RECOMMENDATION:
Adopt a resolution of the Town Council of the Town of Los Gatos to release Budget funds for
FY 2015/16 Capital Improvement Project 831 -3407: Blossom Hill Park — Little League
Backstop.
BACKGROUND:
On June 16, 2015 the Town Council adopted Resolution 2015 -045 adopting the FY 2015/16 —
2019/20 Capital Improvement Program Budget. At this time the Council provided staff with
direction to place discretionary projects on hold pending resolution of funding needs for the
Almond Grove Street Reconstruction project. Projects that are considered discretionary do not
impact preservation of Town infrastructure, enhanced life safety, or create ongoing financial
savings.
With this direction staff identified ten projects totaling $2.1 million summarized below, as
"discretionary" projects that have been placed on hold. Council approval for each of the
identified projects below is required to release the funding and move the projects forward.

DISCUSSION:
On October 20, 2015 the Town Council continued discussion of the Almond Grove Street
Reconstruction project. During this discussion Council directed staff to release $25,000 of
General Fund Appropriated Reserve (GFAR) funds for project Capital Improvement Project 831-
3407: the Blossom Hill Park Little League Backstop. The Los Gatos Little League Board
approved a matching contribution of up to $25,000 to complete this project.
Council adoption of the proposed resolution (Attachment 1) will provide staff with the authority
to release funding for the Blossom Hill Park Little League Backstop project and begin the
project.
CONCLUSION/NEXT STEPS:
It is recommended that the Town Council adopt the attached resolution releasing $25,000 in
GFAR budget funds for Capital Improvement Project 831 -3407: Blossom Hill Park — Little
League Backstop. This action will result in the Parks and Public Works Department working

directly with Los Gatos Little League to design and install the new backstop with the goal of
delivering the project by the opening day ceremonies in March 2016.
COORDINATION:
This report has been coordinated with the Town Manager's Office and Department of Parks and
Public Works.
ENVIRONMENTAL ASSESSMENT:
This action is not a project defined under CEQA, and no further action is required.

RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
TO RELEASE BUDGET FUNDS FOR FY 2015/16 CAPITAL IMPROVEMENT PROGRAM
PROJECT 831 -3407: BLOSSOM HILL PARK — LITTLE LEAGUE BACKSTOP
WHEREAS, Section 2.30.295(b) of the Los Gatos Town Code requires the Town Manager
to annually prepare and submit a budget to the Town Council and be responsible for its administration;
and
WHEREAS, the Town Manager submitted a proposed budget for the FY 2015/16 to the
Town Council; and
WHEREAS, the Town Council has considered and reviewed said capital improvement plan
during public hearing; and
WHEREAS, the Town Council approved the capital improvement plan on June 16, 2015,
identifying a list of ten projects totaling $2,132,700 to place on hold pending future Council Authority to
release funds; and
WHEREAS, project 831 -3407: Blossom Hill Park — Little League Backstop, totaling
$25,000 of General Fund Appropriated Reserve money was one of the ten identified projects on -hold.
RESOLVED, that the Town Council hereby authorizes release of up to $25,000 in funding
for project 831 -3407: Blossom Hill Park — Little League Backstop to complete this project.
BE IT FURTHER RESOLVED, that the project costs are to be split evenly between the
Town of Los Gatos and Los Gatos Little League.

Gatos, California, held on the 16" day of June, 2015 by the following vote:
