COUNCIL AGENDA REPORT
DATE: SEPTEMBER 29, 2015
TO: MAYOR AND TOWN COUNCIL p
FROM: LAUREL PREVETTI, TOWN MANAGER
SUBJECT: ADOPT A RESOLUTION TO COMBAT HUMAN TRAFFICKING
RECOMMENDATION:
Staff recommends that the Town Council adopt a resolution to combat human trafficking.
BACKGROUND:
In late August, the Town Manager's Office learned that individual Council Members received a
request for the Town to adopt a resolution declaring support to combat human trafficking. In
response to a communication from the Town Manager, two Council Members requested that the
item be placed on a future agenda.
While individuals and organizations have expressed concerns regarding human trafficking, the
interest to demonstrate proactive support to combat it has increased with Super Bowl 50 coming to
Santa Clara in early 2016.
DISCUSSION:
Attachment I contains a model resolution that was sent to Council Members from members of the
faith community. Attachment 2 contains a draft resolution to express the Town's support to combat
human trafficking through the training of staff, protecting potentially vulnerable populations, and
collaborating with other agencies as appropriate. These actions are consistent with the Town's
current police protection and investigative efforts to address human trafficking and /or prostitution if
and when such activities are alleged in Los Gatos.
COORDINATION•
This staff report was coordinated with the Police Department and Town Attorney's Office.
