BACKGROUND: In January 2013, the Town Council conducted a special joint meeting with key advisory bodies that included the Arts and Culture Commission, the Community and Senior Services Commission, the Library Board, the Parks Commission, and the Transportation and Parking Commission. The Community and Senior Services Commission (CSSC) recommended three priorities for 2013, within the context of Council adopted goals and available staff capacity. The Council agreed and set the priority order, as follows: Conduct a Town -wide community services needs assessment, including youth and senior services at minimum, and surveying service clubs and places of worship as part of the assessment • Review existing documents to identify youth and senior needs (e.g., Council on Aging report) • Expand the Commission's networking efforts by including more agencies in the Commission's network of service providers and invite agency representatives to speak at Commission meetings. PAGE MAYOR AND TOWN COUNCIL SUBJECT: RECIEVE THE INFORMATIONAL REPORT FROM THE COMMUNITY AND SENIOR SERVICES COMMISSION REGARDING THE RESULTS OF THE SENIOR SERVICE NEEDS ASSEMENT SURVEY OCTOBER 29, 2015 BACKGROUND (cont'd): As part of the annual work plan of the CSSC, the Commission regularly assigns Commissioners to visit agencies and service providers who receive annual Human Services grants from the Town to learn more about their operations and to understand the current needs of Los Gatos residents that each agency services. Additionally, the Commission assigns Commissioners as liaisons to various consortiums and committees such as Sourcewise (formerly the Council on Aging) and the Santa Clara County Housing & Community Development Advisory Committee, so that the Commission can be aware of, and involved in, County -wide initiatives that could affect residents within the Town. The CSSC determined that a needs assessment of senior services was needed to learn about the perceived awareness of senior services available within the Town of Los Gatos, to identify the barriers to accessing services and to identify the primary unmet needs of seniors. The senior services needs assessment is identified as a 2014 -2016 Strategic Goal under Civic Enrichment and is being presented as an informational report to the Town Council (Attachment 1). DISCUSSION: Needs Assessment Survey The CSSC determined that a needs assessment survey would be the best mechanism to assess senior needs. Needs assessment survey questions were developed by a sub - committee of CSSC Commission members with professional backgrounds in providing senior healthcare and care- giving services and was reviewed, validated, and approved by the Commission of the whole. The survey focused on three key areas: (1) the perceived awareness of senior services available within the Town, (2) identifying the barriers to accessing services, and (3) identifying the primary unmet needs of seniors. The survey was distributed to thirty -nine local service providers that included residential care facilities, healthcare facilities, service organizations, religious institutions, and non -profit organizations that provide services to seniors and older adults within Los Gatos and Santa Clara County. The CSSC received a 46% response rate with eighteen individuals representing seventeen service providers completing the survey. The types of services that the survey respondents provide to local seniors includes, but is not limited to services such as legal assistance, tax assistance, health screenings, home meal delivery, caregiver classes and education, and assistance with personal care and outside activities. The results of the survey are as follows: Perceived Awareness of Senior Services Survey respondents ranked the overall perceived awareness of services available for seniors as fairly low. The survey responses indicated that low awareness is primarily attributed to informational and logistical barriers to access senior services. PAGE MAYOR AND TOWN COUNCIL SUBJECT: RECIEVE THE INFORMATIONAL REPORT FROM THE COMMUNITY AND SENIOR SERVICES COMMISSION REGARDING THE RESULTS OF THE SENIOR SERVICE NEEDS ASSEMENT SURVEY OCTOBER 29, 2015 DISCUSSION (cont'd): Barriers to Accessing Services The survey identified the following four primary barriers to accessing senior services (1) a lack of awareness of available senior services, (2) the lack of transportation options, (3) location and (4) lack of adequate facilities. The survey results conclude that while services for seniors exist, they are often difficult to access, especially for homebound populations and seniors are forced to interact and coordinate with too many providers to ensure their needs are met. These challenges combined cause too many seniors to forego the services they need. Primary Unmet Needs of Seniors The primary unmet needs identified by the survey respondents include affordable senior housing, transportation programs, in -home care, adult day care, a full service senior center, socialization opportunities, home safety /aging in place, community engagement and senior case management. It should be noted that senior case management services were contractually provided by West Valley Community Services in the amount of $7,000 in FY 2014 -15 through an annual Town funded Human Services grant, with additional grant funds being awarded to the agency for emergency housing vouchers, case management and food pantry resources for Los Gatos residents. However, for FY 2015 -16, the funding allocation approved in the adopted operating budget is unable to support the demand for services from residents and senior case management services are being provided to Los Gatos seniors at a reduced service level. The survey responses indicate that seniors need a local hub or facility, such as a dedicated senior center, to address informational and physical barriers to accessing services. A dedicated senior center could address three of the four barriers to accessing services that the survey identified: lack of awareness of available senior services, lack of transportation options, location and lack of adequate facilities, and serve as a point of coordination for the Town's various senior services. While the Adult Recreation Center provides recreational programming for seniors, a consistent volume of requests for senior services, assistance and case management underscores the present need for more coordination and comprehensive services to assist the aging population. CONCLUSION: If the Town Council receives this report favorably, the Commission would appreciate guidance on appropriate next steps associated with the following four findings: Promoting awareness of the existing services through various channels including community events for seniors, the Town website, advertising, direct outreach and other creative marketing opportunities PAGE 4 MAYOR AND TOWN COUNCIL SUBJECT: RECIEVE THE INFORMATIONAL REPORT FROM THE COMMUNITY AND SENIOR SERVICES COMMISSION REGARDING THE RESULTS OF THE SENIOR SERVICE NEEDS ASSEMENT SURVEY OCTOBER 29, 2015 CONCLUSION (cunt d): Rebranding the Adult Recreation Center to include a senior center and hiring a senior case manager • Exploring creating a non -profit village (e.g. consortium) through a public /private partnership serving Los Gatos with dedicated membership dues • Evaluating a site selection process and determining the budget for a full service senior center COORDINATION: This report was coordinated with the Town Manager's Office and the Community and Senior Services Commission. FISCAL IMPACT: There is minimal fiscal impact with the Council receiving this report as described above. Funds have not been identified for a new senior center that would be owned and operated by the Town. ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required. Attachments: I.
