SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE AN AGREEMENT
WITH TASER INTERNATIONAL FOR THE PURCHASE AND
MAINTENANCE OF 40 TASERS FOR THE POLICE DEPARTMENT IN THE
AMOUNT OF $44,174 IN FISCAL YEAR 2015/16 AND A TOTAL
CONTRACT AMOUNT NOT TO EXCEED $77,419 WITHIN FIVE YEARS.
REMARKS:
After the initial staff report was distributed on October 29, 2015, staff received inquiries from
Council which are addressed below.
Question: How many Tasers do we currently have?
Answer: The department currently has 37 Tasers. This is not enough Tasers for all sworn
personnel to have a device. With the authorization to execute the proposed agreement with Taser
International, the Department will receive 40 Taser devices, plus receiving an additional Taser
device at no additional cost, for a total of 41 devices. Under the proposed agreement the
Department would have enough Tasers for each of the 39 sworn personnel to have a device plus
two spare units for the Department to have as back-up devices.
Question: "There have been more instances where Tasers have been deployed without activation
to gain compliance" Can you explain what this means? What is the difference between deploying
and activating a Taser?
Answer: The word "deployed" in this instance refers to when an officer removes the Taser
device from their holster and gives verbal commands to a subject or suspect to comply with his
or her direction. Tasers are often "deployed" without activation to obtain compliance with the
officer's directive.

"Activation" of the Taser in this explanation means to use or discharge the device at a suspect
after giving verbal warnings in an attempt to temporarily incapacitate so potential further injury
is not sustained by the suspect, victim or officer.
