor has Hillbrook School over the maximum while the other does not, the
sensor with the higher number will be used by staff to evaluate compliance.

Question: The CUP does not allow for a margin of error. Will margin of error be taken
into consideration if traffic counts go over 880 (or 960)? Wouldn't this go against the letter
and spirit of the CUP?
Answer: A margin of error will not be taken into consideration for the traffic counts. In
reviewing data from both sensors and the tube counter, the more conservative sensor will be used
by staff for analyzing compliance.

I implore you to require Hillbrook to maintain its school traffic to the limits as specified by the most recent
agreement. They have a long history of "fudging' these numbers by providing limited data or inaccurate
data. Our neighborhood cannot safely sustain the increased traffic burden. Their compliance with the
negotiated agreement is essential and any consideration of increased enrollment should be predicated on
keeping traffic below the negotiated limits.

Good Morning Mayor & Council,
We humbly request that you:
1. Please refrain from extending Hillbrook School's enrollment until accurate, reliable and verified traffic
counts are confirmed through 2016.
2. Please request a traffic survey be made for the Blossom Hill Park parking lot on Shannon road and the
surrounding streets which is impacted significantly by:
a. Bus stops, pedestrians( parents & children), parking on corners, limiting driveway access for
residents & in bike lanes & jaywalking from Hillbrook bus pick up & drop off
b. Pedestrians, parking on corners and in front of hydrants, in front of homes & driveways, bike lane
access and jaywalking from Kids luv Soccer commercial activities
3. Please consider language be added to the Town Code regarding commercial activities in residentially zoned
neighborhoods, including schools, sports and bus stops.
4. Please be aware that the significant development on Los Gatos Boulevard that has occurred and is pending
near the corner of Shannon Road and additional development on Shannon road is adversely impacting not
only the quality of life for the residents of the town, but the health and safety of all those in terms of traffic,
congestion, excessive speeding and illegal turns, parking, bicycle and pedestrian use.
5. In addition:
i. Please consider permitting bus stops in the neighborhood
ii. Please consider restricted use for commercial entities in Town
parks
iii. Please consider either purchasing or leasing the land at the corner
of Shannon Road and Los Gatos Boulevard to be converted to a park /pick up /drop
off /parking /electric vehicle charging station for those attending Van Meter, Fisher and
Hillbrook schools - (additional housing is currently slated for that excessively impacted site

Council members,
As a 15 yr. resident of Hilow Rd. in Los Gatos, I ask that you do not allow Hillbrook School to increase their enrollment at
this time. Hillbrook has demonstrated inconsistent and unreliable traffic counting measures. Not only are their
numbers low, there is still an ongoing issue with parents using our streets as drop zones for children and car pool
exchanges. Living on the end of Hilow Rd. (where the road becomes on lane), I have parents parking and dropping off
students in front of my house. Have seen groups of cars pull to the side and have the children pile into one car and
continue to Hillbrook. This is a very unsafe area for these practices to occur. Obviously, this is in an attempt to avoid
the traffic counters at the Hillbrook gate.
For these reasons, I ask that Hillbrooks enrollment is not allowed to increase unless they can demonstrate
accurate /reliable traffic counting and control the use of neighborhood streets as drop zones or car pool lots.

Council members-
First of all - I am so pleased to see that Hillbrook is going forward and Planning to comply with what I believe a
well drafted and thorough CUP that at fiehe traffic concern of he neighbors and the desires for the school
to expand as best as possible.
That being said - I am extremely concerned with the accuracy of the count data. I strongly suggest the council
request Hillbrook remedy the problem and demonstrate he system is working more accurately during he month
of December before granting the increase. They have until mid - February before they start taking new student
enrollments. Let's do this right and not waste all of he efforts put into establishing this solution by accepting
sub -par results.
I agree the counts and monitoring are a huge step in he right direction - but let's get it right - being off by 35
counts on any given day is too great a variance to accept. We have he time - let's use it to push for better
accuracy. We all know once you allow an increase - you can't pull that back!

