MINUTES OF THE TOWN COUNCIL /PARKING AUTHORITY MEETING
SEPTEMBER 1, 2015
The Town Council of the Town of Los Gatos conducted a Special Meeting on Tuesday,
September 1, 2015, to hold a Closed Session at 4:30 p.m. and a Regular Meeting at
7:00 p.m.

ROLL CALL
Present: Mayor Marcia Jensen, Vice Mayor Barbara Spector, Council Member Steve
Leonardis, Council Member Rob Rennie, Council Member Marico Sayoc.
Absent: None
PLEDGE OF ALLEGIANCE
Isabelle Chiu led the Pledge of Allegiance. The audience was invited to participate.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on
the agenda and there is no report.
COUNCIL /TOWN MANAGER REPORTS
Council Matters
- Vice Mayor Barbara Spector stated she and Mayor Jensen attended the Council
Policy Committee meeting.
- Mayor Marcia Jensen stated she attended the West Valley Mayors meeting.
- Council Member Marico Sayoc stated she met informally with other West Valley
representatives to Association of Bay Area Governments (ABAG) to discuss
upcoming proposed changes.
- Council Members Leonardis and Rennie had no reports.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council Minutes of August 18, 2015
2. Appoint Council Member Rob Rennie as the Town's voting delegate and Council
Member Marico Sayoc as Alternate for the League of California Cities Annual
Conference scheduled for September 30, 2015 through October 2, 2015 in San
Jose, California
3. Valley Transportation Agency State Route 85 Corridor Policy Advisory Board
4. Employment Agreement for new Town Manager
MOTION: Motion by Council Member Marico Sayoc to approve the
Consent Items. Seconded by Council Member Steve Leonardis.
VOTE: Motion passed unanimously.
Mayor Marcia Jensen congratulated Laurel Prevetti on her appointment as the Town
Manager and thanked Interim Town Manger Les White for his assistance.
Interim Les White thanked the Council and the staff for the opportunity to work for the
Town.

PUBLIC HEARINGS
5. Introduction and first reading of an Ordinance adding section 25.60 to the Code
of the Town of Los Gatos relating to the adoption of mitigation fees pursuant to
government code section 65970 to relieve conditions of overcrowding in the Los
Gatos Union School District

MOTION: Motion by Council Member Marico Sayoc for introduction and
first reading, by title only, of an ordinance adding Los Gatos Town
Code section 25.60. Seconded by Council Member Rob Rennie.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Marico Sayoc to extend the review
time by thirty days. Seconded by Council Member Rob Rennie.
VOTE: Motion passed unanimously.
OTHER BUSINESS
6. Approve agreement with KCAT for cablecasting services
Christina Gilmore, Assistant to the Town Manager, presented the staff report.

Ken Toren, KCAT TV 15 representative, answered Council questions.
MOTION: Motion by Council Member Marico Sayoc to approve the
agreement with KCAT for cablecasting services. Seconded by
Council Member Rob Rennie.

7. Adopt a Social Media Policy and authorize the use of social media for Town
business, consistent with Social Media Policy.
Heidi Murphy, Library Director, and Sarah Mosunic, Police Deparment Community
Services Officer, presented the staff report.

MOTION: Motion by Mayor Marcia Jensen to adopt the social media policy
as proposed and authorize the use of social media for Town
business consistent with the policy. Seconded by Council
Member Marico Sayoc.
VOTE: Motion passed unanimously.
8. Accept the Staff Report on Cut Through Traffic
Matt Morley, Parks and Public Works Director and Michael D'Antonio, Police Captain,
presented the staff report.

Angelia Doerner
- Commented on the traffic issues and road closures.
Ginger Roue
- Requested Council be respectful of the downtown businesses and not chase away
customers with the cut through traffic mitigation measures.

MOTION: Motion by Vice Mayor Barbara Spector to accept the staff report
and affirm the modifications to the list of VTP projects to add traffic
signal upgrades and a corridor study for the greater Highway 17
and Highway 85 area. Seconded by Council Member Marico
Sayoc.
VOTE: Motion passed unanimously.
9. Accept the Staff Report on Water Conservation
Matt Morley, Parks and Public Works Director, presented the staff report.

10. Finalize the 2015 -2017 Strategic Goals
Laurel Prevetti, Assistant Town Manager /Community Development Director, presented
the staff report.

Lee Quintana
- Thanked Council for holding the strategic planning during Council meetings to allow
for public input and inquired about the ranking of her suggestion of a grant writer.
Thomas Cook, representing Los Gatos -Monte Sereno Safe Routes to School
- Thanked Council for support to address traffic around schools and making it a
priority.
Diana Abbati, Los Gatos Union School District Superintendent
- Commended the Council and staff for all their hard work on transportation to
schools; advised that she is chair of the Education for Safe Routes to School
Committee; commended the Council for the strategic planning around schools; and
requested to partner with the Town to help and remain involved.
Alex Hult, President of the Los Gatos Chamber of Commerce and owner of Hult's
restaurant
- Thanked Council for doing a tremendous job representing the residents and
businesses and suggested trying out valet parking to help solve the Town's parking
issue.
Shawn Lucca, Yogurt in Love
- Commented on the parklet idea and
count don't get lost in the big picture.

Angelia Doerner
- Thanked Council for the Almond Grove resurfacing and the other items on the list to
bring vitality back to the downtown.
Doug McNeil
- Commented on the work of Parks and Public Works (PPW) to obtain grants,
suggested investigating grant opportunities from the State and County, and
encouraged investigating more grants to fund the wear and tear on roads.
Maria Ristow
- Requested Council help the Bicycle and Pedestrian Advisory Committee (BPAC)
find a way to fund the Bicycle and Pedestrian Master Plan and make it a priority.

Council unanimously reaffirmed the top five items that received unanimous votes at the
August 18, 2015, Council meeting as Strategic Goals for 2015/17.
MOTION: Motion by Council Member Steve Leonardis to direct staff to
start implementation on the five items that received unanimous
votes as well as the development of an economic vitality plan,
continue to work on all the items in the other categories that are in
progress, and consider the remaining items that were found to be
important (three or four votes) at the next Strategic Goals meeting.
Seconded by Mayor Marcia Jensen.

11. Review and Provide Direction on:

b. Specialty Retail
c. Outdoor Seating
Monica Renn, Economic Vitality Coordinator, presented the staff report.

- Commented in favor of outdoor seating.
Susan Testa
- Commented in favor of outside seating and parklets, and inquired why seven versus
ten for formula retail.

Alex Hult
- Suggested that any regulations that are put in place need to have some kind of
enforcement system.
Ginger Roue
- Commented in favor of outdoor seating, requested that the rules be simplified for
business owners, and expressed concern for the medium size box retailers moving
to the North 40 development.
Jim Foley, Rootstock Wine Bar representative
- Suggested that applications should be considered on a case by case basis, that
outdoor seating should be based on safety regulations, and that Ordinance 2021
(Traffic Impact Fee) should be part of the discussion.
Jason Farwell
- Commented on the ratio for formula retail versus mom and pop retail.
Shawn Lucca
Encouraged simplification of the Conditional Use Permit (CUP) process and the
definition of uses.

MOTION: Motion by Mayor Marcia Jensen to direct staff to compile and
summarize those items that have been heard as concerns into
categories (such as formula retail, CUP, outdoor seating, relation
of seating to parking requirements, etc.), include a process outline,
and bring back to Council on October 6. Seconded by Vice Mayor
Barbara Spector.