Dear Mayor Jensen, Vice Mayor Spector, and Council Members Leonardis, Sayoc, and
Rennie:
The TJKM report dated October 26, 2015 reflects that Hillbrook's existing traffic
counting system is seriously flawed and cannot be relied upon to give consistent,
accurate or reliable traffic counts.
Since Hillbrook has not met its obligation to provide accurate traffic numbers, the
Council should deny any enrollment increase at this time,
The CUP the Council approved in March 2015 guaranteed the neighborhood that Hilbrook
would be required to maintain an accurate, transparent and reliable system to count all vehicle
trips it sends through the neighborhood. That daily traffic impact on the neighborhood was not
to exceed 880 vehicle trips, even if enrollment goes as high as 414.
Based on the recent TJKM counts, it is extremely disappointing to learn that 100% of the time,
Hillbrook's current Sensys counting system undercounts the daily trips at the Hillbrook gate.
These are not small numbers each day. A system that fails to count 49, 29 and 35 vehicle trips
on all three days the Town tested, is unreliable and absolutely unacceptable.
A transparent, accurate and verifiable vehicle trip counting mechanism is essential to the
viability of the March 2015 CUP. The entire traffic mitigation system in the March 2015 CUP
relies on accurately reporting the full extent of Hillbrook's traffic. If anything, the system
should err on the side of over counting, to insure that Hillbrook maintains its traffic well under
the limits that will trigger fines.
TJKM's report implies that because the total counts it took did not exceed 880 we should
assume that Hillbrook did not exceed 880 during the six month counting period. However, the
evidence of routine undercounting leads to the opposite conclusion. One must assume that the
undercounting was present on other days as well. For the three test days, the undercounts
averaged 35 trips per day.

On May 7, 2015, Hillbrook reported 426 one way trips (doubled 852). If Hillbrook
undercounted on that day by 49 trips as it did on September 29th it actually had 901 trips, if the
undercount was 35 trips as it was on October I', then there were actually 887 trips on May 7th.
Under both scenarios there was a violation of the 880 daily trip count.
Likewise, on May 27, 2015, Hillbrook reported a total day count of 432 (doubled 864). On
May 27th even if Hillbrook undercounted by the smallest amount TJKM discovered (21 trips
on Sept. 30th), Hillbrook also violated the 880 trip count on May 27th with 885 trips. Chances
are the number was in fact higher on that day given the amount of undercounting TJKM
detected. There were no special events reported by Hillbrook on May 7th or May 27th.
In the most recent counts posted for October 2015, Hillbrook violated the 880 maximum even
without assuming any undercounting-1 On October 23, 2015, Hillbrook reported Ito
count of 444. That would be a full day count of 888, without taking any g
consideration. There were no special events reported by Hillbrook on October 23rd.
The report for October also failed to count all of the traffic on Oct. 6, 7, 2015. There are large
gaps where there was no reporting on both days.
Once enrollment increases are approved, traffic will increase. If the current counting system is
allowed to remain in effect, there will more and more days on which Hillbrook will report
compliance but will have actually violated the 880 cap. The 880 cap will become meaningless.
Given that on all three test days Hillbrook significantly undercounted its traffic, all of the data
Hillbrook supplied is unreliable.
Neither the TJKM report nor the Staff Report supplies any explanation for the undercounting.
We do not know the full extent of the undercounting that has been taking place.
Where Is The Tube Count Data?
The March 2015 CUP required that Hillbrook supply data from tube counters installed at the
gate in addition to the embedded counters. This Condition requires that both the entrance and
exit lanes at the gate be counted.2 That was supposed to be the back up to insure the accuracy
of the Sensys counts. However, there are no tube counts provided or mentioned in the Staff
Report or the TJKM report.

this becomes the routine practice.

Before any increase is granted, the following issues must be investigated to determine
why and how this is happening?
1. Is the Sensys system susceptible to being turned on and off?
2. Is there a way to know if that has been happening?
3. Are vehicles exiting the campus able to avoid the sensors and not be counted?
4. Are vehicles exiting out the entrance gate and avoiding the sensors altogether?
5. On the first day TJKM counted, Hillbrook's undercount was 49 trips. On the following
days, Hillbrook's undercounts were still significant (21 and 35) but were lower. Was some
adjustment made once it was known that the Town was counting?
6. Is there a permanent tube counter installed at the entrance gate, counting both entering and
exiting traffic?
7. Has Hillbrook provided any of the tube count data?
8. Has anyone analyzed this data? (This has not been supplied to the public)
9. Wouldn't the counts be far more reliable by adding both entering and exiting counts,
rather than relying on only one lane of traffic via the Sensys count?
10. Was the tube count data compared with the Sensys data to determine what if any variance
there is between those two sets of counts?
11. Is the tube count data more reliable than the Sensys data as tested against the TJKM data?
Reporting should be in 15 minute increments (consistent with the TJKM method) and made
available to the public on a monthly basis. We are very grateful that as of November I' the
Town posted the counts for October 2015. We hope this becomes the routine practice.
Otherwise, violations are allowed to continue for months without any remediation.
There is a real need to try to reestablish trust between the school and its neighbors for the
benefit of all concerned. Underreporting traffic counts fuels the mistrust.
We sincerely hope that you will deny any enrollment increase until Hillbrook
demonstrates that it has an accurate, consistently reliable counting system that will
insure that traffic remains under 880 per day even with an enrollment increase.
